Hung Yen: Implementing the peak plan on deploying electronic identification for agencies and organizations

On April 2, the Steering Committee for Science, Technology, Innovation and Digital Transformation and Project 06 provinces issued Official Dispatch No. 17/BCĐ on the implementation of the peak plan for deploying electronic identification for agencies and organizations. The content is as follows:

On June 25, 2024, the Government issued Decree 69/ND-CP regulating electronic identification and authentication. This includes the registration, issuance, management and use of electronic identification accounts for agencies and organizations.

Pursuant to Plan No. 579/KH-TCTTKDA dated December 18, 2024 of the Working Group implementing Project 06, the Government has a peak plan for deploying electronic identification for agencies and organizations; on December 31, 2024, the Working Group of Project 06 provinces issued Plan No. 202/KH-TCTDA06 on the peak plan for deploying electronic identification for agencies and organizations. After 3 months of implementing the Plan, the results achieved by the whole province are still very limited. As of April 1, 2025, the whole province has only activated 118 enterprises and cooperatives.

To effectively implement the contents of the proposed Plan, units are requested to carry out the following contents:

1. Department of Finance

- Issue a document requesting enterprises and cooperatives in the whole province to proactively register for organizational identification accounts to serve public services and handle administrative procedures in the electronic environment before April 15, 2025. There is a form of discipline for units that do not implement or implement slowly and late.

- Review and compile a list of enterprises and cooperatives with foreign leaders and representatives; enterprises that have ceased operations, and inactive ghost companies to send to the Provincial Police before April 15, 2025 to compile a report to the Government's Project Working Group on reducing targets.

2. Tax Department of Region IV

Coordinate with the police agency in verifying and cleaning up information of enterprises and cooperatives to serve the processing of application files for granting organization identification accounts in the area.

3. Units, agencies, organizations other than enterprises and cooperatives in the area proactively go to the Provincial Public Administration Service Center or the Police of communes, wards and towns that have ID card issuance organizations to collect documents for issuing electronic identification of organizations. To be completed before April 30, 2025.

(Communes, wards and towns with ID card organizations: Dinh Du Commune Police, Van Giang Town Police, Phung Chi Kien Ward Police, Yen My Town Police, Luong Bang Town Police, Khoai Chau Town Police, Da Loc Commune Police, Vuong Town Police, Tran Cao Town Police, An Tao Ward Police).

4. Hung Yen Newspaper proactively coordinates with relevant units to carry out extensive propaganda work in many forms: news articles, reports, billboards, posters,... policies and legal regulations on organization identification in the province so that agencies and organizations can proactively issue organization identification accounts.
