More than 1,000 local civil enforcement officers apply for early retirement

That is noteworthy information at the online conference to review civil judgment enforcement work in the first 6 months of 2025 held on April 4, organized by the Ministry of Justice.

Statistics from the General Department of Civil Judgment Enforcement show that 7 heads of provincial-level Civil Judgment Enforcement Departments have registered for early retirement, in the following provinces: Ba Ria - Vung Tau, Ha Nam, Quang Nam, Son La, Tien Giang, Tra Vinh and Hue City (a centrally-run city from January 1). In addition, 11 cases at the General Department of Civil Judgment Enforcement have been resolved for early retirement and termination of employment according to Decree 178 of the Government.

More than 1,000 civil servants at local civil enforcement agencies who have registered for early retirement are being compiled, assessed, and advised on policies and regimes by the General Department of Civil Enforcement.

Regarding this issue, Deputy Minister of Justice Mai Luong Khoi said that for those who wish to resign under Decree 178, while waiting for the regime to be considered and resolved, the Ministry of Justice requires that they do not have a lax mindset. Anyone who lacks a sense of responsibility and is negligent during this period must be held accountable.

Believing that this restructuring and streamlining of the apparatus is an opportunity to restructure and improve the quality of the staff, Deputy Minister Mai Luong Khoi requested local civil enforcement agencies to make a comprehensive assessment, thereby proactively proposing plans for restructuring and streamlining.

"In any context, there must be no interruption, no impact on the progress of execution of judgments, and no impact on the legitimate rights and interests of organizations and individuals," Mr. Mai Luong Khoi emphasized.

Previously, the Government issued Decree 39 stipulating the functions, tasks, powers and organizational structure of the Ministry of Justice (effective from March 1). The General Department of Civil Judgment Enforcement will be reorganized into the Department of Civil Judgment Enforcement Management. The Department will continue to perform its tasks and powers according to the provisions of law until the decision of the Minister of Justice stipulating the functions, tasks, powers and organizational structure of the Department of Civil Judgment Enforcement Management takes effect.

63 provincial Civil Judgment Enforcement Departments nationwide are expected to be reorganized as provincial/municipal Civil Judgment Enforcement Departments (equivalent to branch level) under the Civil Judgment Enforcement Management Department.

Also in the first 6 months of the year, People's Courts at all levels transferred 1,717 judgments and administrative decisions to civil enforcement agencies. Civil enforcement agencies monitored 1,717 judgments and decisions; issued 1,206 documents notifying voluntary enforcement of judgments; publicly posted 480 decisions on compulsory enforcement of civil judgments; organized work with judgment debtors in 951 cases; issued documents urging and recommending competent authorities to consider and handle responsibilities for 211 cases.

Administrative agencies have completed the execution of 407 judgments, are continuing to execute 1,303 judgments, and have temporarily suspended the execution of 7 judgments.
