National Assembly deputies met in the hall on the afternoon of May 24.

In the morning, National Assembly deputies discussed in groups: Additional assessment of the results of the implementation of the socio-economic development plan and state budget in 2022; the implementation of the socio-economic development plan and state budget in the first months of 2023;

Delegates will also discuss the work of practicing thrift and combating waste in 2022; Approval of the 2021 state budget settlement; Adjustment of the investment policy of the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province; Decision on the investment policy of the traffic project from National Highway 27C to Provincial Road DT.656 in Khanh Hoa Province - connecting with Lam Dong and Ninh Thuan;

Assigning the list and capital levels for tasks and projects under the Socio-Economic Recovery and Development Program; assigning, adjusting and supplementing the medium-term public investment plan of central budget capital for the period 2021-2025 and allocating the central budget capital investment plan for 2023 of the national target program;

Continuing to implement the policy of reducing value added tax by 2% according to Resolution No. 43/2022/QH15 dated January 11, 2022; Policy of investing in additional charter capital for the Bank for Agriculture and Rural Development of Vietnam.

In the afternoon, the National Assembly met in the hall to listen to: The presentation and the report on the examination of the draft Law on Water Resources (amended); The report on the explanation, acceptance and revision of the draft Law on Cooperatives (amended).

Afterwards, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Cooperatives (amended).

The afternoon session of the National Assembly will be broadcast live on Vietnam National Assembly Television.

* Previously, at the Opening Session of the 5th Session of the 15th National Assembly, authorized by the Prime Minister, Deputy Prime Minister Le Minh Khai presented a supplementary assessment report on the results of the implementation of the socio-economic development plan and state budget in 2022; the implementation of the socio-economic development plan and state budget in the first months of 2023. In particular, the Government proposed 10 main groups of tasks and solutions to strive to complete the targets assigned by the National Assembly.

Accordingly, in a very difficult context, we still achieved the goal of stabilizing the macro economy, controlling inflation, promoting growth, ensuring major balances of the economy; achieving and exceeding 13/15 planned targets, many of which were better than the numbers reported to the National Assembly, such as: GDP in 2022 increased by 8.02% (reported as 8%);... Total export turnover reached 371.3 billion USD (reported as 368 billion USD); trade surplus reached over 12.4 billion USD (reported as about 1 billion USD).

National defense and security are strengthened; national sovereignty is maintained; social order and safety are ensured; foreign affairs and international integration are enhanced and effectively promoted; Vietnam's prestige and international position continue to be enhanced.

Deputy Prime Minister Le Minh Khai also pointed out a number of limitations and difficulties, including 2 targets that have not been achieved as planned; disbursement of public investment capital and implementation of a number of policies under the Socio-Economic Recovery and Development Program and 3 National Target Programs have not met requirements; planning work is still slow; many enterprises face difficulties in mobilizing and accessing capital, production and business costs increase, export product markets are narrowed;...

* Regarding the Draft Law on Cooperatives (amended), which was submitted to the National Assembly for its first comments at the 4th Session of the 15th National Assembly. Based on the opinions of the National Assembly deputies, the draft Law was received, revised, completed and reported to the National Assembly Standing Committee at the March session.

According to Chairman of the Economic Committee Vu Hong Thanh, the Standing Committee of the Economic Committee has accepted the majority of opinions of the National Assembly deputies, keeping the name of the draft Law as the Law on Cooperatives (amended), and at the same time reviewing, amending and supplementing the articles and clauses of the draft Law and redesigning the layout and structure of the draft Law to ensure consistency, synchronization and conformity with the name of the draft Law. Currently, the draft Law consists of 12 Chapters and 113 Articles.

Based on the comments of the National Assembly deputies, the draft Law will be further improved to create a favorable and open legal corridor for the development of cooperative economic organizations in the new context. Specifically, it will continue to improve regulations to fully institutionalize the 8 policy groups in Resolution No. 20-NQ/TW, some major, appropriate and specific matters can be studied and legalized immediately; regulations on access to the credit market, preferential policies on taxes and fees, etc.

* The Law on Water Resources 2012 was passed by the 13th National Assembly on June 21, 2012 at the 3rd Session, effective from January 1, 2013 to present.

After more than 10 years of implementation, the 2012 Law on Water Resources has contributed to creating positive changes in the awareness and actions of the whole society in protecting, exploiting and using water resources; water resources are managed and used more effectively and sustainably, bringing revenue to the State budget.

At the 21st Session on March 21, 2023, the Government submitted to the National Assembly Standing Committee for comments on the draft Law on Water Resources (amended). The draft Law on Water Resources (amended) consists of 88 articles and is organized into 10 chapters.

Compared with the 2012 Law, the draft Law does not increase the number of chapters; in which 10 articles are kept the same; 62 articles are amended and supplemented; 16 new articles are added and 8 articles are abolished.

Regarding the scope of regulation, the Law stipulates the management, protection, development, exploitation, use of water resources, prevention, control and overcoming of consequences of damage caused by water in the territory of the Socialist Republic of Vietnam. Underground water and seawater in the exclusive economic zone and continental shelf of the Socialist Republic of Vietnam, mineral water and natural hot water are not within the scope of regulation of this Law.

Basically, the scope of regulation is kept the same as the current Law, only adding regulations on water resources development.
