On August 17, 2023, the Standing Committee of Hung Yen Provincial Party Committee and the Standing Committee of Ha Tinh Provincial Party Committee signed a memorandum of understanding on development cooperation between the two provinces for the 2023-2025 period.
Established in 1831, Hung Yen and Ha Tinh have many similarities in history and culture, have a lot of potential and advantages and are on the path of rapid and comprehensive innovation. After meetings and exchanges, on August 17, 2023, the Standing Committee of Hung Yen Provincial Party Committee and the Standing Committee of Ha Tinh Provincial Party Committee agreed to sign a memorandum of understanding on development cooperation between the two provinces for the period 2023-2025. This is an important milestone in consolidating and developing special friendly cooperation, promoting the revolutionary tradition and affection between the Party Committee, government and people of Hung Yen province and Ha Tinh province.
Accordingly, with the desire to promote potential, advantages, and sustainable development, in the coming time, the two provinces will implement comprehensive cooperation and sharing in all fields in an open spirit and develop together. Thereby promoting the enhancement of the relationship between the Party Committee, government and people of the two provinces, opening up many development opportunities for each province, contributing to the overall development of the country.
Based on the content of the memorandum of understanding between the two provinces, based on each appropriate time, assess the strengths of each province, proactively connect, share, and cooperate to achieve good successes. In terms of socio-economics, Hung Yen is willing to share experiences in building new rural areas. Hung Yen is one of the first 5 provinces in the country to complete building new rural areas. Up to now, the province has had 67 communes meeting advanced new rural standards, 22 communes meeting model new rural standards. This result, in addition to state resources and the participation of the entire political system, Hung Yen has received consensus and strong, active participation from the people in the role of the subject "people know, people discuss, people do, people check and people benefit".

Coordinate in organizing trade fairs in each province with the participation of businesses, cooperatives, and production entities of the two localities to promote and promote trade.
Promote the promotion, introduction, and connection of consumption of products that meet OCOP standards and typical rural industrial products, traditional craft village products. Support the consumption of agricultural products and input materials for the processing industry... Along with the concern for economic development, Hung Yen has many preferential policies to support the poor, near-poor households, and vulnerable groups to ensure social security and reduce the poverty rate to 0.9% by 2023. On November 21, 2023, the 42nd Plenary Session of the General Assembly of the United Nations Educational, Scientific and Cultural Organization (UNESCO) passed a resolution to jointly honor and participate in the celebration of the 300th anniversary of the birth of Hai Thuong Lan Ong Le Huu Trac. UNESCO's honoring of Hai Thuong Lan Ong is a great recognition of the great physician's merits, contributions and dedication to the medicine, literature and culture of the Vietnamese people as well as the world.
Towards this important event, Hung Yen province has developed a plan for commemorative activities in 2024. In the coming time, the two provinces will coordinate to propose that the Central Government pay attention to renovating, restoring and embellishing the Hai Thuong Lan Ong Le Huu Trac relic site in Yen My district, Hung Yen province and the Hai Thuong Lan Ong Le Huu Trac memorial site in Huong Son district, Ha Tinh province to be worthy of the great physician's merits and contributions.

The Hai Thuong Lan Ong Le Huu Trac Relic Complex in Huong Son District (Ha Tinh) is a place that preserves the cultural and historical values of the great physician.
Developing the homeland of Hai Thuong Lan Ong Le Huu Trac, the system of examination and treatment using traditional medicine and pharmacy has been focused on building at both the provincial and grassroots levels, contributing to the health sector's effective implementation of the work of caring for and protecting people's health. Hung Yen has 138/155 commune health stations with model medicinal gardens. Many households grow traditional medicinal herbs to treat common diseases. The province gives preferential investment in developing concentrated-scale medicinal herb cultivation, producing oriental medicine, medicine from medicinal herbs and exploiting natural medicinal herbs reasonably, ensuring the preservation, regeneration and development of diverse medicinal herb resources in the province's ecological regions.
The province has issued many legal documents, mechanisms and policies on the cultivation, harvesting and use of medicinal herbs. In addition, according to Decision No. 1976/2013/QD-TTg dated October 30, 2013 of the Prime Minister approving the master plan for the development of medicinal herbs until 2020 and orientation to 2030, Hung Yen province is among 6 provinces and cities in the Red River Delta developing the cultivation of 20 types of medicinal herbs. The whole province is currently growing about 1,500 hectares of medicinal herbs, harvesting about 4,500 tons of raw medicinal herbs each year.
Medical facilities collect and effectively apply many remedies of the famous physician Hai Thuong Lan Ong Le Huu Trac in treatment. Encourage physicians to contribute and promote good remedies, valuable medicinal plants, and effective experiences in disease prevention and treatment using traditional medicine.
