Huu Lung (Lang Son): Striving to reduce the poverty rate by over 3% annually by 2029

Huu Lung is a district located at the southern gateway of Lang Son province, with a total natural area of ​​806.74 km2. The whole district has 23 communes and 1 town, including 203 villages and neighborhoods, including 8 communes in area III, 2 communes in area II, 13 communes and towns in area I; there are 54 extremely difficult villages.

In recent years, identifying ethnic work and implementing ethnic policies as important political tasks, the entire political system has focused on successfully implementing the goals and tasks set forth by the 3rd Congress of Ethnic Minorities in Huu Lung District. Programs, projects, and funding sources to support ethnic minorities, along with the active and proactive labor and production of the people, have gradually promoted efficiency, creating jobs and income for the people. From 2019 to 2024, 300.9 km of roads have been paved, an increase of 150.05% compared to 2019 with a total value of 272,895.7 million VND, of which the state budget capital is 193,415 million VND, mobilizing people's contributions of 79,480.7 million VND.

Implementing the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas, from 2022 to 2024, the total allocated implementation capital is 263,539 million VND, of which the allocated investment capital is 176,551 million VND. As a result, 62 projects have been invested in, including 44 traffic projects, 5 school projects, 12 village cultural houses, 2 irrigation projects, 5 centralized domestic water projects, and housing support for 382 households.

The total capital for implementing the program in the 2022-2024 period is: 86,988 million VND to support distributed domestic water for 573 households; support production development in 5 communes with projects, for 20 groups of households in communes of region III and extremely disadvantaged villages; organize 8 literacy classes for 285 people in 5 communes; open 25 vocational training classes for rural workers for 1,235 participants; support 2 outstanding artisans who are ethnic minorities...

The material and spiritual life of the people has improved, and socio-cultural development has improved. In the period of 2019 - 2024, the poverty rate has decreased compared to the set plan. Specifically, in 2019, the number of poor households in the district was 4,437, accounting for 14.78%, the number of near-poor households was 2,677, accounting for 8.89%; up to now, the number of poor households has decreased to 1,374, accounting for 4.31% and the number of near-poor households is 1,513, accounting for 4.74%. On average, the poverty rate has decreased by over 3% per year.

With the theme: "Ethnic solidarity, innovation, promoting advantages, potentials, integration and sustainable development", delegates at the Congress contributed many enthusiastic and responsible opinions, proposing solutions to strengthen the Great Unity of ethnic groups; develop socio-economy, ensure national defense and security associated with preserving cultural identity... contributing to improving the quality of ethnic work in the period of 2024 - 2029.

The congress set a target of striving for a poverty reduction of 3% or more per year by 2029. The rate of cultural families is over 85%, the rate of villages with standard cultural houses is over 70%, the rate of trained workers is 77%. Over 98% of ethnic minorities have health insurance cards...

The Congress also elected a delegation of 20 delegates to attend the upcoming Provincial Congress of Ethnic Minorities in 2024.
