Many bright spots in agricultural and tourism development
On the morning of May 17, the monitoring delegation of Nghe An Provincial People's Council had a working session with Ky Son District People's Committee according to the plan to monitor the implementation of socio-economic goals and targets in Resolution No. 18, dated December 13, 2020 of the Provincial People's Council on the 5-year socio-economic development plan (2021 - 2025) of Nghe An province.
Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council chaired the meeting. Also attending were Standing Committee members and leaders of some Provincial People's Council committees, and leaders of Ky Son district.
According to the report of Ky Son district, implementing Resolution No. 18 of the Provincial People's Council, Ky Son district has proactively directed and urged the issuance of many resolutions, plans and decisions to specify the goals, targets and tasks along with solutions for directing and operating the whole period and each year.
The results of socio-economic development in the 3 years (2021-2023) in the district continue to have positive changes. Agricultural production is still the main economic "axis" with the development of concentrated production, applying science and technology, preserving, processing and consuming products of some crops.
Typically, the locality has built and expanded the area of intensive cultivation of high-quality rice VNR20, sticky rice 97...; developed tea with a total existing area of over 2,210 hectares; maintained forest area of about 600 hectares. Expanded peach and plum growing areas in Nam Can, Ta Ca, Tay Son, Muong Long communes; specialized vegetable growing areas in Ta Ca and Huu Lap communes.
The district also continues to develop a model of growing medicinal plants under the forest canopy with plants of high economic value that the locality has advantages in, such as: Codonopsis pilosula, Puxailaileng ginseng, seven-leaf one-flower ginseng, and Thach Hoc orchids, etc., in the communes of Tay Son, Na Ngoi, and Muong Long.
Livestock farming has developed towards family farms and household economy, increasing the total herd and value, especially buffalo, cows, pigs and chickens. Forest management, protection, care and development have been focused on, with a total protected area of nearly 109,000 hectares; and a fenced-off area of about 27,000 hectares. Forest cover has reached nearly 52%.
With the focus on direction, the agriculture and forestry sector has contributed to improving people's lives and promoting growth. The average growth rate in the past 3 years has reached 4.17%/year; the average income per capita has reached 25.59 million VND/year. Security, order and border security have been ensured.
14/21 forecast targets are difficult to achieve
However, the implementation of the district's socio-economic development goals, targets and tasks has many limitations. It is forecasted that by 2025, 14/21 socio-economic and national defense and security targets will be difficult to achieve; of which, there are 5/7 economic targets, 5/9 cultural and social targets, 3/3 environmental targets and 1/2 national defense and security targets.
In addition to the difficult targets, currently, the district also faces a number of difficulties and obstacles, requesting all levels and sectors to pay attention to resolving them related to the implementation of 3 national target programs; policies to support forestry development for people; implementing emergency resettlement projects in some areas at risk of landslides, especially the project to build infrastructure for resettlement areas for people in Muong Xen town and Ta Ca commune due to flash floods; project to supply domestic water for people in Ky Son town; renovating and upgrading the district General Hospital...
Based on the report of the People's Committee of Ky Son district and the direct survey of the current situation of the degradation of Ky Son district General Hospital, the clean water supply project for the town's residents, and the construction of infrastructure for resettlement areas for people affected by natural disasters; members of the Provincial People's Council's monitoring delegation requested the district to clarify further the difficulties and obstacles in implementing national target programs; implementing key industries and spearhead fields of the district; the situation of early marriage, incestuous marriage, human trafficking, etc.
For socio-economic targets and tasks that are forecast to be difficult to achieve by the end of the period, it is necessary to clearly identify the causes, especially subjective causes, in order to have specific solutions to overcome them.
Effectively integrate and deploy investment resources in the area.
Speaking at the meeting, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council highly appreciated the proactiveness and direction in implementing the socio-economic development targets of the district with many positive results.
Sharing the specific difficulties of Ky Son district along with the difficulties in the general context of the country and the province, the Standing Vice Chairman of the Provincial People's Council also frankly pointed out a number of subjective causes affecting the socio-economic development of Ky Son district, including the political determination of the whole system is not high, not resolute and the mentality of waiting and relying on a part of cadres and people has not been overcome.
Regarding the key tasks in the coming time, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh suggested that the district pay attention to reviewing and urging the implementation of goals, targets and tasks to achieve the highest level by the end of the term, especially difficult targets; at the same time, review and forecast the results achieved in the period of 2021 - 2025 to develop a plan for the period of 2026 - 2030 associated with approved plans, ensuring high feasibility.
Ky Son is a special locality with many programs and projects that are interested in investment implementation, so the district needs to integrate and coordinate to effectively promote resources, promote the common development of the locality; Pay attention to research to effectively implement mechanisms and policies issued by the Provincial People's Council.
In production, pay attention to directing concentrated, large-scale production of advantageous products associated with value chains, developing types of tourism; focus on disbursing public investment capital; pay attention to improving the quality of education - training, healthcare, vocational training associated with job creation, increasing income for people...
