Modern route worth 3,200 billion VND
The road connecting Hanoi – Hai Phong expressway with Cau Gie – Ninh Binh expressway has a total length of 41.5km.
The starting point connects with the intersection between National Highway 39 and Hanoi - Hai Phong Expressway (Km 20+250 of Hanoi - Hai Phong Expressway project), in Ly Thuong Kiet commune, Yen My district, Hung Yen province.
The end point is Liem Tuyen intersection, Thanh Liem district, Ha Nam province. Of which, the route through Hung Yen has a length of 23.83km.
Prime Minister Pham Minh Chinh and leaders of ministries, sectors and localities cut the ribbon to inaugurate the project connecting the Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh.
Reporting on the project implementation process, Mr. Nguyen Le Huy - Vice Chairman of Hung Yen Provincial People's Committee, said: The project is divided into 2 phases.
In particular, phase 1 of the project was invested with reserve capital from the 2016-2020 medium-term public investment plan, started construction in August 2011, completed in 2019 with a total investment of 1,077 billion VND.
Phase 2 of upgrading and expanding the road surface from 12m to 24m using the central government's medium-term capital for 2021-20215, started in November 2021 and completed in October 2023 with a total investment of 702 billion VND.
In addition, to enhance connectivity and create momentum for industrial parks being formed along both sides of the road, Hung Yen province also invested in a side road system with a length of 20.3km on each side.
The total investment for the side road project is 1,414 billion VND, of which the central budget is 600 billion VND and the provincial budget is 814 billion VND. Construction started in January 2022, with a construction period of 960 days. Up to now, the main route has been basically completed, ensuring technical conditions for traffic opening.
Thus, the total value of the projects is up to 3,193 billion VND. The projects are all invested by the Department of Transport of Hung Yen province, the winning contractor is Xuan Truong Construction Enterprise.
The route is invested synchronously with up to 14 lanes with a total investment of nearly 3,200 billion VND for each phase.
Mr. Do Thanh Chung - Deputy Director of Xuan Truong Construction Enterprise, and Project Executive Director, emphasized: The project's successful completion today is thanks to the strong direction of the Ministry of Transport, the close attention to site clearance work of Hung Yen province and the close coordination and timely resolution of difficulties and problems of the Department of Transport.
During the construction process, the supervision consultants, design consultants and the contractor themselves have strived their best, overcoming all difficulties in weather, material prices, mobilizing hundreds of modern equipment, focusing on construction day and night to ensure the progress and quality of the project.
Prime Minister Pham Minh Chinh requested Hung Yen province to effectively exploit the potential and advantages of the route and soon upgrade the route into an expressway.
For the locality, the road connecting the Hanoi - Hai Phong expressway with the Cau Gie - Ninh Binh expressway through Hung Yen and Ha Nam provinces is a very important road, in the core economic zone of the North and is the driving force for the development of the Red River Delta region, the Hanoi capital region, especially the three provinces of Hung Yen, Ha Nam, and Thai Binh.
The completed route contributes to connecting traffic between Hanoi - Hai Phong Expressway, National Highway 38, National Highway 38B, National Highway 39 and Cau Gie - Ninh Binh Expressway, improving the exploitation capacity of the two expressways, reducing traffic load through National Highway 5, National Highway 1 and the gateway to Hanoi Capital, while creating smooth communication with Hai Phong, Quang Ninh, contributing significantly to the socio-economic development in the key economic region of the North, including the provinces of Hung Yen, Ha Nam, Thai Binh.
Minister of Transport Nguyen Van Thang and leaders of ministries, branches, central and local agencies attended the ceremony.
“Determining the importance of the project, the Provincial Party Committee and Provincial People's Committee consider this one of the top tasks. The goal of completing the route has been included in the Resolution of the 19th Hung Yen Provincial Party Congress.
The Provincial People's Committee has regularly directed and proposed appropriate mechanisms and policies to promptly remove obstacles, especially difficulties and obstacles in site clearance and site clearance work. Project implementation is regularly included in the content of meetings of the Provincial Party Executive Committee and the Provincial People's Committee; Provincial leaders regularly inspect the scene to directly urge and direct," the Vice Chairman of the Hung Yen Provincial People's Committee shared.
The Prime Minister presented gifts to the team of engineers, workers and units that contributed to helping the route finish ahead of schedule.
Early investment to upgrade the road into a highway
Speaking at the ceremony, Prime Minister Pham Minh Chinh was very pleased when the road was completed. This road opens and marks a new development stage for Hung Yen province and the region.
The Prime Minister said that Hung Yen has districts that are closer to the center of the capital than the districts on the outskirts of the capital. Therefore, we must try to connect Hung Yen with the Hanoi - Hai Phong highway, Hung Yen with the Phap Van - Cau Gie highway and connect Van Giang to Hanoi. When those three roads are connected to Hanoi, Hung Yen will become rich on its own.
“The completion of the project is very important, not only contributing to Hung Yen’s implementation of the three strategic breakthroughs set by the Party and the State. It also helps to raise the level of thinking and renew Hung Yen’s strategic vision of developing transportation, developing regional connectivity, and developing national connectivity.
This road is a connecting road between two highways, like the hypotenuse of a triangle, helping to shorten travel time, connect and develop the region.
The road also creates new development space for localities where the route passes through; increases land value; increases trade, creates competitiveness of goods, improves people's lives, and contributes to long-term growth," the Prime Minister emphasized.
Regarding the proposal of the locality and the contractor to allow the early upgrading of the route into an expressway, Prime Minister Pham Minh Chinh affirmed: The Central Government completely agrees and supports the policy. We do not wait until after 2030 as planned, but set a target to do it immediately, so that the implementation can begin in 2025 and be completed by the end of 2026.
To do this, the Prime Minister requested Hung Yen province to promote internal resources, use the potential advantages of the route, and soon invest in completing the overpass system, intersections, and road expansion to build the route into a highway.
The Prime Minister also assigned the Ministry of Transport and relevant ministries to coordinate with Hung Yen province to soon complete procedures to upgrade the route into an expressway.
During the ceremony, the Prime Minister also thanked the local people for giving up their land and housing so that the locality could complete site clearance early, creating the premise for the project to finish early.
The Prime Minister praised the contractor for working in “3 shifts, 4 teams” regardless of holidays and days off to complete the project 8 months ahead of schedule. He also praised the authorities at all levels of Hung Yen province for doing a good job in site clearance.
At the same time, it is noted that the province must make good use of the potential advantages of the route through proper implementation of plans approved by the Government.
