From the capital to support production development under the Socio-Economic Development Program for Ethnic Minorities and Mountainous Areas, people in Chieng Chau commune (Mai Chau) invested in livestock farming, bringing economic efficiency.
Mai Chau district is benefiting from 3 national target programs: Socio-economic development program for ethnic minority and mountainous areas, sustainable poverty reduction and new rural construction. In recent years, the national target programs have contributed to changing the face of rural areas, remote and isolated areas in the area. However, in 2024, due to slow implementation of investment procedures and many difficulties in implementing support projects, the 3 national target programs are behind schedule and have difficulty completing the disbursement plan.
Accumulated to 2024, Mai Chau district was assigned a total capital plan to implement the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas of 103,218 million VND, to date disbursed 59,176 million VND, equivalent to 57.3%. By the end of March, many projects had not been implemented so they had not been disbursed, many projects had volume but had not been disbursed and many projects had a disbursement rate of less than 10%. In particular, Project 3 on supporting the development of sustainable agricultural and forestry production, promoting the potential and advantages of regions for value chain production is an important project in the locality, allocated by the District People's Committee nearly 22,500 million VND, implementing 2 components: developing agriculture and forestry associated with forest protection to increase people's income and the component supporting the development of production according to the value chain. However, up to this point, the district has only disbursed nearly 5,000 million VND, equivalent to 21.5%.
Similarly, Project 4 on infrastructure investment was allocated a total capital of 56,011 billion VND by the District People's Committee, to construct and maintain 71 works, and to date, 77% of the assigned capital plan has been disbursed. Of which, only 22% of the public service capital has been disbursed.
In particular, Project 5 on education and training development to improve the quality of human resources, the district has only disbursed 0.9% of the assigned capital plan. The reason for the low disbursement rate is that the district has not yet implemented Sub-project 1 on equipping ethnic boarding schools, boarding schools and Sub-project 3 on supporting vocational training for workers, supporting workers to work abroad.
For the National Target Program on Sustainable Poverty Reduction, period 2021 - 2025, Mai Chau District People's Committee was assigned 23,781 million VND, of which the central budget capital allocated in 2022 to be implemented in 2023 and extended to 2024 is over 3,476 million VND. The central budget capital allocated in 2023 extended to 2024 is 7,555 million VND; the central budget capital allocated for implementation in 2024 is 12,750 million VND. Up to this point, the district has disbursed 99.2% of the capital for 2022 extended to 2024; 87.03% of the capital for 2023 extended to 2024 and 52.63% of the capital for 2024, continuing to transfer the source to 2025 is over 6,039 million VND.
Comrade Hoang Duc Minh, Vice Chairman of Mai Chau District People's Committee, acknowledged: The reason why the progress of the National Target Programs is slower than planned is because the implementation of project investment documents and procedures has encountered many difficulties. Among them, there are projects that have to convert the purpose of using forest land to build traffic works, so it is difficult and takes a lot of time to complete the procedures, affecting the progress of project implementation.
Along with the difficulties in completing investment documents and procedures, Mai Chau district also encountered difficulties in choosing to build models to support production development, leading to many models in the implementation process being no longer suitable or not being implemented. This caused difficulties in disbursing capital. In addition, the district did not promptly complete procedures to disburse capital for completed projects, leading to loss of capital. Specifically, the program to build a new rural area in 2024 implemented in the district, the Provincial People's Committee allocated enough capital, the project was completed, but because the district did not complete the disbursement procedures, did not complete the procedures to extend the capital, the capital was recovered over 1.4 billion VND. In particular, in the project on vocational training and job support for workers, the district allocated too much funding compared to the actual vocational training needs of workers, as well as the resources of the teaching staff participating in teaching. Therefore, the district had to transfer the budget of 1,530 million VND to purchase training equipment for vocational education facilities to implement another project.
In 2025, Mai Chau district was allocated more than 14,741 million VND of capital for the National Target Program on New Rural Construction and continued to disburse more than 44,000 million VND of capital in 2024, extending to 2025. This is a big challenge if not directed resolutely and closely. Recently, at the inspection of the progress of National Target Programs in Mai Chau district, comrade Dinh Cong Su, Vice Chairman of the Provincial People's Committee, directed the District People's Committee to be more closely and resolute in the direction and operation. At the same time, strengthen coordination to complete investment documents, procedures, capital disbursement documents, with the highest determination to complete the allocated program capital plan according to schedule and regulations.
