Cooperating with China to build a $10 billion railway connecting to Kunming

Prime Minister Pham Minh Chinh requested that the China Construction and Engineering Corporation (CRCC) should soon have a specific product, a research report, to submit to competent authorities for consideration and approval.

Within the framework of attending the 8th Greater Mekong Subregion Cooperation Summit and working in China, Prime Minister Pham Minh Chinh received Mr. Dai Hegen, Chairman of the Board of Directors of China Construction Engineering Corporation (CRCC).

The Prime Minister affirmed that Vietnam is determined to carry out the Kunming - Lao Cai - Hanoi - Hai Phong railway project. Therefore, it is necessary to promote cooperation quickly and effectively with the goal of starting the project in 2025 and completing it after 3 years of implementation.

Railway line target to start construction in 2025

Expressing his desire to participate in the project, Mr. Doi Hoa Can, Chairman of CRCC, said that with the capacity to build railway and highway infrastructure, as well as the foundation of cooperation with Vietnam, CRCC wishes to deploy the Kunming - Lao Cai - Hanoi - Hai Phong railway line.

To date, CRCC has participated in the planning and completed the planning to send to the authorities. The company also coordinated to speed up the pre-feasibility study process and basically completed the report.

However, he was concerned about the project's goal of starting construction in December 2025 due to procedural problems. Therefore, the CRCC chairman suggested that procedural problems should be resolved, project investment approved, and high-level Chinese leaders should be coordinated to facilitate project implementation.

Mr. Doi Hoa Can also said that on the basis of cooperation with Vietnamese partners, Vietnam Railway Corporation, CRCC Group, when participating in this railway line, will also promote the transfer of human resource training and operational management.

Mr. Doi Hoa Can also wishes to invest in the Ho Chi Minh City urban railway project and the North-South high-speed railway to further promote friendly cooperation between the two countries.

Expressing his gratitude to CRCC Group for its contributions to Vietnam's development, Prime Minister Pham Minh Chinh emphasized that the Lao Cai - Hanoi - Hai Phong railway connecting with Kunming (Yunnan province, China) is one of the vital routes connecting the two countries.

This project not only contributes to the realization of the Belt and Road Initiative, but also has great significance in contributing to the economic development of Yunnan province, China and the northern border provinces of Vietnam.

Therefore, businesses of both sides need to strengthen cooperation, promote the realization of high-level agreements, and specific cooperation contents so that the comprehensive strategic cooperative partnership and the "Vietnam-China Community of Shared Future of Strategic Significance" will increasingly develop, deepen, comprehensively and sustainably.

Soon have specific products to present to competent authorities

With the spirit of valuing time and intelligence so that the railway can start construction in 2025, the Prime Minister asked the CRCC Group to continue to coordinate with Vietnamese authorities to speed up the work that needs to be implemented for the project before it is considered and decided by all levels.

He affirmed that the project implementation principle must follow Vietnam's procedures and regulations. However, the Government will make efforts to ensure the implementation steps are carried out as quickly and effectively as possible.

Therefore, the requirement for CRCC Group is to soon have specific products as a basis for submission to all levels with the spirit of saying what is said must be done, committing to doing it must be done and doing it must have specific products.

Along with that are coordination mechanisms in supporting preferential loans when the project has a scale of about 10 billion USD. Implementing technology transfer to train human resources, expanding cooperation in other infrastructure projects. Future cooperation needs to learn from past projects, in the spirit of harmonious benefits, sharing risks to fight against negativity, corruption and waste.

Along with the Lao Cai - Hanoi - Hai Phong railway, the Prime Minister asked CRCC to study and participate in other large-scale infrastructure projects in Vietnam such as: Hanoi - Lang Son railway; Mong Cai - Ha Long - Hai Phong railway; North - South high-speed railway project; expressway projects connecting Vietnam's border provinces with China.
