On December 12, General Secretary of the Central Committee of the Communist Party of China, President of the People's Republic of China Xi Jinping and his wife arrived in Hanoi, beginning a State visit to Vietnam, at the invitation of General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong and his wife, President of the Socialist Republic of Vietnam Vo Van Thuong and his wife.

The delegation included: Professor Peng Liyuan, wife of Comrade Xi Jinping; Member of the Standing Committee of the Politburo, Secretary of the Secretariat Cai Qi, Director of the General Office of the Central Committee; Member of the Politburo, Director of the Office of the Foreign Affairs Commission of the Central Committee of the Communist Party of China and Minister of Foreign Affairs Wang Yi; Member of the Central Committee of the Communist Party of China, Head of the Foreign Affairs Liaison Department of the Central Committee of the Communist Party of China Liu Jianchao; Director of the Central Policy Research Office Jiang Jinquan; Director of the National Development and Reform Commission Cheng Sanjie; Member of the Central Committee of the Communist Party, Minister of Commerce Wang Wentao; Member of the Central Committee of the Communist Party, Secretary of the Party Committee of Guangxi Zhuang Autonomous Region Liu Ning; Member of the Central Committee of the Communist Party, Secretary of the Yunnan Provincial Party Committee Wang Ning; Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Vietnam Xiong Ba; Ms. Qin Jing, wife of Ambassador Xiong Ba; Director of the International Cooperation and Development Bureau Luo Zhaohui; Major General Li Bin, Director of the Central Office for International Military Cooperation; Assistant Minister of Foreign Affairs Nong Dung.

This is a particularly important diplomatic event for both Vietnam and China, affirming the desire and determination of the two countries to bring the traditional friendly neighborly relationship and comprehensive strategic cooperative partnership between Vietnam and China to a new height, continuing to deepen and become more effective, bringing practical benefits to the people of the two countries.

Over the past 15 years, since Vietnam and China established a comprehensive strategic cooperative partnership, the relationship between the two Parties and two countries has continuously developed in a healthy and stable direction. The political trust between the senior leaders of the two Parties and two countries has been constantly consolidated.

The senior leaders of the two Parties and countries have maintained close contact. The most memorable of these was the official visit to China by General Secretary Nguyen Phu Trong at the end of 2022. The visit took place right after the 20th National Congress of the Communist Party of China had just concluded. General Secretary Nguyen Phu Trong was the first foreign leader to be invited and officially received by the Chinese leadership right after the Congress. The visit was historic and a great success.

Since the beginning of 2023, senior leaders of the two sides have maintained flexible forms of exchange and contact. The General Secretaries of the two Parties exchanged congratulatory letters on the occasion of the Year of the Cat 2023; Key leaders exchanged congratulatory messages on the 73rd anniversary of the establishment of diplomatic relations between the two countries (January 18), the 78th anniversary of Vietnam's National Day (September 2), the 74th anniversary of China's National Day (October 1), etc.

Visits by senior leaders of the two countries have been actively implemented. President Vo Van Thuong attended the 3rd Belt and Road Forum for International Cooperation in Beijing, China (October 17-20). Prime Minister Pham Minh Chinh paid an official visit to China and attended the 14th Annual Pioneers Meeting of the World Economic Forum in Tianjin, China (June 25-28); attended the opening ceremony of the 20th China-ASEAN Expo in Guangxi (September 16-19)...

Exchanges and cooperation between the two Parties are maintained regularly. When the situation is restored after the COVID-19 pandemic, the mechanism for meeting the heads of the two Parties' Politburo will be restored. It is expected that in 2024, the two sides will continue to organize theoretical seminars and resume mechanisms for exchanging experiences in Party building and national governance. The two sides' levels, sectors and localities will actively restore delegation exchanges after China adjusted its epidemic prevention policies.

For many years, China has maintained its position as Vietnam's largest trading partner and Vietnam is also China's largest trading partner in ASEAN. China's investment in Vietnam has maintained a rapid and sustainable growth trend. In 2022, Vietnam-China import-export turnover reached nearly 180 billion USD, of which our exports reached about 58 billion USD and imports reached nearly 120 billion USD.

By the end of October 2023, Vietnam's total import-export turnover with China reached nearly 140 billion USD. Of which, Vietnam's export turnover to China reached approximately 50 billion USD, up 5.1% over the same period in 2022; accounting for 17% of Vietnam's total exports to the world. China's investment in Vietnam reached more than 2.5 billion USD with 555 projects, making it the 4th largest FDI investor in Vietnam.

Since the beginning of 2023, many Chinese enterprises, especially those with the ability to deeply participate in the global supply chain, have increased investment surveys in the northern provinces of Vietnam.

People-to-people exchanges between the two countries have maintained a trend of rapid recovery after the COVID-19 pandemic. To date, China has been leading in the number of tourists to Vietnam for many years. In the first 10 months of this year, Vietnam welcomed 1.3 million Chinese visitors. At the same time, coordination, exchange and cooperation between Vietnam and China in regional and international common work have been continuously enhanced.

The visit will open up new prospects for cooperation in various fields.

Mr. Nguyen Vinh Quang, Vice President of the Vietnam - China Friendship Association, former Minister - Deputy Ambassador of Vietnam to China, commented that Vietnam - China relations are developing favorably. After the COVID-19 pandemic, exchange activities and delegation exchanges were restored, starting with the visit to China by General Secretary Nguyen Phu Trong (October 30 - November 1, 2022).

The visit was of great historical significance, opening a new phase for the relationship between the two countries and resolving some difficult issues between the two countries. After the visit, many high-ranking leaders, ministries, sectors and localities of the two countries had contacts and exchanges with each other.

"In such a short period of time, such exchanges, meetings and contacts are rare. Because both sides have realized the significance of General Secretary Nguyen Phu Trong's visit, and realized that the relationship between the two countries is at its most favorable stage of development," Mr. Nguyen Vinh Quang commented and added, "Not only politics and diplomacy but also economics, trade, people-to-people exchanges... have also been strengthened and promoted. And it is a coincidence that 2023 is the year the two countries celebrate the 15th anniversary of the Comprehensive Strategic Cooperative Partnership (2008 - 2023). Looking back, it can be seen that the relationship between the two countries is developing in the right direction and the framework established by the two countries' senior leaders 15 years ago is very accurate."

Mr. Nguyen Vinh Quang said that since the normalization of relations, this is the first time a Chinese General Secretary and President has visited Vietnam three times.

Speaking to the press, Chinese Ambassador to Vietnam Hung Ba emphasized that the relationship between the two Parties and the two countries of Vietnam and China is a special relationship, very rare in the world. The two countries are both socialist countries led by the Communist Party, always fighting side by side, supporting each other, creating a very close friendship.

Regarding the significance of the visit to Vietnam by General Secretary and President of China Xi Jinping, Chinese Ambassador to Vietnam Hung Ba emphasized that this visit is an important opportunity for the top leaders of the two Parties to strengthen strategic exchanges, on the basis of the two sides marking 15 years of establishing a comprehensive strategic cooperative partnership, which can determine a new shape for the bilateral relationship, determine a new direction for the development of bilateral relations, open up new prospects for cooperation in various fields, and add new momentum to the development of relations between the two Parties and the two countries.

The two countries' senior leaders will have in-depth discussions on a series of important issues, such as further deepening cooperation between the two sides in the fields of politics, security, trade and economy, people-to-people exchange, and enhancing cooperation in multilateral mechanisms.

It is expected that the two sides will sign many important cooperation documents in areas such as Party channel cooperation, national security and defense, cooperation between agencies and localities related to justice, communications, development connectivity, trade and investment, digital economy, green development, import and export of agricultural products, irrigation, maritime cooperation, etc.

The Chinese Ambassador assessed that this visit of General Secretary and President of China Xi Jinping will make an important contribution to maintaining peace, stability and development in the region as well as the world and will certainly receive attention from the international community.

Mr. Hung Ba emphasized that the traditional friendship between China and Vietnam, built and nurtured by President Ho Chi Minh and Chairman Mao Zedong, is a precious common asset of our two countries. The warm friendship between General Secretary Xi Jinping and General Secretary Nguyen Phu Trong is also a precious common asset of the people of the two countries. Both sides are looking forward to the visit of General Secretary and President of China Xi Jinping to Vietnam this time.
