Plan to implement the Conclusion of the Politburo and Secretariat on reorganizing the inspection agency system

The issuance of the Plan aims to implement the policies, directions and conclusions of the Central Committee, the Politburo and the Secretariat on the Project; in sync with the implementation of the policy on administrative unit arrangement. At the same time, it determines the tasks and responsibilities of the Government Inspectorate, ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities and relevant agencies and organizations in implementing the Project.

The contents of the Plan include: Propagating and disseminating the contents of Conclusion No. 134-KL/TW dated March 28, 2025 of the Politburo, the Secretariat and this Plan for unified implementation. At the same time, reviewing, amending, supplementing and perfecting laws related to the organization and operation of inspection.

In particular, develop and submit to competent authorities for promulgation documents on the organization and operation of inspection: Submit to the Government for promulgation a Decree regulating the functions, tasks, powers and organizational structure of the Government Inspectorate according to simplified procedures; advise the Government to submit to the National Assembly the draft Law on Inspection (amended) according to simplified procedures, including provisions on amending and abolishing regulations related to the organization and operation of inspection in specialized Laws to ensure consistency and synchronization with the Law on Inspection (amended).

In addition, review, amend, supplement and perfect legal documents related to the organization, inspection activities and examination activities in sectors and fields.

Regarding the arrangement of the apparatus and personnel, according to the Plan, the arrangement of the apparatus and personnel of the Government Inspectorate will be based on the termination of the activities of 12 Ministry Inspectorates and 5 department-level units of the Government Inspectorate; the School of Inspectorate Cadres and the Institute of Inspection Strategy and Science will be merged. At the same time, the arrangement of the apparatus and personnel of the Inspectorates of provinces and centrally-run cities (Provincial Inspectorates) will be based on the termination of the activities of district-level Inspectorates and Departmental Inspectorates to be reorganized into organizations under the Provincial Inspectorate.

According to the Plan, the headquarters and facilities for the Government Inspectorate will be arranged according to the principle of maximum use of the existing headquarters and facilities of the Government Inspectorate, and at the same time, the headquarters of state agencies that are redundant after the arrangement according to Resolution No. 18-NQ/TW of the 6th Conference of the 12th Party Central Committee will be arranged to ensure savings, efficiency, and avoid waste.

In case it is not possible to immediately arrange and allocate the headquarters of redundant state agencies after the arrangement according to Resolution No. 18-NQ/TW, it is allowed to rent the headquarters to ensure the continuous and uninterrupted performance of tasks. The rental of headquarters must be carried out in accordance with the provisions of law.
