At the press conference, leaders of the Ministry of Education and Training affirmed that the 2024 high school graduation exam was conducted seriously with the leadership of local authorities and the close coordination of many participating forces providing support.
The exam has reduced pressure.
Across the country, over 1 million candidates took the exam, representing between 95% and 99% of the number of registered candidates.
During the four exam sessions, 30 candidates violated the regulations, including 26 who were suspended from the exam for bringing mobile phones and documents into the exam room, and the remaining 3 who received reprimands and warnings.
This number has decreased significantly compared to the previous year (in 2023, 41 candidates were suspended from the exam). No officials violated the regulations.
Speaking at the press conference, Mr. Huynh Van Chuong, Director of the Quality Management Department (Ministry of Education and Training), stated that the exam has been decentralized, with local authorities taking full responsibility for its organization.
The Ministry of Education and Training is only responsible for issuing directives, preparing exam questions, and conducting inspections and supervision. This organizational structure has reduced pressure on the exam and increased the initiative and accountability of local authorities.
The Ministry of Education continues to deny rumors of leaked exam questions.
Immediately after the literature exam, many candidates were overjoyed because they felt they had "guessed correctly" the questions. Prior to this, information circulated widely online about the exam questions focusing on the work "The Country" (by Nguyen Khoa Diem). Some discussions suggested the questions were very close to the exam content.
Regarding this matter, the Ministry of Education and Training has requested the examination board to report and affirmed that "the literature exam questions are kept absolutely confidential."
At the press conference, responding to Tuoi Tre Online's question about the process of verifying information regarding "leaked exam questions," Mr. Nguyen Ngoc Ha, Deputy Director of the Quality Management Department and Head of the Exam Question Committee, affirmed that according to the committee's report, there was no leak or breach of exam questions.

Tuổi Trẻ Online then asked: "Did the Ministry coordinate with the police to verify the information, or did they rely solely on the exam committee's report?" Mr. Ngọc Hà stated: "One piece of evidence indicating a leak would be the appearance of an exam paper with identical content and requirements. But this did not happen."
Tuổi Trẻ Online also questioned whether the literature exam for next year would use materials outside the curriculum and textbooks to reduce speculation before the exam. Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, declined to answer this question, citing that "the press conference is only about the 2024 exam."
Following numerous press inquiries requesting the Ministry of Education and Training to address the issues raised by Tuoi Tre Online , Deputy Minister Pham Ngoc Thuong stated that the literature exam for the 2025 examination will use materials outside of the textbooks.
At the press conference, Tuoi Tre Online also expressed concerns about the grading of the literature exam with open-ended questions, wondering whether essays expressing the individuality and different viewpoints of the candidates would be graded, or only those viewpoints that coincided with the viewpoints of the question setters and graders.
Mr. Nguyen Ngoc Ha stated that when constructing the exam questions, several criteria had to be ensured, including educational orientation. However, regarding the open-ended questions, he added, "If the candidate writes correctly and convincingly, it will be considered." The answer did not fully satisfy the press's questions.
Mr. Pham Ngoc Thuong also noted that in social science subjects in general, and literature in particular, some candidates demonstrated creativity that went beyond the grading guidelines. While this might pose difficulties for examiners, in reality, many papers received scores of 9 or 10, proving that the candidates' creativity was accepted by at least two examiners.
Previously, many candidates and teachers were concerned that candidates with significantly different viewpoints, even if reasonable, might not receive points because they contradicted the views of the question setters and examiners.
Exam results will be announced on July 17th.

According to the schedule of the Ministry of Education and Training, immediately after the end of the exam, the local grading committees also began their work. The multiple-choice grading committees have ensured that they have the necessary equipment and machinery to support the computerized grading process.
The essay grading committee will meet to agree on grading guidelines before beginning the grading process.
The Ministry of Education and Training is expected to announce the exam results for candidates nationwide at 8:00 AM on July 17th. Provincial Departments of Education and Training are responsible for granting high school graduation certificates to candidates.
After receiving their exam scores, candidates wishing to apply to university will register their preferences on the Ministry of Education and Training's common admissions system, including both early admission preferences and preferences based on the high school graduation exam results.
The 2024 high school graduation exam will be the last exam under the 2006 general education program. From 2025 onwards, the high school graduation exam will follow the 2018 general education program.

Prior to the exam, the Ministry of Public Security reviewed the sale of high-tech devices to prevent cheating from occurring.
Mr. Chung also stated that the police had previously investigated false rumors about the exam questions before the exam and identified the person who disseminated the clip. The Ministry of Public Security is ready to cooperate with the Ministry of Education and Training to verify any further information related to exam cheating.

Ho Chi Minh City: A candidate fainted at the exam venue.
On the afternoon of June 28th, the Ho Chi Minh City Department of Education and Training released a quick report on the high school graduation exam.
Accordingly, on the first day of the exam, June 27th, Ho Chi Minh City had one candidate with a stomachache needing assistance (at the Le Hong Phong High School for the Gifted exam center) and one candidate with a digestive illness who had to be taken to the hospital (they were guided through the special procedures and protocols).
Also on the first day of the exam, Ho Chi Minh City had two candidates who violated the exam regulations by using miniaturized study materials. Both of these candidates were independent candidates.
On June 28th, during the combined subject exam session, one candidate in Ho Chi Minh City fainted at the examination center and was taken to the district hospital.
During the foreign language exam session, candidates in Ho Chi Minh City registered to take the following foreign languages: English, French, Chinese, German, Japanese, and Korean. Of these, English had the highest number of candidates with 73,028, while 320 were absent; 124 candidates took French, 176 took Chinese, 12 took German, 76 took Japanese, and 22 took Korean.
July 20th: Application and admissions selection day in Hanoi and Ho Chi Minh City.
