A representative of the Nghe An Department of Transport said: From August 1, the Nghe An Department of Transport issued Decision No. 445/QD-SGTVT and Decision No. 443/QD-SGTVT to revoke the badges of transport vehicles violating speed limits .

Vehicles have their badges revoked for exceeding the speed limit 5 times/1,000km within 1 month, according to the provisions of Point b, Clause 10, Article 22 of Decree 10/2020 of the Government regulating business and conditions for transport business.

Among the 266 vehicles whose badges were revoked, there were 24 buses. In addition to speeding 5 times per 1,000km traveled in 1 month, these 24 buses also stopped and picked up and dropped off passengers beyond the prescribed time.

Nghe An Department of Transport requires transport businesses whose vehicles have their badges revoked to return the badges to the department within 7 days from the date of the decision and not to use the vehicles for transport business during the revocation period. At the same time, the Traffic Inspectorate will monitor the submission of badges and resolutely handle if these vehicles continue to operate during the period of having their badges revoked.

A representative of the Department of Transport (Nghe An Department of Transport) said: If the vehicles have their badges revoked and want to continue operating, the unit must complete procedures to have the badges reissued.

Clause 7 and Clause 12, Article 22 of Decree 10/2020/ND-CP stipulate:

7. Badges are reissued when they are revoked or have their right to use revoked. After the expiration of the period of revocation of the right to use or the period of revocation of the badge, if there is a need to continue using the means of transport business, the transport business unit must complete the procedures to be reissued the badge according to regulations. The dossier, order, procedures, and authority to reissue the badge shall comply with the provisions in Clause 4 and Clause 5 of this Article; in case of requesting to reissue the badge due to revocation or revocation of the right to use, the dossier must include additional documents proving that the violation causing the revocation or revocation of the right to use the badge has been remedied.

12. Transport business unit

a) Badges and signs must be returned to the Department of Transport upon receiving the decision to revoke the badges and signs.

b) The car must not be used for transportation business during the time the car is subject to a penalty of revocation of the right to use (car transportation business license, badge, sign) or the badge, sign is revoked by a competent authority.
