Building a sustainable digital ecosystem Speaking at the opening of the Forum, Director of the Department of E-commerce and Digital Economy, Ministry of Industry and Trade Le Hoang Oanh said that the Ministry of Industry and Trade has always accompanied businesses and organizations in the process of digital transformation, through the implementation of policy solutions to develop a healthy competitive e-commerce market, build ecosystems to support businesses in effectively applying e-commerce to business activities, and improve the ability to adapt to new business and technology trends.

According to Director Le Hoang Oanh, in the context of the constantly fluctuating global market, flexibility and readiness to transform are the keys to sustainable business development. E-commerce has become a key driving force in the digital economy, with an impressive growth rate of 25% in 2023 and is expected to account for 10% of total retail sales by 2025. This process not only opens up great opportunities but also encourages businesses to quickly adapt and make important strides. Contracts are the basic form of expression of civil and commercial relationships, the beginning of transaction processes in social life and economic activities. Therefore, concluding contracts in the electronic environment is also one of the key issues of legal regulations on electronic transactions, as reflected in the UNCITRAL Model Law on Electronic Commerce and the United Nations Convention on the Conclusion of Contracts Using Electronic Documents. The Law on Electronic Transactions 2005 and Decree 52/2013/ND-CP on e-commerce also provide fundamental regulations to ensure the legal value of electronic contracts, including the issue of electronic contract authentication.

In the spirit of companionship and support, the Department of E-commerce and Digital Economy always encourages businesses, management agencies, and related organizations to participate in building a sustainable digital ecosystem. Therefore, this Forum focuses on discussing together the factors affecting the digital transformation of the entire business cycle of enterprises, focusing on a very specific stage of that cycle: contract signing, in the direction of promoting the application of secure electronic contracts. Towards comprehensive digital transformation Mr. Do Ke Cong - Director of VNPT Digital Signature and Electronic Contract Center said that since 2009, the Group has improved its services and solutions, including the VNPT eContract platform and remote digital signing solution (Remote Signing). By 2024, VNPT is proud to have provided more than 1 million electronic contracts in many fields: providing telecommunications, electricity, water services; banking, securities; transportation, transactions of SME enterprises,... As one of the pioneers in implementing digital signatures and electronic contracts in Vietnam, Mr. Do Quang Yen, Director of CMC TS C-SUITE Solution Center, CMC Technology and Solutions Corporation Limited shared that digital transformation is a key factor helping Vietnamese enterprises develop sustainably and improve their competitiveness. Many enterprises have applied CRM, ERP, Big Data and AI systems to optimize processes, enhance customer experience and convert to online business models. Mr. Do Quang Yen believes that electronic contracts play the role of "the final knot" in the digital transformation chain, ensuring transparency and automation between participants, from customers, partners to internal management. CMC's C-Contract system is designed with security features such as authentication of signing time, signer identity and contract integrity, ensuring the legality and safety of online transactions. At the forum, Mr. Tran Manh Cuong, Deputy General Director of VNPAY, affirmed that integrated service platforms are an important driving force in improving the effectiveness of applying electronic contracts for businesses. The Law on Electronic Transactions 2023, which took effect in July this year, is not only a legal regulation but also an important step forward in building a solid foundation for advanced technologies such as digital signatures, timestamps and electronic identification. This demonstrates the Government's vision in modernizing the trade transaction system, creating a favorable environment for sustainable development.
