On the morning of August 20, the People's Committee of Thai Binh province held a press conference to provide information on the results of the 10th grade entrance exam for the 2024-2025 school year after the inspection. Mr. Pham Van Nghiem, Vice Chairman of the People's Committee of Thai Binh province, chaired the press conference.
Error from assembling the beat to entering the test score
According to the Inspectorate of Thai Binh province, the results of the inspection and verification during the process of re-checking the essay test, the number of test papers that were manually checked for matching was only 0.71%, not ensuring at least 20% of the essay test papers as prescribed in Point c, Clause 6, Article 27 of the High School Graduation Exam Regulations.
When errors are discovered (some exam papers are out of sync), the Secretariat does not make a record but only records the information of the candidates with errors and forwards it to the Head of the Exam Steering Committee.
However, the Head of the Exam Steering Committee did not clearly identify the cause and take measures to correct the error through checking the matching of the Secretariat, which is not in accordance with the provisions of Point c, Clause 6, Article 27 of the High School Graduation Exam Regulations.
The inspection team manually matched 100% of the essay exams (no re-scoring of the exams was performed), determining that 2,997 exams were out of sync, causing incorrect scores for 2,750 exams.
There were 49 exams with errors in scoring and entering scores, of which 19 exams had incorrect scores compared to the published score sheet.
The total number of essay exams with incorrect scores was 2,769; of which: 1,368 exams had scores higher than the announced scores, 1,401 exams had scores lower than the announced scores.
The total number of candidates with incorrect admission scores is 1,589 candidates; of which 781 candidates have a higher admission score than the announced admission score, and 808 candidates have a lower admission score than the announced admission score.

According to the Inspectorate of Thai Binh province, after the inspection process, the inspection team determined that the new admission scores for the first round had changed in 4/12 specialized classes and 11/29 Admission Councils of mass high schools.
According to the new admission scores for the first round at the Specialized High School Admissions Council: 15 candidates changed from not being admitted to being admitted; 15 candidates changed from being admitted to not being admitted.
According to the new admission scores for the first round at the Admission Councils of Mass High Schools: 237 candidates changed from not being admitted to being admitted; 243 candidates changed from being admitted to not being admitted.
The Head of the Exam Steering Committee and the Secretariat were irresponsible and did not comply with regulations.

According to the Thai Binh Provincial Inspectorate, the initial violation determined that the Head of the Exam Steering Committee and the Secretariat did not comply with the regulations in the process of "Recalling essay test papers" in the 10th grade high school entrance exam for the 2024-2025 school year, leading to the incorrect announcement of the total admission scores of 1,589 candidates, incorrect admission scores for the first round of 4/12 specialized classes under the Admission Council of Specialized High Schools and 11/29 Admission Councils of General High Schools, and incorrect admission results of 510 candidates.
The cause of the violation was that the Head of the Secretariat and related individuals of the Secretariat did not fully perform their responsibilities in performing their official duties. The Head of the Exam Steering Committee was irresponsible, did not inspect, supervise and did not promptly report to the Provincial People's Committee about unusual incidents at the exam.
Regarding the recommendation, the Provincial Inspectorate has recommended the Chairman of the Provincial People's Committee to direct the Department of Education and Training to base on the exam scores of the candidates determined through inspection and regulations of specialized laws, carry out procedures according to authority to announce the exam scores of the candidates and organize the admission process according to regulations.
Direct the Inspection Team to continue to clearly identify the existence, limitations, violations, and responsibilities of organizations and individuals in the process of performing tasks at all stages leading to deviations, incorrect scores of candidates, incorrect admission results stated in the Inspection Conclusion and recommend handling measures; conduct inspections of other contents in the inspection decision and inspection conclusion according to regulations.
The Department of Home Affairs has advised to extend the suspension period for Mr. Nguyen Viet Hien, Director of the Department of Education and Training, to serve the inspection work.

Hundreds of candidates went from failing to passing, passing to failing
According to the inspection conclusion of Thai Binh province, most of the examination councils had candidates with incorrect total scores, the most of which were Thai Binh Specialized High School (223 candidates), Quach Dinh Bao High School (157 candidates), Dong Tien Hai High School (141 candidates)... Only 2 schools did not have the problem of incorrect scores: Dong Hung Ha High School and Phu Duc High School.
After the second review, the score adjustment led to changes in the results of some candidates and the benchmark scores of high schools in Thai Binh province.
Specifically, 11 general high schools and 4 specialized classes of Thai Binh Specialized High School had an increase or decrease of 0.1 to 0.4 points in the entrance standard. In particular, the IT major of Thai Binh Specialized High School had the highest increase in the standard score of 0.75 points. From that, 252 candidates went from failing to passing, of which 15 candidates passed Thai Binh Specialized High School.
