Plan to implement the Urban and Rural System Planning for the period 2021-2030, vision 2050

Deputy Prime Minister Tran Hong Ha signed Decision No. 28/QD-TTg dated January 5, 2025 promulgating the Plan to implement the Urban and Rural System Planning for the 2021-2030 period, with a vision to 2050.

The objective of the Plan is to implement the Urban and Rural System Planning for the 2021 - 2030 period, with a vision to 2050, approved by the Prime Minister in Decision No. 891/QD-TTg dated August 22, 2024 (Urban and Rural System Planning) to ensure effectiveness and efficiency.

Specify tasks, policies and solutions in organizing the implementation of the Urban and Rural System Planning, ensuring the objectives, tasks and contents of the Urban and Rural System Planning approved by the Prime Minister; assign specific responsibilities to ministries, branches and localities according to their functions and tasks to effectively implement the Urban and Rural System Planning.

According to the Plan, for public investment projects: Investment in important national projects is carried out according to the list of important national projects approved in the National Master Plan for the period 2021 - 2030, with a vision to 2050 and the Government's Action Program to implement Resolution No. 81/2023/QH15 dated January 9, 2023 of the National Assembly on the National Master Plan for the period 2021 - 2030, with a vision to 2050 and the Plan to implement the National Master Plan for the period 2021 - 2030, with a vision to 2050 issued in Resolution No. 90/NQ-CP dated June 16, 2023 of the Government.

Investment projects to develop regional and inter-regional technical infrastructure systems, upgrade projects, develop urban and rural areas and functional areas of each region using public investment capital are implemented according to the Regional Planning Implementation Plan approved by the Prime Minister.

Provinces and centrally-run cities synchronously and effectively implement programs and projects identified in provincial planning and according to the Provincial Planning Implementation Plan approved by the Prime Minister. Continue to implement urban development projects, urban technical infrastructure development projects, urban development projects to respond to climate change, smart urban development, digital transformation, green transformation, urban development to reduce emissions, development programs and projects to ensure housing security and rural development projects according to the national target program on new rural construction approved by competent authorities.

For projects using capital sources other than public investment capital: Provinces and centrally-run cities shall, based on the priority orientation for urban and rural system development approved by the Prime Minister in national, regional and provincial planning, organize the attraction of capital sources other than public investment capital, and invest in the development of urban and rural systems according to planning and plans to ensure efficiency and compliance with regulations.

The plan assigns relevant ministries, branches and localities to develop policy mechanisms and legal documents: Law on Urban and Rural Planning and detailed sub-law documents; Law on Urban Development Management and detailed sub-law documents; Law on Water Supply and Drainage and detailed sub-law documents.

Relevant ministries, branches and localities develop projects and programs to submit to the Prime Minister, including: National program on urban construction, renovation, embellishment, reconstruction and urban development, urban infrastructure development; amend and supplement the Prime Minister's Decision on the National Urban Classification Plan...
