- On April 3, Comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee, Head of the Provincial Power Development Steering Committee chaired a meeting to assess the power development situation in the province and review a number of related drafts.
According to the report at the meeting, currently, in the province there are 7 hydroelectric plants with a total capacity of 54.9 MW; 1 thermal power plant (110 MW) is operating to generate electricity; the annual electricity output supplied to the national power system reaches over 900 million kWh.
Regarding the investment in power grid construction, in 2024, Lang Son Power Company completed the construction and energization of 7 projects. Currently, the company is implementing the construction of 4 transitional projects. By the end of 2024, the company has completed 12 projects to renovate the rural low-voltage grid that is not guaranteed, and renovate 309.6 km of 0.4 kV lines in 72 communes. Currently, 100% of communes in the province have electricity; 166/175 communes meet the electricity criteria in new rural construction, an increase of 12 communes compared to 2023.
Regarding the implementation of the power development plan, up to now, the Department of Industry and Trade has received dossiers of 23 power source projects (including dossiers of 20/22 wind power projects; 2/2 biomass power projects; 1/1 waste power project). Regarding the power grid project (invested and managed by the power sector), currently, in addition to the projects approved in the previous phase of the Power Plan and transferred to the completed Power Plan VIII and Provincial Plan for the period up to 2030, a number of projects are being implemented with investment policy approval. However, the implementation of power grid projects is still slow, not meeting the progress according to the plan approved by competent authorities.
Regarding power source projects, currently 5 investors have proposed 6 wind power investment projects. However, legal documents related to investment, land, bidding are not yet synchronized, some policy mechanisms are being completed. Therefore, the above projects do not have a basis for investment approval.
At the meeting, delegates discussed and contributed opinions to the drafts: Regulations on the operation of the Provincial Power Development Steering Committee; Plan for implementing the power supply network development plan until 2030; process for selecting investors for power source projects; Work plan for 2025... At the same time, delegates also raised a number of difficulties and problems related to land use planning, investment and construction procedures.
Concluding the meeting, the Vice Chairman of the Provincial People's Committee basically agreed to approve the electricity development tasks proposed at the meeting. At the same time, he requested relevant agencies to continue to organize the review and completion of contents related to projects under the Power Plan VIII, especially wind power projects. In particular, the Department of Industry and Trade - the standing agency of the Steering Committee continues to monitor and grasp the implementation progress; review and unify the contents related to the procedural process to report to the Provincial People's Committee for consideration and decision.
The Vice Chairman of the Provincial People's Committee also assigned tasks to relevant agencies in coordination and implementation according to assigned authority; at the same time, requested the Northern Power Corporation and the National Power Transmission Corporation to coordinate in providing the province with a list and implementation roadmap for the VIII power planning projects.
