Restructuring the local government model, promoting decentralization and delegation of power
Providing information on the socio -economic situation and the policy of merging some provincial-level administrative units, not organizing the district level, continuing to merge commune-level administrative units at the 3rd Conference of the Presidium of the Central Committee of the Vietnam Fatherland Front, Term X, Deputy Prime Minister Nguyen Chi Dung affirmed that the merger of administrative units is aimed at streamlining and becoming more efficient. This is a major policy of the Party and State to meet the requirements of rapid and sustainable national development.
The Deputy Prime Minister said that the Government Party Committee has developed a detailed project and the Central Government has basically agreed to unify the organization of two-level local government, ending the operation of the district level from July 1. The number of provincial-level administrative units after the merger is expected to be 34, including 28 provinces and 6 centrally-run cities. Commune levels nationwide will be merged to ensure a reduction of 60-70% of the number of existing units.

“This is the largest administrative unit arrangement ever nationwide, with profound impacts on all aspects of economic and social life and the people. The goal of merging provinces and communes is to expand development space with a long-term vision, aiming to build a modern, streamlined, efficient local government that best serves the people,” the Deputy Prime Minister emphasized.
According to Deputy Prime Minister Nguyen Chi Dung, the essence of the merger is not simply changing administrative boundaries, but restructuring the local government model, while promoting decentralization and delegation of power; enhancing the autonomy and responsibility of localities. Streamlining the apparatus will go hand in hand with improving management capacity, helping local governments get closer to the people, and taking better care of people's lives. The successful implementation of the major policy is not only measured by the reduction in the number of provincial levels, but importantly by the efficiency of the State, reducing operating costs of the apparatus, improving the quality of service to the people, meeting the needs of rapid and sustainable development of regions and localities.
Agreeing with the policy of streamlining the organizational apparatus and rearranging administrative units, former Vice President Nguyen Thi Doan said that the current international context has directly affected us, especially information technology, artificial intelligence, science and technology, climate change, etc., which have directly impacted the economic, political and social life of the country. "There is no other way, Vietnam must innovate. The revolution of streamlining the organizational apparatus and merging is right and we must be united and determined to implement it," the former Vice President affirmed.
The recent decisions of the Politburo, the Central Executive Committee, the implementation of the Government, and the Vietnam Fatherland Front, according to the former Vice President, "are things we have cherished for a long time, have been talked about since the 8th, 9th, and 10th terms, and have only now been resolved."
According to the former Vice President, the arrangement of the central apparatus is a model for localities to implement in the future so that each locality will be more determined and implement more seriously. In implementing this high determination, Ms. Nguyen Thi Doan also said that the Fatherland Front, socio-political organizations, and mass organizations play a very important role.
Scientific , reasonable, feasible, suitable to local conditions
To effectively and practically implement the policy, Deputy Prime Minister Nguyen Chi Dung said that the Government has directed ministries, branches, localities and requested the Central Committee of the Vietnam Fatherland Front and organizations to closely coordinate and effectively implement the urgent development and completion of projects on the arrangement of administrative units at the provincial and communal levels, in a scientific, reasonable, feasible spirit, suitable to local conditions, ensuring legal regulations and Central orientations.
At the same time, develop a detailed plan and roadmap for implementation; clearly identify each task of the responsible organization, implementation time, implementation resources and a plan to ensure stable operation of the political system, with the least impact on people's lives and production and business activities of enterprises.
The Deputy Prime Minister also affirmed that the implementation process must ensure publicity, objectivity, transparency, the right person for the right job, the right capacity, and work efficiency; there must be a retraining plan, a reasonable policy regime, and a regime for those who quit their jobs according to their wishes. The organization of a two-level local government must ensure that the government is close to the people, serves the people, and is associated with the digital transformation process.

In addition, the Deputy Prime Minister suggested that it is necessary to do a good job of information and propaganda among cadres and civil servants, helping people understand this policy, reach a high level of unity and consensus in its implementation, aiming at the rapid and sustainable development of the country, for the happy life of the people. Strengthen inspection and supervision work, promptly detect and remove difficulties and obstacles arising in implementation right at the grassroots level, and strictly handle acts of taking advantage of arrangements for personal gain or causing difficulties and damage to people and businesses.
On the side of the Central Committee of the Vietnam Fatherland Front, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien stated that in the coming time, the Party Committee of the Vietnam Fatherland Front, central organizations, and leaders of the Central Committee of the Vietnam Fatherland Front will issue instructions for localities to arrange socio-political organizations and mass organizations assigned by the Party and the State to be directly under the Vietnam Fatherland Front at the provincial and communal levels in sync with the merger of administrative units. Prepare and organize the Congress of the Vietnam Fatherland Front and socio-political organizations immediately after the Party Congress at the communal and provincial levels, with the completion date being June 15, 2025; arrange socio-political organizations and mass organizations assigned by the Party and the State to be directly under the Vietnam Fatherland Front, with the completion date being July 15, 2025.
Chairman Do Van Chien hopes that the delegates in the Presidium of the Central Committee of the Vietnam Fatherland Front will continue to agree with and support the major policies of the Party and State and promote their roles and responsibilities in propaganda and mobilization to create high unanimity, social consensus, and an enthusiastic atmosphere among the people. Especially on the occasion of the 50th anniversary of the Liberation of the South, National Reunification and the 80th anniversary of the National Day of the Socialist Republic of Vietnam, creating a new momentum for the entire Party, people and army to strive to overcome the immediate difficulties to complete the tasks of 2025 and the following years.
