Shortage of revenue, Quang Ngai prioritizes capital for key projects

A series of projects in Quang Ngai province are at risk of being behind schedule, but due to a lack of land use revenue, the province only prioritizes capital for key projects .

On the afternoon of April 10, the Quang Ngai Provincial Land Fund Development Center (under the Department of Natural Resources and Environment of Quang Ngai Province) said that in 2024, the province plans to bid and auction 19 residential and urban area projects (implemented by the Department of Natural Resources and Environment of Quang Ngai Province) and 12 other projects implemented by sectors and localities.

The estimated budget revenue from land fund in 2024 is more than 3,800 billion VND, of which nearly 2,100 billion VND will be collected from land use rights auction projects, the rest will be collected from land use fees through bidding in residential areas and urban areas.

However, the above plan is at risk of not being implemented due to many difficulties related to the real estate market, so the revenue from land use rights auctions for the Quang Ngai provincial budget in 2024 is expected to reach nearly 500 billion VND, a decrease of about 1,600 billion VND compared to the plan.

Since the beginning of the year, the Quang Ngai Provincial Land Fund Development Center has auctioned off land use rights for the Hang Duong Urban Service and Marine Tourism Area project at My Khe Beach (Tinh Khe Commune, Quang Ngai City, Quang Ngai), with an area of ​​over 22,480 ^m2 , starting price of 130 billion VND. However, when selling the auction documents, no one came to buy.

The second project is Huong Viet Coffee Shop (Chu Van An Street, Tran Phu Ward, Quang Ngai City) with an area of ​​5,000 ^m2 , starting price is 20 billion VND, also no individuals or units participated in the auction.

"Both of the above projects have prime locations but no one is buying them," said a leader of the Quang Ngai Province Land Fund Development Center.

Quang Ngai province has been implementing a series of works and projects , most of which are funded by the proceeds from the auction of land use rights. Mr. Tran Hoang Tuan, Executive Vice Chairman of the Quang Ngai Provincial People's Committee, said that due to the gloomy revenue from land use rights auctions, Quang Ngai province will choose key, urgent projects to prioritize capital sources. For non-urgent projects but expected to start construction in 2024, Quang Ngai province will consider temporarily suspending them.
