Up to this point, more than 10 units have announced information about organizing competency-thinking assessment exams for university admissions. Regarding the test format, the exams will require candidates to take the test on a computer or on paper. Most of the exams are conducted in the form of objective tests, except for some exams that include an essay or other skills section.
The biggest difference lies in the structure of the exam, whether it is a comprehensive exam or individual subjects. Depending on the admission characteristics of each school, the number of subjects selected for each exam is also different.

However, according to representatives of the units organizing the separate exams, the exams are similar in their approach to setting questions.
According to Master Nguyen Ngoc Trung, Vice Principal of Ho Chi Minh City University of Education, although the separate exams are organized differently, the approach to creating exam questions is based on the assessment of students' abilities closely following the general education program to serve the goal of university admission. Depending on the specific training industry, each exam has certain differences in the way it is organized, the necessary abilities that need to be assessed, etc.
Master Trung illustrated the above statement by comparing two separate exams of Hanoi National University of Education and Ho Chi Minh City National University of Education. The exam of Hanoi National University of Education has 8 subjects and candidates take the exam on paper, while Ho Chi Minh City National University of Education requires candidates to take the exam entirely on computers. Although different in the form of computer and paper exams, the two exams are similar in that they both assess students according to each specialized ability and have an additional essay test combined with objective multiple choice tests. The scope of knowledge asked in the exam closely follows the general education program, of which 80% is grade 12 knowledge.
CAN JOIN MANY DIFFERENT EXAMS
Even when compared to other exams, Master Trung added: "A student who studies well in the general education program combined with good reasoning ability can confidently participate in different exams."
Regarding this issue, Master Nguyen Hua Duy Khang, Deputy Head of Training Department of Can Tho University, also acknowledged: "Schools organize their own exams differently, assess different abilities and skills, but they are all based on the knowledge foundation of the general education program. A student who prepares early for a separate exam from grade 10, 11 or only thinks about taking the exam when he is in grade 12 will not have any difference if he has studied well the knowledge in the program". According to Master Khang, students should not chase after exam preparation but need to carefully understand the exam format and practice more test-taking skills to achieve better results.
"For example, the computer-based university entrance exam (V-SAT) organized by Can Tho University will have a part of the test in the form of combined questions. This type of question is rarely used in regular exams but is more common in gifted student exams. Therefore, studying the sample questions to understand the exam requirements and then develop a suitable way to do the test is very necessary," added Master Khang.
Many universities recognize and use the same exam results to help students avoid having to take the exam multiple times.
M EXPANDING MUTUAL RECOGNITION OF EXAM RESULTS
However, university representatives all have the same advice that candidates should not take too many exams at the same time. Instead, from the orientation of the field of study, the school to choose the exam that is suitable for them. This is even more true in the context of many universities recognizing and using the same exam results to help candidates limit the situation of having to take the exam multiple times.
Most of the separate exams are organized to serve the admission of many schools. The most widely used school scale is currently the capacity assessment exam of Ho Chi Minh City National University, with 105 different university and college training units. In 2023, the capacity assessment exam of Hanoi National University will also be used by 74 universities and academies for admission. The two exams of Hanoi National University of Education and Ho Chi Minh City University of Education are also recognized for general admission for the group of 7 pedagogical universities nationwide. By February this year, 36 schools also registered to use the thinking assessment test results of Hanoi University of Science and Technology for admission. Most recently, the V-SAT exam organized by the National Center for Testing and Education Quality Assessment (Department of Quality Management, Ministry of Education and Training) in coordination with 6 universities was also recognized for use by these schools.
Master Nguyen Ngoc Trung said that in 2023, Ho Chi Minh City University of Education has received the exam results of 10 candidates who took the exam at Hanoi University of Education for admission. This year, candidates in the North can take the exam at Hanoi University of Education and candidates in the South can take the exam at Ho Chi Minh City University of Education to get the admission results to any of the 7 teacher training universities. In addition to the 2 schools organizing the exam above, the remaining 5 schools participating in the admission include: Hanoi University of Education 2, University of Education (Hue University), University of Education (Da Nang University), University of Education (Thai Nguyen University) and Vinh University. In the Central region, candidates can choose to take the exam at the exam site of one of the 2 schools to get the admission results to the remaining schools. "Candidates only need to take the exam and have a certificate of exam results at one of the 2 schools to be eligible for admission equally like other candidates," Master Trung emphasized.
Regarding the V-SAT exam, Master Nguyen Hua Duy Khang said that 6 universities signed an agreement to organize and use this exam for admission. Candidates can register to take this exam at one of the 6 schools to get admission results for the remaining schools. However, Master Khang noted that the exam is organized the same way at the schools, but the use of these results for admission may not be the same. For example, this year, Can Tho University organized the V-SAT exam for the first time to consider admission for 20% of the quota for majors (except for teacher training, literature and journalism). With this method, the school only considers the exam scores alone, not combining them with other admission criteria. Meanwhile, Saigon University also considers the results of this exam, but in 2023, it will use the literature score from the high school graduation exam results because it does not organize this subject exam.
"The school will start accepting candidates to register for the exam from March 15 and will announce the list of majors and specific admission combinations according to this admission method," Master Khang added.
Students with better reasoning ability will achieve higher results.
Dr. Nguyen Quoc Chinh, Director of the Center for Testing and Assessment of Training Quality (Ho Chi Minh City National University), also said that each exam has its own characteristics in terms of exam questions, but the common goal is to assess the learning capacity of high school students as a basis for admission to universities and colleges. The difference lies in the level of differentiation of each exam, so the requirements for candidates are also different. At that time, a diligent student who memorizes lessons can easily get high scores in the high school graduation exam, but with competency assessment exams, students with better reasoning skills will achieve higher results. "But in general, students who are well equipped with knowledge and capacity at high school level will be able to participate in exams," Dr. Chinh emphasized.
