Deploying the General Census of Rural and Agricultural Areas in the province in 2025
The 2025 Rural and Agricultural Census (2025 Rural and Agricultural Census) collects basic information on agriculture, forestry, fishery (AFF) and rural areas to compile relevant statistical indicators under the National Statistical Indicator System; compile socio -economic indicators to serve the assessment of the current situation, analysis of change trends, development of plans and strategies for rural development, AFF sector and improvement of rural living standards nationwide as well as in each locality; serve research to assess the scale and structure of rural labor and AFF labor; changes in rural infrastructure; implementation status of some contents of national programs and targets in the rural and AFF sector; serve international comparison of rural and AFF sector indicators; build a database on rural and AFF to serve in-depth research; serve as a sampling frame for a number of annual surveys on the field of NLTS and meet other statistical requirements.
The plan to implement the main contents of the survey includes: Organizing human resources, resource planning; dividing the area, collecting information to make a list, making a list of survey units and selecting samples; organizing conferences, training; disseminating and providing documents, equipment, issuing guidance documents, publications of results; collecting information; checking, processing data, accepting forms and synthesizing results; compiling reports.
The person collecting the list of information must be knowledgeable about the DBDT; priority is given to those living in the DBDT, village chiefs/heads of residential groups. For rural areas, each person collects the list of information of 01 DBDT. For urban areas, each residential group collects information on a list of households in that residential group.
Requirements for Investigators (Enumerators), the force directly carrying out information collection, must be selected from those who are capable of performing the job, have a high sense of responsibility, fully participate in and have good results in the 2025 Census training. Enumerators need to be proficient in using tablets and smartphones to carry out electronic questionnaires in the 2025 Census.
Household survey: On average, 1 surveyor collects information from 1 respondent. To increase proactiveness, it is necessary to select and train 2% more reserve surveyors than required.
Farm questionnaire survey: Selection by district, 1 surveyor conducts a maximum of 20 farms.
Surveyors for enterprises and cooperatives: Conduct surveyor selection according to regulations in the 2025 Enterprise Survey Plan.
Commune ballot survey: Selection by commune, each commune selects 1 surveyor.
The requirement to select the Investigation Team Leader, who is the force directly managing the work of the Enumerator, should prioritize members of the Commune-level Steering Committee, office staff - commune-level statistics or people who are capable of organizing group work and commit to spending enough time to manage the Enumerator during the investigation period at the Enumerator according to the regulations of the 2025 National Census.
Each commune/ward/town is selected with 01 team leader; if the commune/ward/town has from 40 - 80 delegates, 02 team leaders are selected; if the commune/ward/town has from 80 delegates or more, 03 team leaders are selected.
For propaganda activities, the Steering Committees at all levels or the Chairman of the People's Committee at the same level (where no Steering Committees are established) coordinate with departments, branches and local units (radio, television, post office , etc.) to mobilize maximum forms of propaganda such as: mass media (radio, television, loudspeakers, newspapers, electronic newspapers, newsletters); agitation (posters, slogans, logos, etc.); organizing public meetings in the community (village meetings, residential groups, mass organizations, etc.) to ensure effective implementation of propaganda work for the 2025 Census, mobilizing people to actively respond to the 2025 Census.
During the implementation of the Census, it is necessary to ensure a smooth communication system between all levels; establish a hotline to serve the direction of the Census 2025 to answer questions for survey participants at all levels; receive and handle people's feedback on the Census 2025 in each locality.
Information collection was done through direct interviews and indirect collection.
Preliminary results of the 2025 Census will be announced in December 2025 and official results will be announced in March 2026./.
