More than 100 schools in Hanoi let students stay home, many schools switch to online teaching

On the morning of September 10, 117 schools in Hanoi had to close due to flooding. In the afternoon of the same day, more schools announced that students would be off school, and many places switched to online learning.

According to statistics from the Hanoi Department of Education and Training, as of noon today, September 10, the entire city has 117 schools allowing students to take time off, of which many schools have implemented online learning to ensure student safety and to properly implement the school year schedule.

Of the 117 schools that allowed students to stop going to class this morning, there are 4 high schools; 113 schools are preschool, primary, and secondary schools. The schools that allowed students to stop going to class are all located in low-lying and flooded areas, most of them are in the suburbs.

Thanh Tri district has the most schools that have to close with 43 schools, followed by Thuong Tin district (24 schools), Chuong My district (23 schools). The remaining districts only have a few schools that have to close, including Ba Vi (5 schools), My Duc (4 schools), Thanh Oai (3 schools), Son Tay (1 school), Phu Xuyen (1 school), Quoc Oai (1 school), Hoai Duc (2 schools), Dan Phuong (1 school).

Two inner-city districts have schools that have to close due to flooding: Hoang Mai District (1 school) and Ha Dong District (3 schools). At Van Yen Primary School, Ha Dong District, although the school is closed, a few students still come to school and are well managed and cared for by teachers.

According to Mr. Pham Van Ngát, Head of the Department of Education and Training of Thanh Tri district, many residential roads in the area are deeply flooded due to the impact of the rain on the night of September 9, making it unsafe for students to go to school. Schools have reported to the Department of Education and Training and asked for the opinion of the People's Committee of Thanh Tri district to let students stop attending in-person classes and switch to online learning. Specifically, the whole district has 9/33 kindergartens closed; 17/33 primary schools and 17/17 secondary schools switched to online learning.

This afternoon, some schools continued to announce that students would be off school. Phan Huy Chu High School announced that students would be allowed to leave school at 1:30 p.m. Starting tomorrow, September 11, all students will study online until further notice.

Luong The Vinh Secondary and High School has also announced that students will be off school this afternoon, and will start leaving at 2:00 p.m., at both Tan Trieu and Cau Giay campuses. According to Mr. Nguyen Quoc Binh, the school's principal, because the roads leading to Tan Trieu were heavily flooded, only about 20% of the students at the school were able to get to class this morning and were only able to get to school late. Some teachers were also unable to get to school because their vehicles were stalled due to flooding.

At Cau Giay campus, although not yet flooded, due to information that Hanoi will continue to have rain this afternoon, plus the fact that students will leave school during rush hour, there is a high risk of facing heavy rain, flooded roads and traffic jams, so the school decided to let students stay home to ensure safety. Depending on the weather and instructions from all levels, the school will have further announcements to students and parents. However, the school is also ready for online learning.

The Hanoi Department of Education and Training has issued a document directing schools that have not yet met safety conditions due to the impact of storm No. 3 not to organize classes for students and to have a plan to report to competent authorities to immediately remedy the damage. Based on practical conditions, after overcoming the consequences of storm No. 3, the principal will report to competent authorities to decide on organizing students to return to school.

Schools focus on implementing plans to ensure safety for students, staff, teachers and employees of the unit. The Department of Education and Training of districts, towns, and cities, directors of vocational education and continuing education centers, and school principals need to closely monitor weather developments, daily review all conditions of facilities and equipment with the spirit of ensuring absolute safety before organizing direct teaching and at the same time prepare plans for online teaching.
