Steps to register for permanent residence online via Zalo

Step 1: People access the Zalo application and click on the search section, select "District/County Police..." then select "Interested".

Step 2: Continue to click "Ministry of Public Security Public Service Portal" to access the Ministry of Public Security public service portal.

Then click "Register, Manage Residence".

Step 3: Click on "Register for permanent residence" then select "Submit application".

Step 4: Select "login to national public service account".

Next, select "Account issued by national public service portal" and enter your personal information.

Step 5: Fill in all required information marked with (*) completely and accurately.

Then select "Result receiving method" by clicking the arrow next to it and then check the box "I am legally responsible for the above statement".

Finally, click "Record and send profile".

Note: The method of registering permanent residence via Zalo may not be applicable to all cases.

Current conditions for permanent residence registration

Currently, according to Article 20 of the 2020 Law on Residence, the conditions for permanent residence registration are stipulated as follows:

(1) Citizens who have legal residence under their ownership are allowed to register permanent residence at that legal residence.

(2) Citizens are allowed to register permanent residence at a legal residence that is not theirs when the head of household and the owner of that legal residence agree in the following cases:

- Wife returns to live with husband; husband returns to live with wife; children return to live with parents; parents return to live with children;

- Elderly people living with their brothers, sisters, nieces and nephews; people with severe disabilities, people with severe disabilities, people unable to work, people with mental illness or other diseases that cause loss of cognitive ability or ability to control behavior living with their grandparents, maternal grandparents, brothers, sisters, uncles, aunts, nieces and nephews, guardians;

- Minors who have the consent of their parents or guardians or who no longer have parents and live with their paternal or maternal grandparents, paternal or maternal grandparents, biological brothers or sisters, biological uncles or biological aunts; minors who live with their guardians.

(3) Except for the case specified in Clause (2), citizens are allowed to register permanent residence at legal accommodation rented, borrowed, or rented when meeting the following conditions:

- Have the consent of the legal owner of the accommodation to register permanent residence at the rented, borrowed, or temporarily rented place and have the consent of the head of household if registering permanent residence in the same household;

- Ensure the minimum housing area conditions as prescribed by the Provincial People's Council but not less than 08 m2 of floor space/person.

(4) Citizens are allowed to register permanent residence at a religious establishment or a religious establishment with ancillary housing facilities when they fall into one of the following cases:

- Religious workers are ordained, appointed, elected, nominated, or transferred to perform religious activities at religious establishments;

- Representative of religious establishment;

- A person who is approved by the representative or management board of a religious establishment to register permanent residence to directly manage and organize religious activities at the religious establishment;

- Children, people with severe disabilities, people with severe disabilities, and homeless people must be approved by the representative or management board of the religious establishment, the head or representative of the religious establishment to register for permanent residence.

(5) A person receiving care, support, or assistance may register for permanent residence at a social assistance facility with the consent of the head of that facility, or may register for permanent residence in a household receiving care and support with the consent of the head of the household and the owner of the legal accommodation.

(6) People living or working on a vehicle can register permanent residence on that vehicle when meeting the following conditions:

- Be the owner of the vehicle or have the owner's consent to register permanent residence;

- The vehicle must be registered and inspected according to the provisions of law; in case the vehicle is not subject to registration and inspection, there must be confirmation from the People's Committee of the commune where the vehicle is regularly parked regarding the use of the vehicle for residential purposes;

- Confirmation from the People's Committee at the commune level that the vehicle has been registered for regular parking in the area in case the vehicle is not registered or the place of vehicle registration does not coincide with the place of regular parking.

(7) Permanent residence registration of a minor must have the consent of the parent or guardian, except in cases where the minor's place of residence is decided by the Court.

(8) Citizens are not allowed to register new permanent residence at the place of residence specified in Article 23 of the 2020 Law on Residence, except for the case specified in Point a, Clause 2, Article 20 of the 2020 Law on Residence.
