More than 3,800 contract teachers are insecure, Thanh Hoa Department of Education and Training speaks out

12 month contract offered

In response to concerns and worries of contract teachers under Decree 111/2022/ND-CP dated December 30, 2022 (regulations on contracts for certain types of jobs in administrative agencies and public service units) in Thanh Hoa province that the labor contract will end on May 31 and they do not know whether it can be continued or not?, the Department of Education and Training of Thanh Hoa and the leaders of the People's Committee of Thanh Hoa province have shared about this content.

As of April 21, it is still unknown whether contract teachers under Decree 111 in Thanh Hoa province in the 2025-2026 school year will be signed on a 9-month or 12-month contract.

Thanh Hoa Department of Education and Training said that the teacher contract under Decree 111 is currently being implemented according to the provisions of Decision No. 5273/QD-UBND dated December 31, 2024, accordingly, the implementation period is from January 1 to May 31, 2025, meaning that the contract with teachers has a term not exceeding May 31, 2025 (the end of the 2024-2025 school year).

Because the contract will expire on May 31, and it is not known whether it will be continued to be signed continuously from June or not, more than 3,800 contract teachers under Decree 111 in Thanh Hoa province are confused and worried. If they are not able to sign a contract during the summer vacation (2 months), the teachers will have no income, and their insurance will be interrupted, affecting their lives.

Speaking to Thanh Nien reporter, Mr. Ta Hong Luu, Deputy Director of Thanh Hoa Department of Education and Training, said that the decision to sign a contract for the duration of the school year (9 months) or the whole year (12 months) will be considered and decided by Thanh Hoa Provincial People's Council and the Provincial People's Committee will have a specific decision. Regarding the viewpoint of Thanh Hoa Department of Education and Training, it is proposed to sign a contract for the whole year (12 months) to ensure the rights of employees, in accordance with the characteristics of the teaching profession.

"The education sector has its own characteristics. Graduation exams and enrollment are conducted during the summer months, and many training and professional development programs must also be implemented regularly. Furthermore, only when a 12-month contract is signed can the teaching staff be stable, and workers can live with peace of mind at work to ensure the quality of teaching and learning.

"If we do not sign contracts during the summer vacation months, re-signing contracts at the beginning of the school year will cause legal problems, and it will inevitably cause difficulties in labor resources because teachers may quit their jobs to do other jobs," said Mr. Luu.

Thanh Hoa Department of Education and Training also said that after abolishing the district level, all tasks and powers of the district level government will be transferred to the commune level. Therefore, the signing of contracts with contract teachers according to Decree 111 will be carried out by the commune level.

Waiting for advice and decision of the People's Council

Speaking to reporters, Mr. Dau Thanh Tung, Vice Chairman of Thanh Hoa Provincial People's Committee, said that currently, the contract period with teachers according to Decree 111 in Thanh Hoa province does not include May 31, and the advisory agency is consulting to make appropriate decisions on the number of teachers and contract period.

"In the coming time, relevant departments will synthesize the specific demand for the number of contract teachers for each school and level for the 2025-2026 school year. Regarding the time and duration of the contract, the Department of Home Affairs will coordinate with the Department of Education and Training and the Department of Finance to synthesize and advise competent authorities for consideration as appropriate," said Mr. Tung.

Thus, up to now, there has been no official decision on how many months of contract will be signed with teachers according to Decree 111, while the 2024-2025 school year is about to end, causing thousands of teachers to worry.

Previously, as Thanh Nien reported, thousands of contract teachers under Decree 111 were owed many months of salary (now paid) and had their contract period shortened from 12 months (1 year) to 9 months.
