Attending and presenting the decision were Party Central Committee members: Nguyen Thi Thanh, Vice Chairwoman of the National Assembly; Nguyen Thi Thu Ha, Vice Chairwoman and General Secretary of the Central Committee of the Vietnam Fatherland Front.
In his opening speech, comrade Hoang Van Thang, Secretary of Yen Khanh District Party Committee, said that in the midst of the difficulties in the early days of re-establishing the district, the entire district Party Committee demonstrated high political determination, thoroughly grasped and correctly and creatively applied the Party's guidelines and policies, the State's laws and policies to the specific conditions of the locality with a consistent leadership and direction, which is: promoting democracy, solidarity, effectively implementing the work of building a clean and strong Party and political system; focusing on leading economic development, mobilizing, allocating and effectively using development investment resources; attaching importance to promoting the tradition of studiousness, respecting teachers, taking care of comprehensive cultural and social development, and constantly improving the quality of life for the people.

In particular, after 8 years (2011-2018), implementing the National Target Program on New Rural Construction, with the determination of the entire political system, the joint efforts and consensus of cadres, party members and people of all walks of life, Yen Khanh district has completed the criteria for new rural construction, and was recognized by the Prime Minister as a district meeting new rural standards in 2018 (Completed 2 years earlier than planned).
Immediately after completing the goal of building new rural areas, Yen Khanh district continued to mobilize resources among the people, taking advantage of the attention of the province and the Central Government to maintain and improve the criteria of new rural areas; launching the movement to build advanced new rural areas and model new rural areas.

After 5 years of implementation, 12/18 communes have met advanced new rural standards, including 2 communes meeting model new rural standards. Yen Khanh district was recognized by the Prime Minister as meeting advanced new rural standards in 2023.

After 30 years of continuous efforts, Yen Khanh district has been honored to receive many noble titles from the Party and the State: The President awarded the Third-class Independence Medal, the First, Second and Third-class Labor Medals; the Prime Minister awarded the Excellent Emulation Flag; the District Party Committee was awarded the Outstanding Emulation Flag by the Standing Committee of the Provincial Party Committee for the 2010-2015 and 2015-2020 terms, and was honored nationwide on the occasion of the 90th anniversary of the founding of the Communist Party of Vietnam.

That tradition and achievement will be an important premise for Yen Khanh district to continue to move forward on the new journey.
With a spirit full of faith, determination and aspiration for development, the Party Committee, government, army and people of Yen Khanh district vow to continue to promote the fine traditions of their homeland, determined to realize the goal of "building Yen Khanh district in the direction of a model new rural area, rich and civilized", contributing to the successful implementation of the province's common goal by 2035, turning Ninh Binh into a centrally-run city, with the characteristics of a Millennium Heritage City and a creative city.
