More than 3,400 billion VND invested in major transport projects in Soc Trang in the period 2021-2025

Responding to the proposal of the People's Committee of Soc Trang province on investment in the construction, upgrading and expansion of National Highway 1, National Highway 61B and the approach road to Dai Ngai bridge passing through the province, the Ministry of Transport said that it has assigned Project Management Board 7 as the investor to study and propose investment policies for projects expected in the medium-term public investment plan for the period 2021-2025. This includes the project to renovate and upgrade National Highway 1 through the provinces of Soc Trang and Bac Lieu.

However, due to limited resources allocated to the Ministry of Transport, priority should be given to key, nationally important projects such as the North-South Expressway project in the East, completing projects that are being delayed, repaying advance payments, and repaying debts of BT projects.

To meet the demand for investment in transport infrastructure in the province, the Ministry of Transport has advised the Government to submit to the National Assembly for approval the investment policy for the Chau Doc - Can Tho - Soc Trang expressway and completed the procedures to decentralize to the People's Committee of Soc Trang province to implement component project 4 with a length of about 56.9km with a total investment of about 11,120 billion VND.

In the medium-term public investment plan for the period 2021-2025, the Ministry of Transport has balanced 3,431 billion VND to invest in construction of projects in the area, including the following projects: Project to renovate and upgrade National Highway 1A from Nga Bay town, Hau Giang province to Chau Thanh district, Soc Trang province with a total investment of 922 billion VND; Project to invest in construction of Dai Ngai bridge on National Highway 60 in Tra Vinh and Soc Trang provinces with a total investment of 2,509 billion VND.

Due to the difficulty in balancing resources as above, it is not possible to arrange capital to invest in renovating and upgrading National Highway 1, section Km 2136+810 - Km 2169+056.65 through Soc Trang and Bac Lieu provinces as proposed by the People's Committee of Soc Trang province.

"In order to prepare documents and reports for competent authorities to consider and decide on investment policies when resources are balanced, the Ministry of Transport has assigned Project Management Board 7 to continue to carry out investment preparation work for the above project. The Ministry of Transport will continue to closely coordinate with localities to mobilize legal resources to invest in the project, and at the same time assign the Vietnam Road Administration to inspect and maintain the route to ensure favorable travel and transportation conditions for people and businesses," said the Ministry of Transport.

Regarding the proposal to invest in the construction of the Dai Ngai bridge approach road (phase 2) connecting with National Highway 60, the Ministry of Transport said that according to the planning, National Highway 60 has its starting point in My Tho city, Tien Giang province, its end point intersecting with National Highway 61B in Nga Nam town, Soc Trang province, about 147km long, with a scale of 2-4 lanes.

Of which, the section passing through Soc Trang province is planned to be about 52km long. Currently, investment is being implemented for 6.5km in the Dai Ngai bridge construction project on National Highway 60 in Tra Vinh and Soc Trang provinces; New construction of the section from the intersection between the Dai Ngai bridge project and National Highway 91B to the Soc Trang city bypass, about 13.5km long; Upgrading and expanding provincial road 938, about 32km long.

In the period of 2021-2025, the Ministry of Transport is focusing resources to implement the investment project to build Dai Ngai bridge on National Highway 60 in Tra Vinh and Soc Trang provinces, so National Highway 60, the intersection between Dai Ngai bridge project and National Highway 91B to Soc Trang city bypass, is determined to be studied for investment in phase 2 of the project.

Agreeing with the People's Committee of Soc Trang province on the necessity of investing in the construction of the section to gradually complete National Highway 60 according to the plan, the Ministry of Transport said it will prioritize finding capital sources to soon invest in construction, maximizing the effectiveness of investment in construction works on National Highway 60.

The Chau Doc - Can Tho - Soc Trang Expressway is more than 188 km long, passing through 4 provinces of the Mekong Delta, with a total investment of nearly 44,700 billion VND.

The route is over 188 km long, starting at National Highway 91 in Chau Doc City, An Giang Province; ending at Tran De Port, Soc Trang Province. Of which, the section through An Giang is nearly 57 km long, Can Tho is nearly 38 km, Hau Giang is about 37 km and more than 56 km through Soc Trang Province.

In phase one, the project will first build 4 lanes, 17 m wide, allowing vehicles to travel at 80 km/h. When completed, the road surface will be expanded to more than 32 m with 6 lanes. The entire route is expected to be completed in 2027.
