
Upgrading National Highway 7A is a key project of the country as well as Nghe An province. Up to now, the project has basically cleared the land, and construction units are upgrading many sections of the road.
In June 2023, the District Compensation and Site Clearance Council declared and publicized the policy so that households could know, thereby making recommendations and reflections related to compensation for land and assets on land.
Afterwards, the District Compensation Council responded specifically to each household’s request. However, at the compensation payment session, 14 households in Hamlet 4, Vien Thanh Commune had not received the money.
In addition, there are 6 households in Hamlet 4, Vien Thanh Commune that are not included in the area for land clearance on National Highway 7A. Although the Commune People's Committee has requested to clear and return the corridor to proceed with land clearance, it has not been implemented yet.

At the dialogue, representatives of households discussed concerns and problems regarding land area measurement, land origin determination, as well as the State's compensation policy mechanism...
With the viewpoint that if people are unclear about something, the specialized agency should explain it to them, so that the work of site clearance for the National Highway 7A upgrade project can be carried out smoothly and with high consensus, the district leaders frankly answered the opinions raised at the dialogue. However, the households have not yet agreed to receive compensation and hand over the site.

Mr. Nguyen Van Duong - Vice Chairman of Yen Thanh District People's Committee said that to gain people's consensus, local authorities and specialized agencies will continue to propagate and mobilize people to clearly understand the legal regulations on compensation and site clearance.
For cases that are eligible for compensation but have not yet received money, the District Compensation and Site Clearance Council will continue to propagate and explain so that people agree to implement. For cases where there is no affected measured area, if the land is not handed over, the district will have a plan to protect the construction.
It is known that before this dialogue, Yen Thanh district authorities held 6 official meetings to publicize the compensation plan for land clearance for the people.
The project to upgrade National Highway 7A through Yen Thanh district has affected 209 households and required site clearance, with a length of nearly 14 km. To date, the site clearance compensation has reached about 86%. There are currently 2 km that have not been cleared, of which the section through Vien Thanh commune is more than 400m, Bao Thanh commune is 250m, Cong Thanh commune is nearly 100m, and My Thanh commune is more than 1.3km. The district has also completed the relocation of power lines on the route.
