Mobilizing the combined strength of the entire political system and the entire population to participate in preventing and combating human trafficking

(Haiphong.gov.vn) – The City People's Committee has just issued Plan 77/KH-BCĐ799 to deploy activities in response to "World Day against Trafficking in Persons" and "National Day against Trafficking in Persons July 30" in 2024.

With the theme "No child is left behind in the fight against human trafficking", the Plan aims to enhance the role, responsibility and effectiveness of coordination between levels and sectors, mobilize the combined strength of the entire political system and the entire population to participate in preventing human trafficking ; reduce risks, repel human trafficking crimes and effectively carry out the work of verifying, receiving, protecting and supporting victims of human trafficking to reintegrate into the community in the city.

Accordingly, the City People's Committee requested departments, branches and localities to step up propaganda work on preventing and combating human trafficking, strengthen the work of grasping the situation, fighting and suppressing human trafficking crimes, especially crimes of trafficking in people under 16 years old; do a good job of receiving, verifying, identifying, rescuing, protecting the safety and supporting victims of trafficking and suspected victims.

Assign the City Police to proactively grasp the situation, forecast closely, resolve the situation early, from afar, from the grassroots, promptly investigate and discover cases, crime rings of human trafficking and related crimes; direct the Police of units and localities to advise the Party Committees and authorities to do a good job of propaganda, dissemination and education of laws on preventing and combating human trafficking, especially propaganda on social platforms. Strengthen inspection and examination of business establishments with conditions on security and order to promptly detect and prevent acts of human trafficking; do a good job of managing entry, exit and management of foreigners. Closely coordinate with the Police of provinces bordering China, Laos, Cambodia and countries with many Vietnamese people coming to work, study, travel... to proactively prevent and promptly coordinate in the fight against human trafficking crimes.

Assign the Border Guard Command to direct the functional forces to launch a high-point campaign to attack and suppress human trafficking crimes in the assigned management areas. Step up propaganda, dissemination and education of the law, raise legal awareness among the masses. Increase patrols and strictly control the areas under management responsibility, promptly detect, prevent and handle human trafficking activities. Coordinate with the competent authorities to verify and identify suspected cases of victims of trafficking to promptly support and protect according to regulations.

The Department of Labor, War Invalids and Social Affairs has done a good job of supporting victims, especially child victims. Strengthened inspection, examination and close supervision of individuals, organizations, units and enterprises in the city that operate as brokers, introduce jobs, send Vietnamese workers to work abroad for a limited period under contracts, and recruit foreigners to work in Vietnam to prevent trafficking; coordinated with functional units to strictly handle violations.

The Department of Foreign Affairs strengthens the situation, promptly detects and resolves cases, identifies, rescues, protects and supports victims and repatriates Hai Phong citizens who are victims of human trafficking. Continues to maintain foreign information channels, researches and establishes hotlines between relevant law enforcement units of foreign representative agencies remotely and at the grassroots level, promptly investigates and discovers cases, criminal rings of human trafficking and related crimes...

The Department of Information and Communications shall strengthen the dissemination of human trafficking prevention and control contents into the monthly dissemination orientation at press conferences; coordinate with local authorities to effectively carry out communication work to each residential area, agency, unit, enterprise, school; provide information to press agencies on international and central regulations on human trafficking prevention and control, etc.

The Department of Culture and Sports organizes sports, cultural, artistic and performing arts activities combined with propaganda to prevent and combat human trafficking; promotes the system of cultural institutions at the grassroots level to prevent and combat human trafficking, associated with the movement to build cultural villages and residential groups...

The Department of Education and Training strengthens propaganda, dissemination, and education of laws on preventing and combating human trafficking integrated into extracurricular learning activities, in accordance with the requirements of each level of education, field of study, and age group.

The city's mass media agencies focus on propagating, disseminating, and educating about the law, methods and tricks of criminals; propagating about typical examples, good people, and good deeds in the fight against human trafficking; increasing the production, broadcasting, and posting of reportages, news articles, and discussions on the topic of preventing and combating human trafficking during times when many people watch...

For the People's Committees of districts, diversify forms and measures of propaganda on preventing and combating human trafficking; strengthen state management, inspection and examination of areas and business establishments prone to human trafficking crimes; do a good job of receiving, protecting and supporting victims to reintegrate into the community, focusing on child victims./.
