Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh stated that the 500kV line 3, Quang Trach (Quang Binh) - Pho Noi (Hung Yen) has been implemented relatively well so far, and we have gained more experience in implementing a large-scale key project like this. However, to inaugurate the project before the National Day on September 2, there are still some tasks to be done, focusing on the two provinces of Nghe An and Ha Tinh - places where there are still difficulties in transportation, travel, and wire pulling, so it is necessary to mobilize the total strength of the entire political system. This meeting aims to work with EVN, the two provinces of Nghe An and Ha Tinh, the military and police forces to implement the remaining work in these two provinces.

The Prime Minister requested EVN to submit a central report, proposing solutions to complete the final and most difficult tasks in preparation for the inauguration of this line.
The Prime Minister also requested that the provinces that have completed the construction of this 500kV line must restore and return the logistics lines, take care of the lives and livelihoods of the people who have relocated to make way for the project... According to the Prime Minister, there are parts of the work where the military forces actively support EVN in the construction with the spirit of "Wherever there is a need, there are soldiers, wherever there is difficulty, there are soldiers".
The Prime Minister highly appreciated and commended the recent active participation of ministries, branches, especially the Ministry of Industry and Trade, and localities; State-owned corporations and groups also contributed to the 500kV Line such as VNPT, Viettel, etc.

* EVN said that regarding the construction of the 500kV Transmission Line (VLT) circuit 3: completed casting of column foundations at 1,177/1,177 locations; completed erection of columns at 1,159/1,177 locations (reaching 98.5%); completed pulling wires at 321/513 anchor intervals (reaching 62.5%).
By the end of June 2024, the construction and energization of the 500kV Nam Dinh 1-Thanh Hoa transmission line project had been completed (June 30, 2024, on schedule) and the component projects: Expanding the bays at the 500kV Quang Trach transformer station (June 8, 2024, 22 days ahead of schedule); Expanding the bays at the 500kV Pho Noi transformer station (June 18, 2024, 12 days ahead of schedule); 220kV branch line from the 500/220kV Thanh Hoa transformer station to the 220kV Nong Cong-Ba Che transmission line, 6 220kV bays and all 500kV bays at the 500kV Thanh Hoa transformer station (June 28, 2024, 2 days ahead of schedule).
For the remaining 3 projects: EVN, the National Power Transmission Corporation (EVNNPT) and the Project Management Boards have requested contractors to establish a detailed construction schedule and focus all resources to urgently execute the remaining work to complete and energize before August 19, 2024 for the 2 projects Nam Dinh I-Pho Noi, Quynh Luu-Thanh Hoa and before August 31, 2024 for the Quang Trach-Quynh Luu Project.

EVN also said that regarding the difficulty in wire pulling manpower: the nature of pole erection and wire pulling requires workers to have expertise and health to work at high altitudes, at high intensity, continuously for many days in harsh weather conditions of sun, heat, strong wind... On the other hand, due to urgent construction progress, short implementation time, and the volume of simultaneous pole erection and wire pulling of the Projects is very large, so although EVN/EVNNPT and contractors have mobilized maximum resources to serve the Project, they still cannot meet the required progress. EVN/EVNNPT has implemented many solutions to overcome and speed up the progress of the Projects, specifically as follows:
Mobilize maximum human resources from Power Transmission Companies under EVNNPT to strengthen the construction of the Projects (Current support force is about 1,200-1,500 people equivalent to 60 pole erection and wire pulling teams). Contractors are required to calculate and reasonably rotate human resources with expertise and health suitable to the nature and actual progress of work at anchorage areas to ensure the physical and mental life of workers on the construction site.
Weather difficulties: in the months of May, June, July and August, the weather in the North has been erratic. In the provinces of Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, there has been continuous heavy rain accompanied by thunderstorms, lightning, and strong winds from 3 to 7 hours/day on the mountains... so at many times construction work had to be stopped to ensure the safety of workers and construction equipment. It is forecasted that in the coming time, there will be tropical depressions causing widespread rain, thunderstorms and lightning in the provinces where the power line passes, which will continue to cause many difficulties for construction work at the site.
EVN/EVNNPT is working with contractors to make efforts to overcome the disadvantages of the weather, implementing many solutions such as taking advantage of the weather to gather materials and equipment to the construction site, based on actual weather developments, moving the work schedule earlier or finishing work late at the end of the day, organizing camps for eating and resting near the construction site, making the most of human resources possible,... to be determined to complete the remaining projects according to the progress reported above.

The project has received attention and support from the Prime Minister, Deputy Prime Minister, ministries, branches, the State Capital Management Committee at enterprises and localities where the project has passed through to complete the very large volume as reported. To complete the projects according to the schedule assigned by the Prime Minister, EVN proposes a number of contents:
The People's Committees of 9 provinces continue to support investors in the following tasks: completing the resolution of remaining problems in clearing the route corridor to ensure safety for the energization of the Projects; ensuring security and order at the construction sites of the Projects; directing local enterprises to participate in supporting the construction of foundation embankments, site clearance, and environmental restoration; ensuring security and order when organizing the inauguration ceremony of the project according to the direction of the Prime Minister.
Currently, Military Region IV is deploying forces to support the transportation of equipment, accessories and wire drawing in the three provinces of Thanh Hoa, Nghe An and Ha Tinh. EVN/EVNNPT recommends that Military Region IV continue to maintain support forces, contributing to accelerating the completion of the Project in August 2024 as directed by the Prime Minister.
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the Government is very concerned about ensuring sufficient electricity supply for national development. In particular, the 500kV 3-circuit line project from Quang Trach to Pho Noi with a double circuit and a transmission capacity of about 2,400MW will help increase the power supply for the North in 2025 and the following years.
The project is of particular importance in enhancing the transmission capacity of the national power system, ensuring proactiveness and flexibility in directing, operating, balancing electricity supply between regions and ensuring national energy security, ensuring enough electricity for production, business and consumption. The project has a total length of about 519km, passing through 9 provinces, is large in scale, the highest pole is 145m, the heaviest pole is up to 415 tons, constructed in different harsh weather conditions such as cold rain, hot sun, storms and floods, especially in the central region "rain bag, fire pan", on difficult terrain.
The Prime Minister acknowledged, commended and welcomed the determination, joint efforts, consensus and effective participation of the local political system, from the Secretaries, Chairmen of the People's Committees of the provinces, authorities at all levels, the Police force, the Army, socio-political organizations, press and media agencies...; the consensus and unanimity of the people where the project passes through; the high determination, great efforts, drastic actions, with focus, key points, close monitoring and adherence to the construction sites of EVN, EVNNPT, contractors, engineers and workers, thereby completing a large volume of work at lightning speed.
The Prime Minister stated that, up to now, the remaining workload is not much but it is difficult, therefore, relevant agencies, units, localities and forces must be more determined, make more efforts, work harder, and have more focus in the final sprint phase with the goal of completing the project before September 2, and organizing the inauguration on the occasion of National Day this year.
The Prime Minister requested to review and clearly assign people, tasks, responsibilities, time, progress, products and efficiency; promote the spirit of "only discussing work, no retreat", "overcoming the sun and rain, not losing to the wind and storm", working continuously 24/7 whenever possible, "3 shifts and 4 shifts", "eating and sleeping quickly", closely and effectively coordinating between agencies, units, localities and related forces with the spirit of "once in action, victory".
EVN continues to coordinate and assign specific tasks to localities, Military Region III, Military Region IV, youth forces, women, veterans...; together mobilizing all strength to complete the remaining workload.
In other localities where the work has been completed, it is necessary to do a good job of restoring the environment and continuing to care for and stabilize the lives and livelihoods of affected people who have been relocated to make way for the project. Absolutely no one will be left without a place to live, no one will be left without food or clothing, and the new place must be better than or equal to the old place.
Assigning specific tasks, the Prime Minister directed the Ministry of Industry and Trade to continue to preside over and coordinate with relevant agencies to regularly inspect and supervise, promptly remove difficulties and obstacles, and conduct acceptance work in accordance with legal regulations.
The Ministry of National Defense directed Military Region 3 and Military Region 4 to coordinate with EVN to continue reviewing and mobilizing technical forces, machinery, equipment, and human resources to support the construction. The Ministry of Agriculture and Rural Development continued to guide the adjustment of forest use purposes according to regulations. The Ministry of Natural Resources and Environment provided environmental guidance, ensuring restoration upon project inauguration. The Ministry of Home Affairs coordinated with ministries, branches, and localities to propose appropriate and worthy rewards at all levels that actively participated in project implementation.
Localities continue to provide human resources, the People's Committees of Nghe An and Ha Tinh provinces closely coordinate with EVN, agencies and forces to complete the remaining work. Local police do a good job of ensuring security and order at the construction site.
The Prime Minister also requested agencies to summarize and draw lessons from project implementation, and press agencies to continue to promote communication work, thereby creating motivation and inspiration for ministries, branches, localities, people and businesses that are implementing key national projects and works, making strategic breakthroughs in infrastructure, maintaining and promoting the existing development momentum, bringing the country to continue to develop rapidly and sustainably.
