The plan was issued to study and propose feasible solutions to remove difficulties and obstacles of investment projects according to each group of issues and handling authority (National Assembly, Government, Prime Minister, ministries, branches, localities).

The requirement is to fully implement the tasks, powers, principles and working regimes stipulated in Decision No. 1568/QD-TTg dated December 12, 2024 of the Prime Minister and the Working Regulations issued together with Decision No. 148/QD-BCĐ dated December 24, 2024 of the Steering Committee on reviewing and removing difficulties and obstacles related to projects. Ensure timeliness, feasibility, compliance with legal regulations, conformity with objective reality, and no waste or loss to the state budget.

The scope of implementation includes projects using public investment capital, domestic private investment capital, foreign direct investment capital and other capital sources (if any), excluding projects being directed to be resolved by other Steering Committees and Working Groups of the Prime Minister, Deputy Prime Ministers, and ministries.

The plan specifies 7 groups of work content as follows:

Review and inspect problems related to projects; summarize by field and issue group and report to the Prime Minister.

Urge ministries, central and local agencies to resolve and remove difficulties and obstacles related to projects under the authority of ministries, central and local agencies.

Synthesize advice, propose solutions, and report to the Government and Prime Minister on difficulties and problems of projects according to fields and groups of issues under the authority of the Government and Prime Minister.

Synthesize and advise the Prime Minister to report to competent authorities on difficulties and problems of projects by field and group of issues beyond the authority of the Government and the Prime Minister.

Synthesize, check, and urge the resolution and removal of difficulties and obstacles of projects.

Advise and recommend competent authorities to amend, supplement and perfect policy mechanisms (if any) or issue specific mechanisms if necessary.

Perform other tasks of the Prime Minister.

Work progress

January 2025 to March 2025: Ministries, branches and localities shall synthesize, report and propose solutions to handle difficulties and problems of projects and send them to the Ministry of Planning and Investment (completion deadline January 20, 2025).

The Ministry of Planning and Investment shall preside over and coordinate with ministries and central agencies to review and synthesize projects facing difficulties and obstacles in ministries, branches and localities; develop a working plan for the Steering Committee with ministries, branches, localities and relevant entities to survey, review and synthesize troubled projects; classify problem groups and expect members of the Steering Committee to study, propose solutions, advise the Head of the Steering Committee to report to the Prime Minister to direct ministries, branches and localities to study and propose for groups that are still not within the scope of ministries and agencies managed by members of the Steering Committee; work with relevant agencies (if necessary); develop a report to submit to the Prime Minister; Select industries, fields, and localities to pilot, then report to competent authorities for permission to replicate in industries and fields nationwide (priority given to real estate, renewable energy, transportation, and BT investment projects), (completion deadline February 10, 2025).

Urge ministries, central and local agencies to resolve and remove difficulties and obstacles related to projects under the authority of ministries, central and local agencies. Deadline for completion is March 31, 2025.

For issues beyond authority, prepare reports and propose solutions to submit to competent authorities for approval and implementation. Deadline for completion is March 31, 2025.

April 2025 to June 2025 : Develop draft Government Resolutions on removing obstacles and problems related to projects in each field and according to competent authorities. Completion deadline is April 30, 2025 for groups of projects in the fields of real estate and renewable energy; completion deadline is May 30, 2025 for groups of projects in the fields of transportation, investment projects in the form of BT and other projects.

Seek comments from members of the Steering Committee on the draft Resolution. Deadline for completion is May 15, 2025 for real estate and renewable energy projects; deadline for completion is June 15, 2025 for transportation projects, BT investment projects and other projects.

Receive comments and complete the draft Resolution on removing obstacles related to projects. Deadline for completion is May 20, 2025 for real estate and renewable energy projects; deadline for completion is June 20, 2025 for transportation projects, BT investment projects and other projects.

The Steering Committee met to give opinions on the draft Resolution before submitting it to the Prime Minister and the Government to issue the Resolution. The deadline for completion is May 31, 2025 for the real estate and renewable energy projects; and June 30, 2025 for the transport projects, BT investment projects and other projects.

June 2025 to August 2025: Organize the implementation of the Resolution on removing obstacles related to the projects. Deadline for completion is August 31, 2025.

For detailed issues in sectors and management fields, ministries and central agencies shall develop guidance documents. Deadline for completion is August 31, 2025.

September to October 2025: The Steering Committee meets to assess the implementation of the Resolution on removing difficulties and obstacles related to the projects.

Report to competent authorities on the implementation status of the Resolution on removing difficulties and obstacles related to projects.

November 2025: Organize a review of 1 year of implementation of the Steering Committee's activities.

Research and propose to the Prime Minister the operational plan of the Steering Committee in the coming time.

Based on the actual situation, Permanent Deputy Prime Minister Nguyen Hoa Binh - Head of the Steering Committee will consider and decide to adjust the Plan as well as the method of collecting opinions from members of the Steering Committee (organizing meetings or asking for opinions in writing).
