He condemned Israel's latest evacuation orders in Gaza City for causing more suffering and bloodshed for civilians, accusing Israel of issuing evacuation orders that forced Palestinians to "move like pinballs."
He appealed for funding for the UN aid agency UNRWA. UNRWA Commissioner Philippe Lazzarini revealed that the agency only had enough funding to operate until August and needed more funding to sustain operations until the end of September.
UNRWA currently has 30,000 staff, providing education, primary health care and other development activities to some 6 million Palestinian refugees in Gaza, the West Bank, Jordan, Lebanon and Syria.
In the coming months, UNRWA will seek funding to sustain its operations through December. Without financial support for UNRWA, Mr. Guterres stressed, "Palestinian refugees will lose a vital source of life and the last ray of hope for a better future."
UNRWA has long been underfunded, and this year it was made worse by Israeli allegations that 12 of its 13,000 staff in Gaza were involved in Hamas’ October 7 attack. As a result, 16 countries have suspended funding to UNRWA, which amounts to about $450 million.
Commissioner Lazzarini said 14 sponsors had officially resumed funding and he believed a 15th country, the UK, would soon join.
The US was once the largest donor to UNRWA, but has frozen payments to the agency until March 25, 2025.
