According to the report of the Vietnam Federation of Commerce and Industry (VCCI), in 2022, VCCI sent 694 survey forms to enterprises in the province, receiving 163 responses from enterprises (reaching 23.5%), including 30 newly established enterprises. The province's PCI result in 2022 reached 65.43 points, an increase of 3.20 points (in 2021 it was 62.23 points), an increase of 19 ranks compared to 2021, ranked 30/63 provinces and cities and in the top 30, provinces and cities with the best quality of governance in PCI in 2022. Of the province's 10 CSTPs: 07 CSTPs increased in score and rank: (1) Market entry; (2) Land access; (3) Transparency; (4) Time cost; (5) Fair competition; (6) Dynamism of the provincial government; (7) Business support policies. 03 CSTPs reduced their scores and rankings: (1) Informal costs; (2) Labor training; (3) Legal institutions and security and order.

In particular, in 2022, VCCI will add an Indicator to assess progress in environmental governance (Provincial Green Index - PGI). Ninh Thuan ranked 18th out of 63 provinces and cities.
To overcome and continue to create positive changes in the business investment environment and PCI ranking, the Provincial People's Committee issued a Plan to continue promoting the implementation of the task of improving and enhancing the Provincial Competitiveness Index (PCI) of Ninh Thuan province in 2023, with the following contents:
I. Objectives:
1. General objectives:
Improve the business environment, improve the PCI Index of the province in a sustainable manner; create a change in the awareness of cadres, civil servants and public employees about the meaning and importance of the PCI Index; enhance the role and responsibility of the Departments, branches, sectors, People's Committees at district and commune levels in the province in improving the results and rankings of the PCI Index of the province, contributing to creating a truly open, transparent, dynamic and favorable business environment to attract investment, develop enterprises, ensure sustainable socio -economic development of the province in the next period.
2. Specific objectives:
In order to continue to improve the province's annual PCI index, resolutely overcome limitations and weaknesses, propose solutions to more clearly improve the province's investment and business environment in a favorable, transparent and equal direction among economic sectors, bringing the province into the group of localities with good socio-economic management quality in the country; focus on strongly improving component indexes that have decreased scores, promoting the improvement of indexes that have increased scores in 2023, improving the business and investment environment in the direction of digital transformation towards digital economic development, specifically as follows:
- Strive to increase Ninh Thuan's PCI score in 2022 to about 68.9 points, putting Ninh Thuan's PCI in the group of provinces with good economic management. In particular, pay special attention to improving component indicators with high weights, directly affecting the PCI score such as: Business support services (20%), Labor training (20%), Transparency (20%), Informal costs (10%).
- Strive to achieve and exceed the planned targets by the end of 2023, specifically: (1) Market entry from 7.77 points to over 7.87 points; (2) Land access increases from 7.00 points to over 7.50 points; (3) Transparency increases from 6.08 points to over 6.60 points; (4) Time costs increase from 7.36 points to over 7.50 points; (5) Informal costs increase from 7.02 points to over 8.50 points; (6) Fair competition increases from 5.55 points to over 6.20 points; (7) Dynamism of the Provincial Government increases from 7.11 points to over 7.50 points; (8) Business support policies increase from 5.52 points to over 6.15 points; (9) Labor training increased from 5.20 points to over 6.60 points; (10) Legal institutions and security and order increased from 7.60 points to over 8.10 points.
II. Requirements:
1. Requesting provincial-level Departments, branches, sectors and People's Committees of districts and cities to strengthen comprehensive, unified and synchronous direction to innovate thinking, grasp the content of PCI component indexes, proactively propose practical solutions to improve and enhance the PCI index associated with improving the quality of management in accordance with the actual situation to improve the investment and business environment at the responsible unit, contributing to improving the investment and business environment of the whole province.
Continue to thoroughly educate cadres, civil servants and public employees about the importance of improving the investment and business environment; enhance sense of responsibility and service attitude in solving problems related to enterprises.
Heads of departments, branches, units and localities must uphold their responsibilities, consider improving and raising the PCI index an important and regular task; at the same time, strictly handle officials and civil servants if they are found to have harassing or negative attitudes.
Focus on building new and effective models to create spillover, promote innovation, resolutely overcome difficulties and unite to implement.
2. The agency or unit assigned to take the lead in improving the scores and rankings of each component index is responsible for coordinating with relevant units to implement it synchronously and effectively.
Relevant units are responsible for coordinating with the host unit and jointly taking responsibility for the component indicators in their assigned areas.
III. Key tasks and solutions:
1. Focus on overcoming to increase scores and ranking positions of indexes that have decreased scores and rankings in 2022
There are 03 CSTPs that have decreased scores and rankings: (1) Informal costs; (2) Labor training; (3) Legal institutions and security and order.
1.1. Informal Cost Index: The target is to achieve over 8.50 points, an increase of 1.48 points compared to 2022 (specific tasks in the attached Appendix).
a) Assign the Provincial Inspectorate to advise on the development of diverse channels for detecting information, receiving feedback from businesses and economic organizations on denunciations of harassment, and having a strict inspection and monitoring mechanism to promptly control and prevent acts of harassment that cause difficulties for businesses, in order to create a truly transparent and effective investment and business environment.
There is an inspection plan on a number of key topics to promptly detect, rectify, and advise on handling negative behaviors in the process of performing assigned tasks of departments, branches, sectors, and localities, not allowing violations to persist, especially in the fields of: land, resources, environment, investment, finance, performance of public duties, handling of administrative procedures, etc.
b) Departments, branches and People's Committees of districts and cities:
- Enhance the sense of responsibility in consulting and proposing work in the assigned field to limit overlap and push, creating opportunities for negativity and harassment.
- Carry out inspection and supervision well, promptly and strictly handle cases of taking advantage of positions, powers and assigned tasks to cause difficulties for enterprises; focus on propaganda and education to raise political awareness and moral qualities of cadres, civil servants and public employees, especially those who directly handle procedures for enterprises in the fields of: business registration, land, environment, customs, conditional business licensing, tax, construction, market management, fire prevention and fighting, etc.
- Review the team of cadres, civil servants and public employees to promptly detect and replace those with poor qualities, weak capacity, and those who have corrupt behavior and cause difficulties for businesses.
- Effectively carry out the work of receiving people, resolving complaints and denunciations, and preventing corruption related to people and businesses; publicly implement a hotline to receive feedback and recommendations from businesses about acts of harassment by officials, civil servants, and public employees.
- Improve the quality and efficiency of the online public service portal and the "One-stop-shop" system; continue to provide online public services in full and in part related to businesses; regularly update and fully publicize information on the electronic information pages of departments, branches, sectors and the People's Committees of districts and cities.
- Strengthen the work of preventing and combating corruption; inspect the implementation of state regulations, strengthen discipline, improve public ethics, build a team of truly clean and competent cadres, civil servants and public employees to meet work requirements.
1.2. Labor Training Index: Striving to achieve over 6.60 points, an increase of 1.40 points compared to 2022 (specific tasks in the attached Appendix).
a) The Department of Labor, War Invalids and Social Affairs presides over and coordinates with relevant units and People's Committees of districts and cities.
- Continue to improve the quality of vocational training; develop appropriate training content and programs to enhance the skills and expertise of workers, meeting the requirements of businesses.
- Encourage and facilitate the development of vocational training service providers; introduce job opportunities, linked to quality control of training and job placement for workers.
- Carry out well the work of forecasting and orienting the development of key industries, prioritizing and linking vocational training with local economic development plans, industries with high-quality labor demand of the Province to mobilize resources and focus investment; create favorable conditions for enterprises to supply labor and introduce jobs.
- Increase the frequency and quality of job fairs, diversify the organization, mobilize the participation of businesses in many fields and industries, and attract many workers to participate.
- Proactively identify the labor needs of businesses, and based on that, strengthen connections with labor supply companies to provide labor according to the needs of businesses in the province.
- Review administrative procedures related to granting work permits to foreigners working in Ninh Thuan, ensuring simplicity and convenience for investors and businesses.
b) Assign the Department of Education and Training and the People's Committees of districts and cities to effectively perform state management and improve the quality of general education in districts and cities; closely coordinate with the Department of Labor, War Invalids and Social Affairs in career orientation at the general education level.
c) Vocational College:
- Strengthen coordination with businesses in organizing training according to business orders; diversify training methods and forms to meet the vocational training needs of workers and recruitment requirements of businesses.
- Focus on vocational training and skills development to support local industries and help workers find jobs; equip learners with knowledge of soft skills such as: using information technology, foreign languages, communication skills... to help managers and leaders improve working methods, enhance management, direction and operation capacity.
1.3. Legal Institutions and Security Index: The target is to achieve over 8.10 points, an increase of 0.50 points compared to 2022 (specific tasks are detailed in the attached Appendix).
a) Assign the Department of Justice: Promote propaganda work, diversify forms of disseminating knowledge about state policies and laws to enterprises. Improve the quality of legal support, promote the socialization of legal support activities in the province. Strengthen state management of lawyers and law practice, notary organizations, legal consultancy organizations in supporting and advising on law, protecting the legitimate rights of enterprises.
b) Provincial Police: Strengthen the prevention and fight against all types of crimes, create a secure, safe and healthy environment for businesses to develop production and business; direct functional forces to only conduct inspections of businesses when absolutely necessary to improve security and order indicators in the province; review, detect and suppress all types of crimes and violations of the law, especially gangs and mafias operating as protection rackets in the province. Effectively carry out tasks and solutions to ensure security and order, prevent fires and explosions in the area; create a secure and healthy environment; do not criminalize economic and civil relations.”
c) We propose that the Provincial People's Court continue to improve the quality of its judicial activities in the spirit of judicial reform, shorten the time for resolving disputes, and deliver fair and lawful judgments so that the business community trusts and respects the protection of the law.
Effectively conduct inspections and supervision, promptly and strictly handling cases of abuse of position, power, and duties in judicial activities; focus on propaganda and education to raise political awareness and moral qualities of the staff and civil servants in the sector.
d) Assign the Provincial Civil Judgment Enforcement Department: Coordinate with relevant units to speed up the settlement of judgment enforcement files that meet the conditions for judgment enforcement according to legal regulations, prioritizing resources for organizing judgment enforcement related to enterprises, investors, credit institutions and banks, ensuring the rights of enterprises and investors.
2. Improve scores and ranking positions of ranking increase indicators
There are 07 CSTPs that have increased in score and ranking: (1) Market entry; (2) Access to land; (3) Transparency; (4) Time costs; (5) Fair competition; (6) Dynamism of provincial government; (7) Business support policies.
2.1. Market Entry Cost Index: Striving to reach over 7.87 points, an increase of 0.10 points compared to 2022 (specific tasks in the attached Appendix).
a) Assign to the Department of Planning and Investment:
- Increase information and exchange with businesses on how to register businesses online; continue to shorten the time to handle administrative procedures in the field of business registration; regularly update business registration data on the electronic information portal of the components so that people and businesses can know.
- Support people and businesses in preparing documents and carrying out online business registration procedures, striving for the rate of online submissions to reach 56% - 60% of the number of business registration documents.
b) Assign Departments, branches, People's Committees of districts and cities:
- Proactively handle specialized administrative procedures in the field of responsibility after registering to establish a business to shorten the time for the business to officially start operating, such as: certificate of eligibility for business, construction permit; eligibility for security and order, fire prevention and fighting, work permit, temporary residence card for foreign workers, environmental impact assessment, practice certificate, certificate of eligibility for petroleum and gas business; certificate of eligibility for transportation business, etc.
- Posting administrative procedures, publicizing fees and charges at the One-Stop Department and on the website of agencies, units, and at the Public Administration Service Center to create favorable conditions for organizations and individuals to easily access and implement.
c) Provincial Tax Department: Directs the affiliated regional tax branches to promptly guide and support enterprises on procedures related to the use of invoices, electronic tax declaration, use of accounting software, etc. after the enterprise is granted a Certificate of Business Registration.
d) Department of Labor, War Invalids and Social Affairs, Provincial Social Insurance Agency, Provincial Tax Department: Support businesses in declaring their labor usage, requesting social insurance participation codes, and registering for invoice usage, all of which should be done simultaneously after business registration.
2.2. Land Access Index: The target is to achieve a score above 7.50 points, an increase of 0.50 points compared to 2022 (specific tasks are detailed in the attached Appendix).
a) The Department of Natural Resources and Environment presides over and coordinates with the People's Committees of districts and cities to:
- Continue to review and propose solutions and procedures to maintain and shorten the time for granting Land Use Right Certificates to enterprises to a maximum of 15 days. Monitor compliance with the law, inspection procedures, and responsibilities of officials and civil servants in handling administrative procedures on land and environment and conducting inspections at enterprises.
- Strengthen consultation and proposal to recover land area that has been allocated or leased but is slow to be put into use or used for the wrong purpose, causing waste of land resources, creating clean land fund to attract investment.
- Building a modern and synchronous land database system and land information system; creating more favorable conditions for organizations and citizens to access, exploit and use land information.
- Publicly disclose all planning documents and information regarding land plots for auction to attract investors, as well as land-use projects seeking investment, on the provincial and Department of Natural Resources and Environment's electronic information portals so that citizens and businesses can easily access them.
- Proactively organize direct consultations to address difficulties and concerns regarding state management in the field of land for citizens and businesses, ensuring clarity when carrying out administrative procedures.
- Proactively advise and coordinate with districts and cities to remove difficulties and obstacles, speed up site clearance progress for major and key projects of the province; at the same time proactively grasp and remove difficulties and obstacles of organizations and enterprises in the land sector; review, compile statistics and propose land recovery for projects that are not implemented in accordance with the provisions of law.
b) Assign the People's Committee of district and city:
- Proactively review public land funds managed by the state that are not being used for the right purposes or are not being used effectively; develop plans to recover and create clean land funds to call for investment.
- Coordinate well the implementation of land acquisition, compensation and site clearance in the locality; ensure publicity, transparency, compliance with legal regulations and respect for the rights of enterprises and investors.
- Direct the District Land Fund Development Center to develop and organize the implementation of compensation, support and resettlement plans when the State reclaims land, in order to speed up the site clearance process for enterprises to implement projects smoothly and quickly.
c) The Department of Industry and Trade and the Management Board of Industrial Parks shall coordinate with relevant units.
- Closely coordinate and support investors in implementing infrastructure investment in industrial parks and clusters in the province to create "clean land funds" for businesses in need to implement investment, production and business.
d) Department of Finance: promptly organize meetings of the Provincial Land Valuation Council when there are arising documents related to determining financial obligations on land for organizations in the province in accordance with regulations.
d) Provincial Tax Department: Guide and support businesses and investors to quickly declare and pay land use tax.
2.3. Transparency Index: Striving to achieve over 6.60 points, an increase of 0.52 points compared to 2022 (specific tasks in the attached Appendix).
a) Assign the Departments, branches and People's Committees of districts and cities:
- Fully and promptly publicize information on planning, socio-economic development plans, construction planning, land use planning, list of projects calling for investment; investment incentive mechanisms and policies, support for business development on the provincial electronic information portal and the component pages of the Departments, branches, sectors and People's Committees of districts and cities so that businesses can know and access resources and investment, production and business opportunities.
Agencies in charge of developing mechanisms and policies coordinate with Business Associations, Young Entrepreneurs Associations, and Industry Associations to collect opinions from businesses in appropriate forms in participating in developing mechanisms and policies of the Province.
- Enhance the responsibility of leaders in promptly providing information and responding to suggestions from businesses and people.
- Strengthen the inspection of public service and the fight against corruption; ensure transparency in leadership and management to minimize the rate of businesses using "connections" in their operations.
b) Assign the Department of Planning and Investment to: Monitor, supervise, and inspect the provision of bidding information by investors and bidding inviters, enhance publicity, transparency, and effective supervision in bidding work.
c) Assign the Department of Information and Communications to coordinate with the Provincial People's Committee Office, departments, agencies, and localities to regularly review and update information, and improve the quality of the province's electronic information portal and its component pages. Continue to effectively implement the online Q&A section; expand the number of businesses participating in the province's 1022 hotline; implement a section for receiving feedback and suggestions from businesses at the Department of Planning and Investment, in order to gather information and promptly support the resolution of difficulties, obstacles, and suggestions from businesses.
d) Recommend that Business Associations and Young Entrepreneurs Associations continue to promote their role as "bridges" between businesses and the government; actively participate in criticizing state policies to protect the interests of businesses, contributing to building a healthy business environment.
d) The Provincial Tax Department supervises compliance with the law, inspection procedures, and responsibilities of tax officers and civil servants in the process of handling administrative procedures and conducting tax inspections at enterprises.
2.4. Time Cost Index: The target is to achieve over 7.50 points, an increase of 0.14 points compared to 2022 (specific tasks in the attached Appendix).
a) Assign to the Department of Internal Affairs: Strengthen the opening of training courses on communication skills for civil servants to improve their attitude in serving the people and businesses, and significantly change the working style of officials and public employees in performing their duties; the training must be practical and highly effective. Strengthen supervision and inspection of the performance of duties by officials and public employees in the province.
b) Assign the Office of the Provincial People's Committee to take the lead in coordinating with relevant departments and agencies: Advise the Provincial People's Committee to continue reviewing and evaluating administrative procedures; promptly propose amendments, additions, replacements, or abolitions of regulations and administrative procedures that are no longer appropriate, cause inconvenience, waste time, and increase costs for businesses.
Continue to improve the operational efficiency of the Public Administration Service Center through public, timely, complete and clear information disclosure of regulations, administrative procedures (processes, forms, etc.), fees (if any) and time to process procedures; inspect and supervise the guidance and processing of administrative procedures related to enterprises, ensuring quality, progress and deadline for returning results on time or earlier than prescribed.
c) Assign to the Department of Information and Communications: Continue to advise on and effectively implement e-governance methods such as: Electronic document management and operational software; Electronic one-stop service software for handling administrative procedures; Provincial official email system; Access and connection to information systems, databases, and shared applications located at the Provincial Data Integration Center; Online meetings; "Paperless meeting room" system; continue to implement the digital transformation project and build an e-government.
d) Assign to the Provincial Inspectorate: Strengthen the inspection and supervision of the implementation of inspection and audit plans of agencies and units, minimizing duplicate inspections and audits at enterprises; each enterprise should be inspected or audited no more than once a year, except in cases of surprise inspections or audits when there are clear signs of legal violations; publicly disclose inspection and audit plans to organizations and individuals.
d) Assign the Provincial Tax Department to: Shorten the time for tax inspection and examination to equal or exceed the median number of hours in 2022, which is 5 hours/year; take measures to prevent harassment and negotiation of tax payable with enterprises in the process of performing duties and tasks.
e) Assign Departments, branches and People's Committees of districts and cities:
- Implement office culture, contribute to building a professional, civilized and modern administration; create favorable conditions for cadres, civil servants and public employees to be trained, practiced and improve their work-solving skills, encourage self-learning of knowledge and practicing of skills.
- Review administrative procedures that frequently arise in large numbers, involving many people and businesses, to dramatically improve service time and quality and resolution.
- Timely and fully update administrative procedures with changed forms, content... on the Provincial Public Service Portal.
- Strengthen propaganda and implementation of providing full online public services according to Decision No. 1925/QD-UBND dated December 29, 2022 of the People's Committee of Ninh Thuan province and partial online public services according to Decree No. 42/2022/ND-CP dated June 24, 2022 of the Government on the Provincial Public Service Portal.
- Conduct an assessment of the satisfaction level of citizens and businesses on the electronic information portal of the agency or unit. Based on the survey results, assess the satisfaction level of citizens and businesses to immediately overcome the shortcomings and limitations of the unit.
- Strengthen supervision of the performance of official duties by members of inspection and examination teams at enterprises, and avoid harassment of enterprises.
- Guide and support people and businesses to prepare and complete documents when carrying out administrative procedures, ensuring "increasing the rate of people and businesses submitting valid documents right from the first submission and reducing the rate of documents that need to be revised and supplemented to the lowest level".
- Encourage proposals and implementation of good models and practices in administrative reform, avoid formalities and chasing achievements; continue to carry out dialogue and remove difficulties for businesses in the most effective way.
2.5. Competitiveness Index: Striving to achieve over 6.20 points, an increase of 2.25 points compared to 2022 (specific tasks in the attached Appendix).
a) Assign the Department of Planning and Investment to take the lead and coordinate with relevant agencies and units to publicly disclose the conditions and criteria for all types of businesses and economic organizations to access state resources, especially preferential policies, investment support, land access, and credit; ensure equality in resolving difficulties for domestic and foreign-invested enterprises. Strengthen guidance, dissemination, and introduction of new provincial policies so that all economic sectors can access and benefit from them. Enhance the role of business associations and industry associations to support the business community in accessing provincial resources, procedures, and policies.
Advise on effective implementation of innovation, arrangement and consolidation of state-owned enterprises and enterprises with state capital to create conditions and opportunities for the private economic sector to compete healthily and fairly.
b) Departments, branches, sectors and People's Committees of districts and cities:
Strict control over the use of "connections" to obtain special privileges and preferential policies (economic contracts; resource exploitation; bidding, direct contracting; allocation and leasing of land for investment, production and business...) creates inequality between large and small enterprises, and between state-owned and private enterprises.
c) Office of the Provincial People's Committee
Continue to advise the Provincial People's Committee on effectively implementing state management in all fields; ensure transparency and create favorable and equal conditions for accessing information, policies, and administrative procedures related to land, credit, resource exploitation, taxes, investment incentives, etc., in order to create a fair competitive environment for businesses of all economic sectors, regardless of whether they are large or small, private or state-owned.
d) The Department of Home Affairs shall preside over and coordinate with relevant agencies and units to continue reviewing and advising the Provincial People's Committee to streamline public service units, reduce focal points, and help them operate more effectively.
2.6. Provincial Government Dynamism Index: Striving to achieve over 7.50 points, an increase of 0.39 points compared to 2022 (specific tasks in the attached Appendix).
a) Assign to the Departments, agencies and People's Committees of districts and cities:
- Proactively handle tasks within your authority; avoid shirking responsibility. Actively organize dialogues with businesses to definitively resolve difficulties and obstacles within your assigned authority. In case of discovering inadequacies in legal regulations, promptly propose solutions to the competent authorities; publicly disclose the results of monitoring and supervising the handling process after dialogues with businesses. Simultaneously, promote the dynamism and creativity of leaders at all levels in implementing policies and laws to support and develop businesses.
- Clearly define the responsibilities of leaders in removing difficulties, organizing the implementation of state policies and directions of the Provincial People's Committee; ensuring consistency in implementing policies from the province to the grassroots level.
- Regularly update information on business support at the unit, proactively coordinate with sectors and levels in resolving requests, proposals and recommendations of businesses.
- Continue to consistently implement the policy of "accompanying businesses"; increase contact and dialogue with businesses through many communication channels, in order to listen to opinions and suggestions, promptly resolve feedback and recommendations from investors and businesses in a practical and effective manner.
b) Assign the Provincial People's Committee Office to take the lead and coordinate with relevant agencies to continue advising the Provincial People's Committee to direct departments and the People's Committees of districts and cities to actively resolve difficulties and obstacles faced by businesses in a timely and effective manner; and at the same time, propose to the Provincial People's Committee methods to improve the quality of governance of the Provincial Government.
c) Assign to the Department of Planning and Investment: Continue to take the lead in compiling business recommendations; advise the Provincial People's Committee on organizing regular business dialogues to promptly address difficulties faced by businesses. Assign staff to act as focal points to monitor and compile business recommendations and make them public on the agency's website.
d) Assign to the Department of Internal Affairs: To conduct surveys on the satisfaction of citizens and businesses with state administrative agencies.
2.7. Business Support Policy Index: Striving to achieve over 6.15 points, an increase of 0.63 points compared to 2022 (specific tasks in the attached Appendix).
a) Departments, agencies and People's Committees of districts and cities
Focus on implementing solutions such as: developing infrastructure, creating production and business space; supporting businesses in accessing capital; developing human resources; forming value chains; promoting trade and expanding markets; promoting digital transformation; innovating, transferring technology, developing brands and continuing to build and improve the startup ecosystem; and supporting businesses to participate effectively in the One Commune One Product (OCOP) program.
b) Department of Industry and Trade
- Continue to carry out propaganda work, provide information, and guide the implementation of the Free Trade Agreement between Vietnam and the European Union (EVFTA); coordinate in monitoring the situation and advising on resolving obstacles in the implementation of the EVFTA; guide procedures to receive support from the program to help businesses take advantage of opportunities from the EVFTA.
- Continue to effectively implement programs to promote and attract investment in the construction of industrial clusters in the province;
- Strengthen support for providing market information; promote connection between supply and demand to consume goods and agricultural products; support businesses in promoting trade, expanding markets, and consuming the province's goods.
- Implement industrial promotion programs and projects to support businesses and production facilities in improving production efficiency and increasing product competitiveness.
c) Industrial park management board:
Effectively implement promotion programs to call for investment in building industrial parks in the province.
d) Department of Planning and Investment
- Take the lead and coordinate with relevant units to strengthen efforts in promoting and attracting investment in key projects that leverage the province's strengths.
- Continue to effectively implement the Law on Support for Small and Medium Enterprises; advise on the development and implementation of policies to support small and medium enterprises to promote start-ups and develop the private economic sector.
d) Provincial Development Investment Fund:
Implement streamlined procedures for granting credit guarantees to businesses to make the process easier.
e) Department of Justice
Continue to implement legal support activities for enterprises according to functions and tasks and coordinate with the Department of Planning and Investment to organize training activities and improve legal knowledge for enterprises according to regulations.
g) Department of Science and Technology:
Tiếp tục đẩy mạnh công tác hỗ trợ cung cấp thông tin, kiến thức về khoa học công nghệ, chuyển giao công nghệ, đổi mới công nghệ, máy móc thiết bị, ứng dụng tiến bộ khoa học kỹ thuật vào sản xuất đến các doanh nghiệp.
3. Tổ chức tập huấn nâng cao nhận thức rõ các chỉ tiêu, điểm số của các chỉ số thành phần để nâng cao chất lượng tham mưu triển khai thực hiện nâng điểm số.
IV. Tổ chức thực hiện:
1. Thủ trưởng các Sở, ban, ngành và Chủ tịch Ủy ban nhân dân các huyện, thành phố căn cứ nội dung Kế hoạch này, xây dựng kế hoạch cụ thể của ngành, địa phương để duy trì và cải thiện các chỉ số thành phần PCI theo nhiệm vụ được phân công và gửi Kế hoạch về UBND tỉnh (thông qua Sở Kế hoạch và Đầu tư) chậm nhất ngày 15/7/2022 để theo dõi, đôn đốc thực hiện; định kỳ hàng quý, 6 tháng, cả năm báo cáo kết quả thực hiện về Ủy ban nhân dân tỉnh (thông qua Sở Kế hoạch và Đầu tư) để tổng hợp.
Ngay sau khi có kết quả khảo sát PCI năm 2023 do VCCI công bố, chủ động phân tích, báo cáo, đánh giá kết quả thực hiện nhiệm vụ, chỉ tiêu được giao, gửi về Sở Kế hoạch và Đầu tư tổng hợp, báo cáo Ủy ban nhân dân tỉnh.
2. Các sở, ban, ngành, địa phương nằm trong đối tượng được đánh giá Chỉ số năng lực cạnh tranh cấp sở, ban, ngành, địa phương (DDCI) năm 2023 tổ chức phổ biến, nâng cao nhận thức cho đội ngũ cán bộ, công chức, đồng thời đề xuất các nhiệm vụ, giải pháp nhằm nâng cao Chỉ số DDCI của ngành, địa phương mình.
3. Đài Phát thanh - Truyền hình tỉnh, Báo Ninh Thuận và các cơ quan báo chí, truyền thông trên địa bàn chủ động hỗ trợ các sở, ban, ngành, địa phương tổ chức truyền thông, phổ biến Kế hoạch đến cộng đồng doanh nghiệp trên địa bàn tỉnh; tăng cường vai trò theo dõi, giám sát của các cơ quan báo chí, truyền thông về tình hình thực hiện các mục tiêu của Kế hoạch này.
4. Sở Thông tin và Truyền thông chỉ đạo tổ chức tuyên truyền và phổ biến Kế hoạch này sâu rộng đến các cấp, các ngành, đặc biệt là cấp xã, phường, thị trấn.
5. Giao Sở Kế hoạch và Đầu tư chủ trì, phối hợp với Văn phòng UBND tỉnh, các sở, ban, ngành và Ủy ban nhân dân huyện, thành phố tổ chức triển khai, theo dõi, đôn đốc việc thực hiện Kế hoạch này.
Căn cứ trên báo cáo kết quả khảo sát PCI năm 2023 do VCCI công bố và báo cáo của các đơn vị được giao nhiệm vụ trong Kế hoạch này chủ động tổng hợp báo cáo phân tích, đánh giá chỉ số PCI năm 2023 của tỉnh. Đồng thời, đề xuất với Ủy ban nhân dân tỉnh giải quyết những vấn đề vướng mắc, phát sinh trong quá trình thực hiện và đề xuất giải pháp thực hiện cho năm tiếp theo.
6. Trong quá trình thực hiện, nếu có vấn đề phát sinh, vướng mắc phải kịp thời phản ánh về Ủy ban nhân dân tỉnh để xem xét, điều chỉnh cho phù hợp với tình hình thực tế.
