Officers of the District Department of Agriculture and Environment handle land registration procedures for people.
According to Plan No. 70/KH-UBND dated April 18, 2019 of the Provincial People's Committee on first-time land registration for land users and people assigned land by the State for management in the province, Huu Lung district was assigned the target of implementing land registration for 48,000 land plots.
Mr. Trinh Tuan Anh, Deputy Head of the District Department of Agriculture and Environment, said: During the implementation of Plan 70, communes and towns in the district have reviewed land plots that have not been registered for the first time in the area. On that basis, the District People's Committee's staff office issued a plan to carry out the work of registering land for the first time, granting land use right certificates (LURCs) to land users and people assigned land by the State for management in the district with a total of 16,546 land plots after re-review.
To effectively implement land registration, the District People's Committee assigned specific targets and directed the People's Committees of communes and towns to develop detailed plans to implement land registration in the area, and at the same time established a working group to propagate and support land registration declaration.
Mr. Nong Van Hung, Chairman of the People's Committee of Hoa Thang Commune, said: The commune has developed a plan and established a working group to guide and support the review and listing of each plot of land that has not been registered or granted a land use right certificate, and notify each land user and land assignee to manage and carry out procedures according to regulations. As a result, up to now, the whole commune has registered 1,804 plots of land with an area of over 1,700 hectares, exceeding 3% of the target assigned by the district; there are currently about 350 plots of land that need to be registered according to regulations.
In Hoa Lac commune, the first land registration work also achieved positive results. Up to now, the whole commune has completed land registration for 2,287 plots of land, exceeding the planned target by 7%, reaching 100% of the plots that need to be implemented in the area, creating favorable conditions for people to exercise their rights and obligations according to regulations.
Mr. To Van Hien, Thinh Hoa village, Hoa Lac commune said: At the end of 2024, I went to the commune People's Committee to carry out the land registration procedures and declare the issuance of the first land use right certificate. Thanks to the enthusiastic guidance of the professional staff, my documents were fully completed, ensuring compliance with the requirements. In January 2025, I completed the land registration and received the land use right certificate with an area of nearly 400 m2 of my family's agricultural land.
From 2023 to present, the Department of Agriculture and Environment has organized 2 district-level thematic conferences to disseminate information on land registration; coordinated integrated dissemination at 25 conferences and directly answered questions from each commune and town in the district; coordinated with the Provincial Land Registration Office and district-level branches to inspect and directly guide the implementation of land registration in each commune and town of the district. The department periodically organizes an assessment of the results and promptly discusses and resolves difficulties and problems.
In addition, communes and towns also actively propagate and disseminate the implementation of land registration declaration to each village and neighborhood in many forms such as: direct propaganda through meetings, propaganda through zalo groups, loudspeakers... so that people can understand and implement.
As a result, up to now, the whole district has carried out the first land registration for 15,592 plots of land with an area of 1,457.32 hectares, reaching 94.23% of the total number of plots of land that need to be registered in the area (16,546 plots of land). This is one of three districts and cities in the province with a high rate of first land registration according to regulations compared to the assigned plan.
Mr. Ta Quoc Vinh, Deputy Director of the Provincial Land Registration Office, said: The first land registration is a mandatory regulation that land users and those who are assigned land by the State for management must comply with. Implementing Plan 70, Huu Lung is a district that has done this work well.
In the coming time, the district will continue to propagate and guide people; regularly monitor, grasp, and promptly remove difficulties in the process of declaring land use rights, striving to complete 100% of land use rights declaration in the area.
