Many impressive results
In 2023, Cat Hai district will implement the theme "Focusing on site clearance - Strengthening tourism management - Building model new rural areas".
In the first 6 months of 2023, the People's Committee proactively overcame all difficulties, and at the same time, resolutely and flexibly directed and operated localities, agencies, units, economic sectors and the People to actively and proactively implement socio-economic development, national defense and security tasks. Thanks to that, the socio-economy continued to be stable, achieving many impressive results.
Specifically, in the first 6 months of the year, the production value (at 2010 comparable prices) is estimated at 4,076,430 million VND (achieving 43% of the plan, up 12% over the same period). The number of tourists is estimated at 1,028,913, achieving 34% of the plan, up 12% over the same period.
Total revenue from accommodation and catering services is estimated at VND940.9 billion, reaching 37.6% of the plan, up 15% over the same period. Total retail turnover of goods is estimated at VND740 billion, reaching 46.3% of the plan, up 12% over the same period. Total output of exploitation and aquaculture is estimated at 4,166.3 tons, reaching 54.8% of the plan, up 27% over the same period. Fish sauce output is estimated at 5,167,000 liters, reaching 60.8% of the plan, down 8% over the same period.
Total budget revenue is estimated at VND 252,422 million; of which, the budget balance is estimated at VND 216,560 million, equal to 75% of the city's estimate and 65.2% of the estimate assigned by the District People's Council, up 86% over the same period. Total budget expenditure is estimated at VND 168,482 million, equal to 37.1% of the estimate assigned by the City and the District People's Council, down 5% over the same period. Total social investment capital (excluding public investment) is estimated at VND 780 billion, up 57% over the same period.
In addition, the district has completed the construction of traffic infrastructure in 05 communes building model new rural areas. Xuan Dam commune was recognized by the City People's Committee as meeting the model new rural standards. The number of workers with jobs is estimated at 2,950, reaching 61.5% of the plan, up 34% over the same period.

Tourism-service plays the role of "locomotive"
Cat Hai District is blessed by nature with the Cat Ba archipelago, with 366 large and small islands and Cat Ba National Park with a diverse ecosystem. Not only is it an important location for national defense and security, this island district also has great potential and advantages for tourism development.
Cat Ba Sea is a Marine Protected Area of Vietnam. This archipelago is recognized by UNESCO as a World Biosphere Reserve and a Special National Monument. In parallel, Lan Ha Bay with its arc shape, embracing Cat Ba Island, is also one of the most beautiful bays in the world.
With such great potential, in recent years, tourism and services have been the most important economic sector contributing to the district’s budget balance. Not only that, tourism is also the “locomotive” in implementing Cat Hai’s socio-economic targets, especially in economic restructuring and job creation.
The development of tourism has also attracted large investors to Cat Hai, creating a strong breakthrough, changing the face of this island district. From tourism, the leaders of Hai Phong City have paid special attention to the locality, through investment in economic infrastructure to promote the development of seaport services, logistics and high-tech industry.
In 2018, with investment resources from the Central Government and the City, Cat Hai district put into operation Lach Huyen International Port, with a total investment value of 30,719 billion VND. This is a deep-water port, capable of receiving container ships with a capacity of 100,000 DWT.
Previously, in 2017, the Tan Vu-Lach Huyen bridge project was also put into use, breaking the "three no" island of Cat Hai, opening up great opportunities for Cat Hai and Hai Phong City, as well as the Northeastern provinces to fully exploit the advantages of the sea for socio-economic development.
The Government has approved the policy of expanding the investment in the Investment Project to build Wharf No. 5 and No. 6 - Lach Huyen International Port Area in Decision 186/QD-TTg dated February 11, 2022 of the Prime Minister. Expanding the scale of the project will help improve the efficiency of port operations and increase competitiveness with international ports in the region.
Thus, up to now, Cat Hai has Hai Phong International Gateway Port; VinFast Automobile Factory - a Vietnamese brand that meets domestic consumption needs and has reached out to the international market. Also on this pearl island, Sungroup Corporation has invested billions of USD in tourism development projects along with many other large-scale projects of leading domestic enterprises.

In particular, Cat Hai's greatest strength is that it has up to 5,000 hectares in the Dinh Vu-Cat Hai Economic Zone; it is one of four localities that the Standing Committee of the City Party Committee has issued a specialized resolution. Currently, Lach Huyen Port has 2 wharves in operation; wharves 3, 4, 5, 6 are being urgently built and in the coming time, it will continue to call for the implementation of the next wharves.
Cat Hai also has 2 large industrial parks of DEEP C and Sungroup Corporation, each with an area of over 500 hectares; there is a 750-hectare Xuan Cau industrial, logistics and duty-free zone that has been approved.
With the existing potential and strengths, the investment attention of all levels and the dynamism, solidarity and creativity of the Party Committee, government, army and people of Cat Hai island district, we believe that in the future, Cat Hai will become the key economic center of Hai Phong city, become a smart island, with synchronous transport infrastructure - in line with the goal of the Resolution of the 12th Cat Hai District Party Congress for the 2020-2025 term.
