1. Instructions for registering an online license plate auction account
To register for a license plate auction account, follow these steps:
* Step 1: Access
Access the Online Auction Information Page at the following link: https://dgbs.vpa.com.vn/

* Step 2: Register an account
On the main screen of the Online Auction Information Page, click on the green “Register” box on the top right.

Then, if you are an individual, select the individual box, if you are an organization, select the organization box.

Fill in the required information such as full name; email; password; phone number; OTP code. Then, click on the box “I commit…” and press Register.

If the registration is successful, the system will display a list of car license plates expected to be auctioned. Here, you can select the location, type of car and license plate you are looking for.

2. Steps to conduct a car license plate auction
The steps to conduct a car license plate auction according to Article 11 of Decree 39/2023/ND-CP are as follows:
* Register to participate in the auction:
- Registration to participate in the auction is done entirely online at the online auction information page of the property auction organization;
- Auction participants are given an access account, instructions on how to use the account, how to bid and other content on the Online Auction Information Page to conduct the auction;
- Auction participants can choose car license plates according to their needs from the list of car license plates put up for auction in all provinces and centrally run cities nationwide to participate in the auction;
- Auction participants submit application fees and deposit for the license plate of the car they have chosen to participate in the auction to the account of the asset auction organization and are given an auction participation code for that car license plate auction;
- The property auction organization is responsible for receiving information on registration for auction participation and deposits continuously from the date of listing the property auction until 03 days before the auction date.
* Auction participants access the Online Auction Information Page with their access accounts and carry out auction procedures according to the Auction Regulations.
* At the end of the online auction, the Online Auction Information Page determines the auction winner, announces the auction results, displays the auction minutes for the auction winner to confirm, and sends them to the email address of the auction participant registered with the property auction organization.
* The auctioneer is responsible for organizing the online auction, authenticating the auction minutes with a digital signature to send to the auction winner.
* The Ministry of Public Security assigns officers to monitor and supervise the auction organization process: number of auctioneers, number of auction participants, auction results and other related issues.
* Auction procedures and processes not specified in Decree 39/2023/ND-CP shall be implemented in accordance with the provisions of the Law on Property Auction.
3. Quantity and serial number of car license plates put up for auction
The quantity and serial number symbols of car license plates to be auctioned according to Article 5 of Decree 39/2023/ND-CP are as follows:
The Minister of Public Security decides on the number of car license plates to be auctioned at each auction, including car license plates of provinces and centrally run cities, serial numbers: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z with white background, black letters and numbers that have not been registered, are expected to be newly issued, and are in the Vehicle Registration and Management System of the Ministry of Public Security, and supplements the number of car license plates for the Public Security of provinces and centrally run cities in case there are no more car license plates to register before the next auction.
