Dr. Nguyen Tung Lam, Vice President of the Vietnam Association of Educational Psychology, said that there had been many documents on the issue of extra classes before Circular 29 issued by the Ministry of Education and Training, but implementation had not been effective. Mr. Tung Lam affirmed that extra classes erode the ability to self-study and reduce human development. Studying for grades, studying for degrees, studying to cope, not from the students' wishes.
“Previously, extra classes and teaching originated from tricky exams and tricky questions. But now, the 2018 general education program forces students to practice and find knowledge themselves, thereby turning knowledge into their own abilities. All three groups of teachers, students, and parents need to look back at Circular 29 for the long-term benefit of the country to make changes,” said Mr. Tung Lam.

Mr. Lam emphasized how the assessment and evaluation process needs to be improved to meet new requirements. The test does not test knowledge learned by heart, nor does it deal with textbooks. To do so, first, schools must teach students how to study on their own. Second, parents cannot just push their children to extra classes to feel secure. Third, it is the responsibility of teachers to teach students thoroughly. When teachers teach beyond the standard time, their work must be paid.
Teacher Nguyen Xuan Khang, Chairman of the Marie Curie School Board (Hanoi) shared that he fully supports the regulations on the principles of extra teaching and learning and regulations on cases where extra teaching and organizing extra teaching are not allowed in Circular 29. Regarding the regulations on extra teaching and learning in schools, teacher Nguyen Xuan Khang said that it is correct to teach extra without collecting money from students, but there must be money to pay for teachers' salaries and allowances; localities must balance and have specific regulations. This is also the concern of many teachers because they can be mobilized and called upon to teach for free, but it cannot be mandatory or implemented for a long time.
Associate Professor Nguyen Xuan Thanh affirmed that Circular 29 does not prohibit, but clearly defines what is meant by extra teaching and learning. The use of such connections anywhere, outside of school or in school, must be managed by law. Note that in school, it is public property, invested to carry out educational tasks.
Students need time to "digest" knowledge.
Associate Professor Dr. Nguyen Xuan Thanh, Director of the Department of Secondary Education, Ministry of Education and Training, said that general education is to comprehensively develop students' abilities, so there are no specialized schools in secondary schools for that reason. Schools must be places for students to comprehensively develop their abilities, not places where they only cultivate knowledge to solve exercises, without time to "digest" and apply it to life.
Associate Professor Thanh acknowledged that focusing too much on students' cultural competence has left teachers with no time to study and improve their own knowledge. Therefore, the 2018 education program stipulates 5 qualities and 10 competencies, of which the first competency is autonomy and self-study. It is impossible to fill students' time with extra tutoring.
According to Associate Professor Thanh, when Circular 29 was issued, the Ministry of Education and Training received many concerns and opinions. Some people said that the need for extra classes is a constant, if we block it here it will spill over to other places, but in reality it is not like that. “With the need for extra classes and extra teaching, teachers will fulfill their responsibilities to the school, the problem of extra classes and extra teaching will decrease by itself. Circular 29 helps reduce extra classes and gradually schools will not need to teach extra classes, and outsiders will not need to increase the schedule,” said Mr. Thanh.
