More than 150,000 school accounting clerks will be considered for promotion and salary increase.

Minister of Home Affairs Pham Thi Thanh Tra said that she will consider promoting school staff, ensuring that when salary reform is implemented, there will be conditions for better salary ranking.

Questioning the Minister of Home Affairs, National Assembly delegate Trinh Minh Binh (Vinh Long delegation) said that school staff have an important position and role in organizing teaching and learning activities of the school. However, the current salary of school staff is still very low.

"When reforming the new salary policy, does the Minister have any solutions to improve the salaries of school staff?", delegate Binh asked.

Responding to this issue, Minister of Home Affairs Pham Thi Thanh Tra assessed that "this is a very practical question". Currently, school staff including treasurers, accountants, and clerks number more than 150,000 civil servants. The salary regime for school staff is still very low, not ensuring the minimum regional salary according to regulations.

In the coming time, the Ministry of Home Affairs will request localities to conduct a general review of school staff to ensure the spirit of Circular 16 of the Ministry of Education and Training; consider reviewing and arranging the list of job positions to prepare for reforming salary policies for this group.

"They are civil servants and do not receive the 25% public service allowance, so if there is a new salary reform, they may be disadvantaged. Meanwhile, localities, ministries and branches have not yet provided guidance on civil servant promotion exams," said Minister Pham Thi Thanh Tra.

The Minister also cited that there are accountants who have been civil servants for 10 years but have not been promoted. In the future, the Ministry of Home Affairs will review and consider promoting civil servants in schools, ensuring that when salary reform is implemented, there are conditions for better salary classification for them.

Minister of Home Affairs Pham Thi Thanh Tra also added that up to now, the list of job positions in preparation for salary reform has been completed.

Accordingly, there are 866 positions in administrative agencies; 615 positions in public service units and 17 positions in commune-level civil servants.

In particular, among the leadership titles and positions, up to now, according to Conclusion No. 35 of the Politburo, there are a total of 32 leadership titles and positions from the central to the communal level. "It can be said that we have made the first step," according to the Minister of Home Affairs.

The Minister of Home Affairs said that from 2016 to now, following the direction of the Central Steering Committee on staff management of the Politburo, basically ministries, branches and localities have built job positions, but they have not been completed and have not ensured full and fundamental basis.

For agencies belonging to the Party, Fatherland Front, and socio-political organizations, the Minister of Home Affairs requested the Central Organizing Committee to provide direction to synchronize the entire political system.

Regarding the National Assembly agencies, the Minister of Home Affairs said that the Delegation Work Committee needs to implement the construction of job positions to implement salary payment according to job positions, meeting the spirit of salary reform from July 1, 2024.

The Ministry of Home Affairs will advise the Government and the Steering Committee for the employment system in the State administrative system to promptly deploy, so that localities, ministries and branches can complete job positions as soon as possible to implement the salary reform roadmap.
