About 100,000 cadres, civil servants and public employees affected in the streamlining of the apparatus
Presenting a report explaining, accepting and revising the draft, Chairwoman of the Social Committee Nguyen Thuy Anh said that at the time the Government submitted the bill, it had not yet thoroughly implemented the policy of innovation and reorganization of the political system.
Therefore, the draft law has not anticipated the impact of implementing this policy, such as the names, functions, and tasks of the agencies and organizations in the draft law (due to merger). Policy for unemployed people due to organizational restructuring.
Along with that is the impact on the balance of unemployment insurance funds when reducing the number of participants and increasing the number of beneficiaries.
There are suggestions to add principles and assign the Government to regulate to ensure the balance of the unemployment insurance fund in cases such as when restructuring the organizational apparatus.
Speaking here, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that the implementation of the policy of restructuring and streamlining the apparatus directly affects the names, functions and tasks of state management agencies, as well as the balancing of the unemployment insurance fund.
According to Ms. Thanh, at the conference summarizing the internal affairs sector, Permanent Deputy Prime Minister Nguyen Hoa Binh stated that about 100,000 cadres, civil servants and public employees were affected in the restructuring and streamlining of the apparatus.
According to Ms. Thanh, the above contents need to be discussed by the agencies.
Ms. Thanh added that it is not difficult to specify the name according to the new organizational arrangement, but it is necessary to assess the impact here, which is that according to Decree 178/2024 of the newly issued Government, the policy of resignation for civil servants and employees is entitled to unemployment insurance according to regulations.
From there, Ms. Thanh asked the leaders of Vietnam Social Security to give specific opinions on this matter.
Does streamlining the social insurance apparatus affect the settlement and payment of unemployment insurance?
Speaking later, Deputy General Director of Vietnam Social Security Le Hung Son said that according to Decree 178, there will certainly be civil servants working at public service units who, when downsizing their staff, do not meet the conditions for retirement benefits and will receive unemployment insurance, including unemployment benefits and vocational training support.
Mr. Son said that currently, according to the general impact assessment, the Ministry of Home Affairs is expecting 100,000 people to enjoy the regime under Decree 178, but these people include both civil servants and public employees.
However, only civil servants can participate and benefit from unemployment insurance policies, not public employees.
At the same time, it is currently unclear how much the impact is on civil servants and how much on public employees. Therefore, Vietnam Social Security does not have specific data to assess the impact on the unemployment insurance fund.
Mr. Son added that recently, the unemployment insurance fund's revenue and expenditure have basically been approaching each other. For example, in 2023, revenue was 23,000 billion VND and expenditure was 22,995 billion VND.
Regarding the issue of streamlining the Vietnam Social Security apparatus, will it affect the settlement and payment of unemployment insurance?
Responding to this content, Mr. Son said that in 2023, there were 1,049,000 people receiving unemployment benefits and Vietnam Social Security paid up to 99.3% of these people through personal accounts.
"The settlement of payments is not related to administrative boundaries. Therefore, if implemented according to the new model, even inter-district will not affect the payment to unemployment beneficiaries," Mr. Son affirmed.
Mr. Hung Son added that if there are expenses for civil servants receiving unemployment benefits under Decree 178/2024, the fund for expenses will still be available.
"Currently, the unemployment insurance fund balance is about 63,000 billion VND, so the source of funding to solve the problem is certainly assured," Mr. Son added.
