1. How to renew vehicle registration online
To renew vehicle registration, citizens follow these steps:
- Step 1:
Access the Ministry of Public Security's public service portal at https://dichvucong.bocongan.gov.vn/
- Step 2:
Select “Login” if you already have a National Public Service Portal account.
Select “Register” if you do not have a National Public Service Portal account.

- Step 3:
Proceed to login.
- Step 4:
Select “Administrative procedures”

- Step 5:
In the search box, enter the keyword “Vehicle registration”. Then click “Search”.

- Step 6:
Depending on the type of vehicle, choose one of the following procedures:
+ Re-issuance of vehicle registration certificate and license plate (performed at the Central level).
+ Re-issue vehicle registration certificate and license plate at provincial police department.
+ Re-issuance of vehicle registration certificate and license plate (done at district level).
+ Re-issue registration certificates and license plates for motorbikes and scooters (including electric motorbikes) at the commune-level police station authorized to register vehicles.

Select “Submit Application”
- Step 8:
Select “30 days - Reissue registration”. Then select “Agree and continue”

- Step 9:
Enter all information marked with (*) as required by the system. Then select “Agree and Continue”.

2. Place to reissue vehicle registration
(1) Traffic Police Department (Central level)
The Traffic Police Department reissues vehicle registration certificates (vehicle registration cards) for the following types of vehicles:
- Vehicles of the Ministry of Public Security;
- Cars of diplomatic missions, consular offices, representative offices of international organizations in Vietnam and cars of foreigners working in those agencies;
- Cars of the following agencies and organizations:
+ Office and Committees of the Central Party.
+ Office of the President.
+ Office of the National Assembly.
+ Offices of ministries, ministerial-level agencies, and government agencies.
+ Central offices of socio-political organizations (Fatherland Front, Vietnam Trade Union, Ho Chi Minh Communist Youth Union, Vietnam Women's Union, Vietnam Veterans Association, Vietnam Farmers' Association).
+ Office of the Supreme People's Procuracy.
+ Office of the Supreme People's Court.
+ State Audit Office.

(2) Traffic Police Department (provincial level)
Traffic Police Department, Road and Railway Traffic Police Department, Road Traffic Police Department of Provincial and Central City Public Security (hereinafter referred to as Traffic Police Department) registers and issues license plates for the following types of vehicles:
Automobiles, tractors, trailers, semi-trailers and vehicles with similar structures to the above-mentioned vehicles of foreign agencies, organizations and individuals, of projects and economic organizations in joint ventures with foreign countries in the locality and agencies, organizations, enterprises, military enterprises and individuals with headquarters or permanent residence in districts, cities of centrally-run cities or cities of provinces where the Traffic Police Department is headquartered (except for vehicles of agencies, organizations and individuals specified in item (1)).

(3) District police
The police of districts, towns, cities under provinces and centrally run cities (hereinafter referred to as district-level police) register and issue license plates for the following types of vehicles (except for vehicles of agencies, organizations, enterprises, military enterprises, and individuals in items (1), (2), (4)):
- Automobiles, tractors, trailers, semi-trailers and vehicles with similar structures to the above vehicles of domestic agencies, organizations, enterprises, military enterprises and individuals with headquarters or permanent residence in their locality.
- Motorcycles, motorbikes (including electric motorbikes) and vehicles with similar structures to the above vehicles of domestic agencies, organizations, enterprises, military enterprises, individuals with headquarters or permanent residence in their locality and foreign agencies, organizations, individuals, of projects, economic organizations in joint ventures with foreign countries in their locality.

(4) Commune-level police
Commune, ward and town police (hereinafter referred to as commune-level police) register and issue license plates for the following types of vehicles:
- Motorcycles and motorbikes (including electric motorbikes) of domestic agencies, organizations, enterprises, military enterprises, individuals with headquarters or permanent residence in their locality and foreign agencies, organizations and individuals, of projects and economic organizations in joint ventures with foreign countries in their locality;
- Organize the revocation of registration certificates, expired license plates, and damaged and unusable vehicles of agencies, organizations, and individuals with headquarters or permanent residence in the locality.
