Hung Yen: Prioritize using surplus headquarters as medical facilities, education, and public spaces

According to document number 1089 April 18 of the Provincial People's Committee Regarding additional guidance on the arrangement, disposition, and handling of public assets when implementing the arrangement and reorganization of administrative units, the People's Committees of districts, towns, and cities shall preside over the inventory, classification, and listing of public assets under their management (including district and commune levels) to develop a plan for the arrangement, disposition, and handling of public assets, and report to the Provincial People's Committee together with the Project for the arrangement and reorganization of commune-level administrative units.

Accordingly, priority is given to arranging the office and operational facilities of district-level agencies, organizations and units (after abolishing the district level) for the grassroots administrative unit where the office is located or for other State agencies, organizations and units (including central agencies, organizations and units in the area). One office can be arranged for use by many agencies, organizations and units.

Carry out exchanges (transfers) between agencies, organizations, units at provincial, district, commune levels and central agencies in the area with headquarters that have surplus, excess or lack of area compared to standards and norms.

For surplus headquarters and public service facilities after arrangement and reorganization, the forms of handling public assets are implemented, in which priority is given to converting functions to medical and educational facilities, and using them for other local public purposes such as libraries, parks, cultural and sports institutions, etc.

The Department of Finance shall preside over and coordinate with relevant agencies to develop a plan for economical and effective use of cars in cases where it is necessary to pick up and drop off civil servants, public employees, and workers when they have to change their workplace (arrange existing cars or supplement the quota for using specialized cars to purchase or rent cars according to regulations)...
