The Ministry of Education and Training is recruiting more than a thousand students to study abroad in several European countries under agreement scholarships, along with many other opportunities in Asian destinations.
Russia is offering 1,000 study abroad opportunities at many levels for Vietnamese people.
Full scholarship
On February 16, the Department of International Cooperation under the Ministry of Education and Training announced the recruitment of Vietnamese students to study abroad under the agreement scholarship in Russia, with up to 1,000 places applicable to undergraduate, master's, doctoral, specialized internship and Russian language programs. The training time for master's and doctoral programs ranges from 2-5 years (not including a year of preparatory Russian language study), while the internship program ranges from 3 months to 2 years.
Agreement scholarships are scholarships awarded according to cooperation agreements and treaties signed between the Vietnamese Government and countries, territories or international organizations. With agreement scholarships, the recipient side waives tuition fees, provides monthly living expenses and accommodation. The Vietnamese side considers providing round-trip airfare, travel expenses, passport and visa fees, health insurance and subsistence allowance according to current regulations (if necessary).
The Russia-Vietnam Agreement Scholarship prioritizes candidates who have studied in Russia or studied Russian in Vietnam, or have an international Russian language certificate. If they are 12th graders, they must have won international and national awards as prescribed and have an average score of 7 or higher. The requirements will also vary depending on the program the candidate is applying for, with the application deadline clearly stated on the website of the Department of International Cooperation.
In addition to Russia, the Department of International Cooperation is also recruiting students to study in another European country, Bulgaria, under the agreement scholarship program, with a total of 14 full scholarships for undergraduate, master's, doctoral, postgraduate internship or scientific research, language internship. Training time ranges from 3 months to 4 years depending on the program, with priority given to those working in state agencies, educational institutions; candidates who have won international and national awards...

Previously, the Ministry of Education and Science of Ukraine announced at the end of 2024 that it would provide 30 government scholarships for Vietnamese citizens, including undergraduate, master's and doctoral degrees. The fields of study include humanities, social sciences and engineering. Applications must be submitted before March 31, 2025 through the Vietnamese Ministry of Education and Training. Romania also has a similar program, with a total of 20 scholarships with a deadline of May 5, according to the Department of International Cooperation.
Also in Europe, the Italian University Cooperation and Study Abroad Office in Vietnam is also accepting applications for the Italian government scholarship "Invest your talent in Italy", including tuition waiver and 9,000 euros living expenses per year (VND 240 million). The scholarship applies to master's courses taught in English. Application documents include: a university degree compatible with the chosen major, transcripts, English certificate equivalent to B2, deadline is February 24.
More opportunities to study abroad outside Europe
According to the International Cooperation Department, the Vietnam - Japan Human Resource Development Scholarship Program (JDS) is accepting applications until March 19 (for master's degree) and April 11 (for doctoral degree). The scholarship is fully funded, including visa application fee; tuition fee; monthly living allowance; round-trip airfare; initial allowance for purchasing computers and learning materials; costs for attending seminars in Japan and internationally... There are a total of 45 scholarships for Vietnamese people.
To apply for the scholarship, candidates must have good capacity, good achievements in study or work, English proficiency of IELTS 5.5 (no skill below 5.0). Candidates must also have the ability to contribute to Vietnam after graduation; the ability to contribute to activities to strengthen bilateral relations between Vietnam and Japan. In addition, candidates for master's degree must also take a basic algebra test in some cases.

Another Asian destination, Taiwan, is also opening applications for Taiwan scholarships and Chinese language scholarships, according to the Education Department of the Taipei Economic and Cultural Office in Vietnam and the Taipei Economic and Cultural Office in Ho Chi Minh City. With the Taiwan scholarship, students receive 40,000 NTD/semester (VND30 million) for tuition fees, 15,000 - 20,000 NTD/month (VND11-15 million) for living expenses depending on the level of study. The deadline for receiving applications is April 15 (for candidates from Da Nang to the south) and March 31 (from Hue to the north).
If you want to study in Cuba, the Cuban government is also offering a total of 14 full scholarships for university education for Vietnamese people, with a duration of 5-6 years of study (including a year of preparatory Spanish language). This is an agreement scholarship applicable to both high school and university students, with the deadline for submitting paper and online applications until May 1.
