On the afternoon of May 16, Huong Son district held a conference to review 10 years of implementing Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration (Resolution 29); and to review 5 years of implementing Decision No. 657-QD/TU dated April 4, 2018 of the Provincial Party Standing Committee "Issuing the Regulations on direct contact and dialogue between heads of Party committees and authorities at all levels with people in Ha Tinh province".

With the viewpoint that "Education and training are the top national policy, investment in education is investment in development, given priority one step ahead in socio-economic development programs", in recent years, Huong Son district and localities have always cared for the development of education and training in the area.

Since 2013, the district Party Committee and government have issued many documents to lead, direct and implement Resolution No. 29.

The District Department of Education and Training has promoted the work of advising and implementing the innovation of basic elements of education such as: thinking, goals, systems, educational programs, educational content, methods, policies, mechanisms and conditions to ensure. Focus on improving the effectiveness of implementing educational programs. Pay attention to reducing the amount of time for theoretical study, increasing the amount of time for practice, and applying knowledge to practice.

Innovation in basic elements of education and training has had a positive impact on improving the quality of education. The quality of child care and education is guaranteed; the quality of mass and spearhead general education has been raised, ranking among the top in the province.

Every year, 70-85 9th graders win prizes at the provincial-level Excellent Student Competition; 2-3 products win prizes at the provincial-level Science and Technology Competition. The district is ranked from 4th to 1st in the province every year at the Phu Dong Sports Festival and the Provincial Classics - Sports Festival for high school students.

The whole district has 70 - 85 high school students with a total score of 27 points or higher in 3 subjects for university and college entrance exams; many students won national excellent student awards, especially 2 students won international gold medals in Mathematics in 2017 and international gold medals in Chemistry in 2022.

At the conference, delegates focused on discussing difficulties, limitations and causes in the process of implementing the resolution, sharing lessons learned, making recommendations, proposals, tasks and solutions in the coming time.

Accordingly, the district will focus on developing the team of teachers and educational managers, considering this a key and central factor to improve the quality of education in the new period. Huong Son District also conducted a preliminary review of 5 years of implementing Decision 657-QD/TU of the Provincial Party Committee. The district organized 167 annual dialogues ; 240 thematic and ad hoc dialogues according to the case (22 at the district level, 218 at the commune level).

The content of people's opinions mainly focused on areas such as: basic construction investment; forest management and protection; policies for redundant cadres...

Most of the opinions of the people have been accepted by the heads of the Party committees and authorities and have been basically answered and clarified at the dialogue conferences. Specifically, up to now, over 90% of the opinions, suggestions and reflections have been resolved.

Huong Son district has made efforts to actively implement resolutions, especially Resolution 29. Facilities, equipment, and benefits for teachers are given attention, so the quality of comprehensive education and key education in Huong Son district is always among the top in the province. Huong Son currently has over 95% of standard schools, higher than the average of the province.

Concluding the conference, Secretary of Huong Son District Party Committee Bui Nhan Sam emphasized: in the coming time, the district will continue to pay attention to developing the team of teachers and educational managers, considering this a prerequisite factor, deciding the quality of education; at the same time, reasonably arrange and organize the team of teachers to maximize the capacity and strengths of each person.

At the same time, mobilize resources to invest in facilities and teaching equipment, ensuring that 100% of schools meet national standards, focusing on investing in key schools to increase the rate of level 2 standards.

Regarding the implementation of Decision No. 657-QD/TU of the Provincial Party Committee, the District Party Secretary requested that Party committees and authorities strengthen coordination with the Vietnam Fatherland Front Committee and mass organizations to effectively carry out mass mobilization and dialogue work to limit frustration and concerns among the people; focus on resolving people's recommendations and reflections within their authority from the moment they arise.
