On the morning of April 16, the Politburo and the Secretariat held a nationwide in-person and online conference to disseminate and implement Resolution 11 of the 13th Central Committee.
General Secretary To Lam chaired the conference.
The conference was connected from Dien Hong Hall (National Assembly Building, Hanoi) to 21,000 points nationwide with more than 1.5 million cadres and party members.
This is also the first time the conference has been held online on a national scale to convey the content to cadres and party members, combined with live television on VTV1 channel of Vietnam Television and live radio on VOV1 channel of Voice of Vietnam for people nationwide to follow.

Striving to make Vietnam a high-income developed country
Opening the conference, Prime Minister Pham Minh Chinh presented Topic 1 on "Draft documents submitted to the 14th National Party Congress: New points in the Summary of some theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; New points in the draft Report summarizing the work of Party building and implementation of the Party Charter submitted to the 14th National Party Congress; New points in the draft Political Report; New points in the draft report on 5 years of implementing the 10-year socio-economic development strategy 2021-2030; directions and tasks for socio-economic development in the 5-year period 2026-2030".
Presenting on “New points in the Summary of some theoretical and practical issues on the socialist-oriented renovation process in the past 40 years in Vietnam”, Prime Minister Pham Minh Chinh said that the draft has determined that our country will continue to perfect socialism and determine that the path to socialism will be based on three main pillars: Building socialist democracy, promoting the strength of great solidarity; Building a socialist rule-of-law state close to the people; Building a socialist market economy, promoting the people's mastery.
The draft also identifies continued improvement; taking people and people as the center; ensuring social security, at the same time, identifying that growth must be fast and sustainable; continuing to affirm the path to socialism, taking Marxism-Leninism and Ho Chi Minh Thought as the foundation and creatively applying the achievements of 4,000 years of history to develop Vietnam in the new era.
According to Prime Minister Pham Minh Chinh, our country has gained independence for 80 years, but we have only focused on developing the country for nearly 40 years, because before that, Vietnam was under economic embargo. With the goal of preserving the entire territory and improving the lives of the people, after nearly 40 years of renovation, our country has achieved important and comprehensive development results in politics, socio-economy and national security and defense. The World Happiness Report 2025 shows that Vietnam ranks 46th, a positive improvement compared to 54th place in 2024, 65th place in 2023 and is second only to Singapore in Southeast Asia.
This result also affirmed Vietnam's great historical victories, as the late General Secretary Nguyen Phu Trong commented, "Our country has never had the potential, position and international prestige as it does today."
Regarding "New points in the draft Report summarizing the work of Party building and implementation of the Party Charter to be submitted to the 14th National Party Congress; "New points in the draft Political Report" and "New points in the draft report on 5 years of implementing the 10-year socio-economic development strategy 2021-2030; Directions and tasks for socio-economic development 2026-2030", the Prime Minister said that the documents serving the 14th National Party Congress have been edited to be brief and concise compared to previous drafts, but the content is quite complete and profound, ensuring both the nature of documents and comprehensiveness, and ensuring high actionability, which can be implemented immediately, while updating and supplementing many major issues, which are models for the drafting of documents by party organizations.
Regarding the work of organizing the development and implementation of the Party's Charter, the Central Executive Committee discussed, gave opinions and basically agreed to approve the draft Direction for personnel work of the 14th Party Central Executive Committee; additional personnel planning for the 14th Party Central Executive Committee; contents of amendments and supplements to the Central Executive Committee's Regulations on the implementation of the Party's Charter; Regulations on the Party's inspection, supervision and discipline work; contents of amendments and supplements to Directive No. 35-CT/TU dated June 14, 2024 and Conclusion No. 118-KL/TU dated January 18, 2025 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party; Direction for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
The Politburo will also soon issue a Resolution on innovation in law-making and enforcement to meet development requirements in the new era and a Resolution on private economic development to create new momentum along with Resolution No. 57 on breakthroughs in science and technology development, innovation, national digital transformation and Resolution No. 59 on international integration in the new situation to be determined to achieve the GDP growth target of 8% or more in 2025, creating a foundation for continuous double-digit growth in the following years; striving to achieve the goal that by 2030, Vietnam will become a developed country with modern industry and high average income, and by 2045, it will become a developed country with high income...
Seeking opinions on amending the Constitution from May 6 to June 5 , 2025
At the conference, Politburo member and National Assembly Chairman Tran Thanh Man presented the topic "On amending the Constitution and laws; directions for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term".
To meet the above requirements, the scope of this amendment and supplement to the Constitution focuses on two groups of contents. The first group of contents is the provisions of the 2013 Constitution related to the Vietnam Fatherland Front and socio-political organizations (concentrated in Articles 9 and 10) to meet the requirements of arranging and streamlining the organizational apparatus, promoting the role, responsibility and proactiveness of the Vietnam Fatherland Front; the role of gathering classes and strata, focusing on residential areas, close to the people, to each household. The second group of contents is the provisions in Chapter 9 of the 2013 Constitution to implement the model of organizing a two-level local government.
Because the scope of this amendment and supplement to the Constitution is limited, expected to only involve about 8/120 articles of the 2013 Constitution, the National Assembly Standing Committee will submit to the National Assembly the document in the form of a Resolution of the National Assembly (similar to what was done in the amendments and supplements to the Constitution in 1988, 1989 and 2001).
“We attach special importance to collecting public opinions on the amendment of the Constitution from May 6 to June 5. We request that the Government and the Front carry out this work in a scientific, democratic, substantive, public, and transparent manner, paying attention to collecting community opinions according to the Law on Democracy at the Grassroots Level,” Comrade Tran Thanh Man emphasized.
The amendments to the Constitution and related laws and resolutions must be completed before June 30, 2025 and take effect from July 1, 2025. In particular, transitional provisions are stipulated to complete the consolidation and reorganization of the apparatus and commune-level administrative units officially come into operation no later than August 15, 2025, and provincial-level administrative units officially come into operation no later than September 15, 2025.
Regarding the direction of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, the National Assembly Chairman said that the context of this election is reflected in 4 issues: (1)
Innovations in the 2013 Constitution; Law on Organization of the National Assembly, Law on Organization of the Government, Law on Organization of Local Government, Law on Election of National Assembly Deputies and People's Council Deputies... (2) Merging provinces and centrally-run cities; simultaneously implementing a two-level local government model: provincial and communal levels. (3) Arranging and streamlining socio-political organizations and mass organizations assigned by the Party and State to be directly under the Vietnam Fatherland Front. (4) Planning to hold elections earlier than the previous election to create synchronization with Party committees at all levels, promptly implementing the resolution of the 14th Party Congress.
“It is expected that the election day for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will be Sunday, March 15, 2026, and the new National Assembly will hold its first session on April 6, 2026. Therefore, agencies, units, and localities must proactively prepare early, from a distance, right now,” the National Assembly Chairman informed.
