
Opening the dialogue, Mr. Le Ngoc Trung - Chairman of the Provincial Cooperative Union (CPU) said that as of June 30, 2024, in Quang Nam, there were 652 cooperatives and 1 Cooperative Union operating in various fields.
Of which, 414 are agricultural cooperatives, 34 are industrial and handicraft cooperatives, 145 are trade and service cooperatives, 3 are people's credit funds and 56 are other cooperatives.
However, in the trend of increasingly deep international and regional integration, cooperatives are facing many difficulties in finding markets, organizing production and business activities, and difficulties in accessing policies and mechanisms on land, credit, human resources, etc.
Many recommendations
Participating in the dialogue, Mr. Nguyen Van Tan - Director of Duy Son Cooperative (Duy Xuyen) proposed that the province add a target to attract young qualified staff to work in the cooperative in the period of 2021 - 2025.
Because, the regulation issued with Decision No. 2406 (dated August 23, 2021) is to attract about 120 people, but by May 2024, the preferential quota has run out. Similarly, Dien Tho Trading Cooperative (Dien Ban) also proposed that the province pay attention to supporting the attraction of young workers to work for the cooperative.

Leaders of some cooperatives in Dien Ban, Duy Xuyen, Que Son requested the Provincial People's Council and People's Committee to consider adjusting the price of public irrigation services. Because the current unit price is low compared to the general level, while input costs have increased.
Dien Tho 2 Agricultural Cooperative (Dien Ban) informed that Ben Huc pumping station was handed over by Dien Ban Town People's Committee to the Cooperative for exploitation and operation to serve irrigation work from the summer-autumn crop of 2006 until now.
Starting in 2009, the pumping station was filled up, up to now the silting up is more than 300m wide, making operation very difficult.
Dai Hiep Agricultural and General Trading Cooperative (Dai Loc) reported that Tra Can reservoir provides irrigation water for 90 hectares of rice fields in Dai Hiep, Dai Nghia communes and Ai Nghia town. The province should consider supporting investment in a solid canal system to serve production.
Ms. Huynh Thi Thu Thuy - representative of Ba Ba Hoi Agricultural and Food Processing Cooperative (Tam Ky) proposed that the Provincial Cooperative Development Support Fund should consider expanding the conditions for mortgage loans in the coming time, specifically, appraising assets attached to land so that cooperatives can have more favorable conditions for borrowing capital...
Vice Chairman of the Provincial People's Committee Ho Quang Buu suggested that in the coming time, relevant units of the province and authorities at all levels continue to pay attention to coordinating and guiding cooperatives to remove difficulties and obstacles that arise. As for cooperatives, they must be more proactive and flexible in orienting production and business development, expanding product consumption markets, etc.
Response from authorities
Regarding the issue of supporting the attraction of young qualified cadres to work in cooperatives, Mr. Le Ngoc Trung said that in Article 9 of Resolution No. 25 (dated July 22, 2021) of the Provincial People's Council on regulations on mechanisms and policies to support the development of collective economy and cooperatives in Quang Nam province in the period of 2021 - 2025, the scale of attracting young workers to work in cooperatives is about 120 people with college degrees or higher.

After 3 years of implementation, up to now, 120 young workers with college degrees or higher have been attracted to work at cooperatives in the whole province (achieving 100% of the target).
“However, currently, many cooperatives in Quang Nam have a need to attract young staff to work. The provincial Cooperative Union is reviewing and re-evaluating the effectiveness of attracting young staff to work at cooperatives to have a basis to report to the Provincial People's Committee and Provincial People's Council to supplement the attraction target,” said Mr. Trung.
Regarding the proposal of many cooperatives on increasing the price support for public irrigation service products, Mr. Tran Van Noa - Head of the Department of Rural Development of Quang Nam said that on March 13, 2023, the Provincial People's Committee issued Official Dispatch No. 1326 on the implementation of Circular No. 27 (dated December 30, 2022) of the Ministry of Agriculture and Rural Development.
Accordingly, localities are required to direct specialized agencies and units exploiting irrigation works to develop economic and technical norms in the management and exploitation of irrigation works under the management scope of the district level according to the provisions of Circular No. 27 to submit to the Provincial People's Committee for consideration and promulgation.

At the same time, direct and guide grassroots irrigation organizations to refer to and apply the provisions of Circular No. 27 to develop and implement economic and technical norms, ensuring consistency with the practical management and exploitation of irrigation works in the locality.
However, up to now, no locality has implemented the construction of economic and technical norms for irrigation works managed and operated by grassroots irrigation organizations, so there is no basis for competent authorities to appraise and approve unit prices, service prices, and budget estimates for price support according to regulations.
Regarding the proposal to invest in the construction of a canal system belonging to Tra Can reservoir, on March 20, 2024, the Department of Agriculture and Rural Development issued Official Dispatch No. 736 requesting the People's Committee of Dai Loc district to direct the District Project Management Board and Construction Order to coordinate with relevant units to review, supplement and complete the dossier before submitting it to the specialized construction agency for appraisal according to regulations. After the project is appraised and approved, it will be implemented soon.
Regarding the Ben Huc pumping station (Dien Tho, Dien Ban) being seriously silted up, Mr. Tran Van Noa said that, based on the proposal of the People's Committee of Dien Ban town in Document No. 226 (dated June 21, 2021), the Provincial People's Committee has a policy to allow the development of a technical plan to dredge and silt up the channel leading to the Ben Huc pumping station's suction tank in Official Dispatch No. 4142 (dated July 7, 2021). Request the People's Committee of Dien Ban town to study and organize the implementation to ensure compliance with regulations.
