Khanh Son is a mountainous district of Khanh Hoa province, with a large population of ethnic minorities, the Raglai. Because it is a difficult mountainous district, the poverty rate is still high. Along with Khanh Vinh mountainous district, in poverty reduction work, Khanh Hoa province always focuses on investing resources to develop the economy, reducing the poverty rate as the set target.
Thanks to the support of the Central and local governments, many poor households have changed their mindset, become self-reliant, and become the masters of their own lives, escaping the list of poor households in a sustainable way from production resources and stable family income.
By the end of 2023, Son Trung strives to reduce 49 poor households:
Bo Bo Duận and Mau Thi My Duyen, a Raglai ethnic couple in Ta Nia village, Son Trung commune, Khanh Son district, escaped poverty at the end of 2022. Duận confided that when he first got married, his family had financial difficulties due to lack of capital to do business. The family's income mainly came from growing about 2 sao of purple sugarcane, but the sugarcane market was unstable and sometimes it could not be sold.
With the encouragement of the local government to change the crop structure, in addition to the support of preferential credit loans of 95 million VND from the Central Youth Union through the district Social Policy Bank, Mr. Duan's family boldly switched to growing durian in early 2022 with 180 trees, about 1 hectare.
Every day, Mr. Duan focuses on taking care of his durian garden based on the experience he learned from previous people in the area and the knowledge he acquired through training courses on planting and caring for durian trees organized by the district's Department of Agriculture and Rural Development. In his free time, he also works as a hired hand cutting weeds for people in the area, earning 280,000 VND per day.
In addition, Mr. Nhuan's family also received 10 million VND in support from the State. Mr. Duan spent another 2 million VND to buy a breeding cow to take care of and prepare for mating.
Ms. Duyen, Mr. Nhuan's wife, in addition to taking care of the housework and children so that her husband can focus on the family economy, she also sells groceries at home and participates in social work as a village front. Not only does she have extra allowance, but she also has the joy of mobilizing people to implement the State's policies on ethnic affairs, religion, security and order, especially the policy of self-reliance to escape poverty, not relying on the State's "freebies" for poor households.
Now, Mr. Duân-Mrs. Duyễn’s family is very happy to look to the future with the production base from 1 hectare of durian, which promises to provide the family with a sustainable and stable source of income in the near future. Currently, the main source of income from other crops such as corn, cassava, Mr. Duân’s hired labor and income from selling groceries, and the village Front’s subsidy of Mr. Duân’s family is enough to cover family expenses and invest in production.
According to the multidimensional poverty standard, Mr. Duong and Ms. Duyen's family escaped poverty in 2022.
Ms. Cao Thi Bich Van, Mau Thi Thuy, officers of the Department of Labor, Invalids and Social Affairs of Son Trung commune said that with a terrain mainly of hills and mountains, the commune has 3 villages, 7 ethnic groups living in which the Raglai ethnic group accounts for 70% of the commune's population, the people's lives still face many difficulties, mainly relying on agricultural production, trading and animal husbandry.
To effectively implement poverty reduction work, in addition to implementing programs and policies to support people, the Commune People's Committee has actively promoted and raised awareness so that people can promote the spirit of self-reliance.
After 2 years (2021-2022) of implementing the new poverty standard, the commune's poverty rate has decreased from 43.24% at the end of 2021 to 37.67% at the end of 2022 (a decrease of 5.57%), currently the whole commune has 313 poor households.
To achieve the above results, the Party Committee, the People's Committee of the commune, the Fatherland Front and mass organizations have paid attention to and made sustainable poverty reduction a priority task and goal, which has been concretized into the Resolution of the Party Committee and the plan of the People's Committee of the commune, actively propagating to arouse the self-reliance of the poor, promptly and effectively implementing the policies and guidelines of the Central and the province.
Mr. Phan Truong Nam, Chairman of the People's Committee of Son Trung Commune, added that the commune set a target of reducing 49 poor households to 264 households by the end of 2023, a rate of 31.69%, a decrease of 5.97% compared to 2022. To achieve that goal, the commune clearly identified one of the most important solutions in poverty reduction work is to change thinking, eliminate poverty from ideology, so that people can rise up and escape poverty on their own.
Therefore, the work of capacity building, propaganda and dissemination of policies and laws on poverty reduction has always been of interest to the Party Committee, People's Committee, Fatherland Front Committee and mass organizations, directing and implementing. The Party Committee regularly deploys poverty reduction work to Party members and village Party cell secretaries in monthly Party cell meetings, in conferences to study, disseminate, propagate and implement the Resolution.
The departments and organizations propagate poverty reduction activities, policies, introduce experiences, good practices, scientific and technical knowledge on fruit tree planting, animal husbandry, livelihood changes, gradually changing awareness for people and members in village meetings, branch activities...
In addition, the Commune Party Committee issued Decision No. 75-QD/DU dated January 31, 2023 on assigning members of the Standing Committee, the Executive Committee of the Commune Party Committee, Secretaries, Deputy Secretaries of Party Cells, and Party Cell Committee Members to be in charge of monitoring and helping poor households in villages in the commune. The assignment of cadres and Party members to be in charge of poor households in their residential areas contributes to working with Party Committees and authorities to effectively carry out local tasks.
Accordingly, Ta Nia village has 83 poor households, Ma O village has 176 poor households, Chi Chay village has 54 poor households. The comrades assigned tasks are responsible for grasping the aspirations and living conditions of poor households, propagating and bringing the Party's policies and the State's laws to the people, supporting and guiding the care of fruit trees, cultivating vegetable land... promptly reporting to the Party Committee Standing Committee any problems and difficulties for timely resolution.
Poor households have risen up to build decent houses:
The family of Mr. and Mrs. Mau Van Lap - Bo Bo Thi Nguyet in Lien Hoa village, Son Binh commune is still a poor household, but thanks to the support of the state, Mr. Lap's family's economy will have a fairly stable source of income in the near future.
"Through preliminary poverty screening statistics in 2023, Mr. Lap's family, with the current poverty escape criteria, will certainly escape poverty by the end of 2023," said Ms. Mau Thi Thuy, an officer in charge of Labor, Invalids and Social Affairs in Son Trung commune.
Mr. Lap shared that previously, the family's main source of income was also from rice, cassava, and corn, so it was not high, just enough to get by. Thanks to the movement to change crops, Mr. Lap's family switched to growing durian.
The capital for his family to invest in growing durian was supported by the District Social Policy Bank for poor households to borrow 50 million VND with preferential credit interest rates, along with training in durian care techniques. Mr. Lap's family has planted 160 durian trees (equivalent to 7 sao of land), in July 2023, his family's durian yielded the first harvest worth 65 million VND.
In addition to the durian income, Mr. Lap chooses to do gardening, about 10 days a month (250,000 VND per day), he uses this money for family living expenses and to buy fertilizer and medicine to invest in durian.
Another joy for Mr. Lap's family is that he has just finished building a spacious 80 m2 house, costing about 250 million VND, of which the State supported 70 million VND and the family spent an additional 180 million VND from family savings and borrowed from the Bank for Agriculture and Rural Development. With a stable production facility and a spacious house, Mr. Lap is very excited to know that he has surpassed the poverty threshold.
“No more poor households is the joy of the family, we should give the State's support to poorer households in more difficult circumstances” - Mr. Lap shared.
Mr. Ta Quoc Phong - Chairman of Son Binh Commune People's Committee said that the implementation of poverty reduction policies and regimes; social security policies have always been of interest to the commune, actively directing all levels, sectors, and mass organizations to implement, promoting socialization to promote the sense of responsibility and mobilize resources of the State and the social community.
With the participation of both the political system and the community, many poor people and social protection beneficiaries have been supported and helped to overcome difficulties and integrate into the community.
In general, the poor households assigned by the Commune People's Committee to monitor and help them escape poverty are mostly hard-working households, and the production models provided to poor households are mostly well taken care of by the majority of households.
