Implementing the direction of the Government, the Ministry of Finance , the Tax Department (formerly the General Department of Taxation), with the goal of using personal identification numbers as tax codes to synchronize tax data with the national database on population, the Tax Department of Region IV (formerly the Provincial Tax Department) has implemented solutions to speed up the review, update and standardization of personal tax code data of taxpayers in the province.
After more than 1 year of implementation, the whole province has had over 300 thousand personal tax codes reviewed and updated on the tax system, reaching over 63% of the total number of personal tax codes. The standardization of personal tax codes focuses on 4 priority groups of taxpayers including: taxpayers declaring and paying taxes through the paying agency; taxpayers using non- agricultural land; taxpayers who are business households; and taxpayers who are other individuals generating taxes.
Ms. Nguyen Thi Phuong, in Trai Trang village (Yen My town) said: I have been doing business locally for many years and have been granted a tax code by the tax authority. Recently, I was instructed to declare, update, and supplement information to serve the standardization of tax codes according to personal identification codes. After completion, my personal tax code is the personal identification code that has helped me more easily and conveniently when carrying out tax administrative procedures because personal information has been automatically filled in the registration form, saving time and tax declaration costs.
Using personal identification numbers as tax codes also helps to overcome the situation where individuals use multiple personal tax codes due to duplicate issuance when declaring and paying taxes in the past. Thereby, tax authorities are more convenient in managing, looking up, and evaluating the implementation of tax obligations of individual taxpayers. At the same time, it is easy to coordinate with state management agencies to promptly detect acts of fraud and tax evasion through electronic data interconnected between units, such as: Information with social insurance agencies to manage personal income tax; exchange with land management agencies to manage land revenues, etc.
Comrade Le Duc Thuan, Deputy Head of the Tax Department of Region IV, said: Along with promoting the application of information technology and digital transformation, the unit focuses on reviewing, updating and standardizing personal tax identification number information. Standardizing personal tax identification number data helps reduce errors, duplication and improve the consistency of the tax information system. This not only helps the tax sector more effectively manage budget collection and facilitate personal income tax settlement and tax refund, but also creates favorable conditions for people and businesses to fulfill their tax obligations to the state. However, the process of reviewing and standardizing tax identification number data still encounters some difficulties, slowing down the progress, causing the standardization rate of personal tax identification number data to fall short of expectations. The number of tax identification numbers that need to be reviewed and updated is large while data collection for many individuals still lacks information. Many individuals no longer keep old documents such as old ID cards or have changed a lot of personal information but have not updated it with the tax authorities, causing difficulties in the process of standardizing information and data...
By early 2025, nearly 320,000 individual tax codes of the province have been reviewed in the tax system, but only over 152,000 individual tax codes have information that matches the information in the national population database managed by the Ministry of Public Security . This means that over 167,000 individual tax codes have been updated to the review status on the system, but the information and data do not match or are incorrect... To speed up the standardization of individual tax codes, the tax authority is actively coordinating with the police force to update individual information in the national population database, ensuring accuracy and consistency. The provincial tax sector has increased the allocation of human resources to enter personal information data, while continuing to support individuals in changing tax registration information and updating personal identification codes into the tax sector database via the Tax Department's electronic information portal, the National Public Service Portal or the eTax-Mobile application...
