Located on the outskirts of Ho Chi Minh City, Binh Chanh district is the city's leading locality in terms of the number of "suspended" planning projects.
Currently, there are 323 projects in the district. Of these, there are about 100 projects to build social housing, social infrastructure and other projects that are not funded by the state budget.
In June 2022, the district government reviewed all projects. The results showed that there were 92 overdue projects, many of which were overdue for more than 20 years.
Speaking to a reporter from Nguoi Lao Dong Newspaper , Mr. Tran Van Nam, Secretary of the Binh Chanh District Party Committee, said that the district had requested the investors of these 92 projects to implement the projects within 1 year. Now that the 1-year deadline has expired, the district will review it again this July. "The spirit is that for projects that are overdue and have not been implemented, the district will propose to the competent authorities to consider revoking or canceling them," Mr. Nam affirmed.
South Saigon area (Binh Chanh district) is concentrating many overdue planning projects.
"After these 92 projects, if there are any more overdue projects that affect people's lives, security and order as well as the effectiveness of attracting investment in the area, the district will resolutely propose to revoke them," Mr. Tran Van Nam added.
According to the reporter's investigation, the main reason for this "suspended" planning situation is due to the selection of contractors, the low quality of planning projects, lack of uniformity, and problems related to compensation and resettlement...
In 2022, the People's Committee of Binh Chanh district proposed to withdraw and cancel 52 projects that have not been implemented for more than 3 years (according to the Planning Law, it must be reviewed once every 3 years, if the planning is not feasible, it will be eliminated). Including the E area project in the Southern Urban Area of Ho Chi Minh City, the green isolation project in Phong Phu and Da Phuoc communes, the Sing-Viet Urban Area project, the Hung Long University Urban Area project, etc.
People are miserable because they have to live temporarily in the suspended planning area in Binh Hung commune, Binh Chanh district.
Particularly in Binh Hung commune, two planning projects suspended for nearly 20 years, Him Lam Residential Area and functional area 11B in the Southern Urban Area of Ho Chi Minh City with a total scale of up to nearly 70 hectares, have been approved by the Ho Chi Minh City People's Committee to be removed and the planning boundary adjusted to return benefits to thousands of people.
