The political report at the congress stated that after 5 years of implementing the Resolution Letter at the 3rd Congress of Ethnic Minorities, the Party Committee, government and people of all ethnic groups in Simacai district have achieved positive results in all fields.

Total grain output in 2023 will reach 22,051 tons; total livestock will reach 43,883 heads, total poultry will reach over 200,000 heads; industrial and handicraft production will remain stable, production value in 2023 will reach over 91.3 billion VND (an increase of nearly 45.5 billion VND compared to 2019); total revenue from tourism services in 2023 will reach 15.2 billion VND.

Poverty reduction and national target programs have been effectively implemented; the national target program on new rural construction has received attention from all levels and sectors; the district has 4 communes meeting new rural standards.

The work of building and consolidating the political system and national defense and security is focused on, political security is stable, borders, landmarks, and national border sovereignty are maintained, and no hot spots occur.

The Congress agreed and decided on a number of goals, tasks and solutions to be implemented in the next term; consulted and elected 15 delegates to attend the 4th Congress of Ethnic Minorities of Lao Cai province in 2024 and approved the Resolution Letter for the period 2024 - 2029.

On this occasion, the Provincial Ethnic Committee awarded 1 collective and 4 individuals; the People's Committee of Si Ma Cai district awarded Certificates of Merit to 5 collectives and 20 individuals with outstanding achievements in implementing the Resolution Letter at the 3rd Congress of Ethnic Minorities of Si Ma Cai district, 2019.
