On October 20, the Provincial People's Committee held a conference to review 5 years of implementing the policy to encourage the development of cooperation and linkage in production and consumption of agricultural products according to Decree No. 98/2018/ND-CP dated July 5, 2018 of the Government. Vice Chairman of the Provincial People's Committee Nguyen Thien Van and Deputy Director of the Department of Agriculture and Rural Development Vu Duc Con co-chaired the conference.

Over the past 5 years, through the directives of the Provincial People's Committee, departments, branches and localities have focused on implementing linkages in production and consumption of agricultural products according to Decree No. 98/2018/ND-CP of the Government. Thereby, models of linkages in production and consumption of agricultural products according to the value chain have been formed and developed, bringing high economic efficiency.
Specifically, the province has built 114 linkage chains implemented by the People's Committees at all levels; 10 linkage chains are self-linked by enterprises and farmers. Most of the linkage chains have had the participation of enterprises, cooperatives (HTX) and farmers, focusing on the province's key products (such as: coffee, pepper, rice, fruit trees...). Up to now, the whole province has about 150 agricultural cooperatives, 276 farms, and more than 15,500 farming households participating in production and product consumption linkages with enterprises.

In addition to the achieved results, the implementation of policies according to Decree 98/2018/ND-CP of the province still faces many difficulties and challenges such as: the problem of agricultural product consumption is difficult due to the impact of the COVID-19 epidemic; the production level of farming households is not uniform, making it difficult to meet the requirements in linking production and product consumption; some cooperation and linkage models have only stopped at the stage of signing a memorandum of understanding; the number of agricultural enterprises dedicated to accompanying farmers in production is still small; the policy of supporting infrastructure for linkage has a high response rate, so many enterprises and cooperatives are not interested...
At the conference, representatives of localities, enterprises and cooperatives presented their reports on the results achieved in production linkage and building agricultural product value chains; pointed out difficulties and obstacles and proposed recommendations and solutions to effectively implement Decree 98/2018/ND-CP of the Government in the coming time.

Concluding the conference, Vice Chairman of the Provincial People's Committee Nguyen Thien Van emphasized that in the coming time, in order to continue effectively implementing policies to encourage the development of cooperation and linkage in the production and consumption of agricultural products according to Decree No. 98/2018/ND-CP of the Government, relevant departments, branches and localities need to focus on implementing a number of key solutions to develop the production and consumption linkage chain of agricultural products in the province, such as: strengthening information and propaganda work, guiding enterprises and cooperatives to build linkage projects; improving the capacity of cooperatives and enterprises to effectively implement linkages; supporting and creating conditions for cooperatives to move towards sustainable production according to large-scale value chains; supporting cooperatives and enterprises participating in the linkage chain to connect and consume products; adjusting and supplementing agricultural production support policies to encourage and create conditions for enterprises to participate in the agricultural sector, etc.

On this occasion, the Provincial People's Committee also awarded Certificates of Merit to 10 collectives with outstanding achievements in implementing policies to encourage the development of cooperation and association in production and consumption of agricultural products according to Decree No. 98/2018/ND-CP of the Government.
