Assign tasks to each commune

According to information from the People's Committee of Soc Son district, from the beginning of 2023, the District Party Committee has focused on leading and directing the entire political system to carry out site clearance work in the area; established and consolidated the District's Site Clearance Steering Committee, in which the District Party Committee Secretary is the Head of the Site Clearance Steering Committee for the Ring Road 4 construction project, the District Party Committee Deputy Secretary is the Head of the Site Clearance Steering Committee for the industrial cluster project; organized a discussion with the people on site clearance policies for project implementation in the area.

In early 2023, the People's Committee of Soc Son district issued Plan No. 86/KH-UBND on the implementation of site clearance work for projects in Soc Son district in 2023. On that basis, the People's Committee of the district organized a conference to sign a commitment on the results of this work between the leaders of the People's Committee of the district and the Chairmen of the People's Committees of the communes. Since the beginning of the year, the People's Committee of the district has issued 15 Notices of conclusion, assigning tasks to carry out site clearance work for projects in the district. Every week, the leaders of the People's Committee of the district hold meetings to review and urge the progress of site clearance for projects.

Soc Son district leaders signed a commitment with the chairmen of the People's Committees of communes and towns.

The Steering Committee for Land Acquisition and Clearance holds weekly meetings to review progress and resolve difficulties and obstacles in the implementation process. The District Land Acquisition and Clearance Council holds weekly meetings to review the land acquisition and clearance plan according to regulations. The Standing Committee of the Council regularly updates progress and coordinates with relevant departments, units, investors, and commune People's Committees to urge, guide, and resolve outstanding issues and difficulties in land acquisition and clearance work.

Thanks to the close supervision of the District Party Committee and the District People's Committee, by December 31, 2023, the recovered land area was 180.2 hectares, compensation, support and resettlement payments were over 946 billion VND (reaching 64.7% of the annual plan) and equal to 160% compared to the GPMB results of the whole year 2022. Considering the resettlement land allocation standards and organizing the lottery to allocate resettlement land for 76 households and individuals, the area: 14,562.6m2.

Completed multiple long-standing projects

Since the beginning of the year, the district has completed site clearance for 38 projects, of which the District Construction Investment Project Management Board has implemented 17 projects, the District Land Fund Development Center has implemented 20 projects, and 1 project has been implemented by another investor.

Thanks to the application of many effective land acquisition methods, the People's Committee of Soc Son district has officially put the project of the road connecting Soc Son satellite urban area with Vo Nguyen Giap street into operation from October 2023.

In particular, there are some key projects in the area and some projects that have existed for many years and periods such as: Investment project to build Ring Road 4; Investment project to build LHXLCT area phase II, cutting and interlacing project; National Highway 3 project - Concentrated Industrial Cluster; 06 projects to build commune police headquarters... In particular, there are 6 projects to build commune police headquarters (newly included in the supplementary Land Acquisition and Clearance Plan in 2023), up to now, the land acquisition and clearance work has been completed, and the land has been handed over to Hanoi City Police (Investor) to implement the project.

Among the projects that have completed 100% of site clearance work, there is the investment project to build Ring Road 4 - Capital Region section through Soc Son district, a national key project. By June 2023, the site clearance result reached 98%, exceeding the plan assigned by the City. To date, 100% of site clearance work has been completed with a recovered land area of ​​48.23 hectares, and the amount of compensation and support for site clearance is 252 billion VND.

Many projects have promptly had their difficulties and obstacles resolved and the City has proposed special policies and mechanisms, creating consensus among people with land within the project's land acquisition and clearance scope, contributing to speeding up the land acquisition and clearance progress, including the project to build a road connecting the Satellite Urban Area with Vo Nguyen Giap Street; the project to renovate weak bridges and connect on national highways (phase 1) using EDCF loans from the Korean Government in Hanoi (Da Phuc Bridge - Soc Son District)...

At the end of December 2023, Secretary of the Hanoi Party Committee Dinh Tien Dung inspected the construction site in Soc Son, Me Linh, and Hoai Duc districts. Secretary of the Hanoi Party Committee Dinh Tien Dung highly appreciated the urgent and responsible working spirit of agencies, units, contractors, and localities. Thanks to that, the 13km section north of the Red River is expected to be completed by the end of 2024; the 19km section in Hoai Duc district is expected to be completed by mid-2025.

In particular, the Secretary of the Hanoi Party Committee acknowledged and commended Soc Son and Thuong Tin districts for completing the approval of the residential land plan. The Project Management Board has received the handover of 714.15/763.86ha, reaching 93.49% of the cleared land area. The number of relocated graves reached 7,899/9,263 graves, equal to 85.27%. The districts have built 13 resettlement areas, with a total area of ​​32.5ha. Mr. Dinh Tien Dung directed agencies, units, districts to continue to focus on completing the site clearance as committed, ensuring that the construction site is not affected.
